1. INTRODUCTION

This instruction outlines the Emergency Response Plan to be implemented in the event of
a serious emergency/disaster during Engineering, Procurement and Construction of
Halliburton MCP Plant project
These could include, but not limited to

Serious Personal Injuries/Illness


Fire and Explosion
Major Chemical Releases
Major Property Damage
Adverse Weather Conditions
Security Threat
Natural Calamities etc

2. PURPOSE

The purpose of this document is to provide an action plan use by the REDA contractor in
the event of an emergency, or a hostile security breach during execution of the Halliburton
MCP Plant project. Further, this plan provides a framework for the development,
implementation, and evaluation of individual company Emergency Response plans and
definitions of roles and responsibilities.
This plan addresses emergency response and recovery plans, provides guidelines for the
organization of emergency responders, and designates communications channels. Likely
emergency situations are indicated, however proper risk assessments are part of good
emergency response planning and are the responsibility of REDA. Risk assessments have
been conducted and documented to work in progress. Risk assessments will be conducted
at every stage of construction to identify evolving potential emergency situations.

Guidelines for training, drills, and exercises for this Emergency Response Plan require
periodic review and improvement that will be addressed separately.

3. ROLES AND RESPONSIBILITES EMERGENCY COORDINATOR:

The highest ranking REDA employee in the field of emergency/disaster at the site is
responsible for the overall strategy of the emergency response, controls, logistics efforts,
and make the final decision for emergency actions that may impact REDA or Halliburton
MCP Plant project. If the situation is beyond the capacity of REDA resources and it required
external resources to control the situation like Fire & Rescue team, etc.

They have the overall responsibility and control of all incidents related activities that result
in an emergency. The type and severity of the incident will determine the members that will
be activated for duty. The Fluor Project Manager/Site Manager is typically the Emergency
Director and he is the leader of the group and also the incident commander. The Fluor
Project HSE Lead will facilitate the development of this team.

The Project’s Emergency Management Group (EMG) members should be senior managers
that have the authority to:
 Determine the short and long term effects of the emergency.
 Order the evacuation or shut down of the facility.
 Coordinate with appropriate company management.
 Interface with outside organizations and the media

Possible members include:

 Project Management and Manager


 Security
 HSE management
 Service Manager
 IT
 Human Resources
 Contractor Management from project affected by the incident

The Project’s Emergency Management Group (EMG) is comprised of key managers and
technical specialists on the project.The highest ranking REDA employee on the scene of
the emergency/disaster site in whose jurisdiction the incident, emergency or disaster takes
place is responsible for suppression and control tactics at the site and directs the resources
available to him to control the situation and protect life, property and the environment. The
incident commander will have a very close communication with the Emergency Coordinator
for getting all resources ready (internal/external) to take the field of emergency.

HSE LEAD:
Advises the incident commander of issues regarding safety in the field. Works closely with
the different departments to ensure the safety of all field personnel.
He maintains an active presence in the disaster/recovery zone. Advise the incident
commander on issues related to hazards and safety, including threats to lives and the
environment. Make sure all responders in the field are performing their duties under safe
conditions. Coordinates elimination/reduction of all possible safety hazards.

FIRST AIDER:
It is the job of the trained first aider to provide initial treatment to injured or ill employees,
which is consistent with the first aider’s level of competence. Where the treatment required
is beyond a first aider’s level of competence, they should recommend that the employee

seek medical assistance. All first aiders shall be trained and certified by an authorized
medical service provider.

Emergency Operations Center

The Emergency Operations Center (EOC) serves as a centralized management center for
emergency operations. The Emergency Management Group assembles in the EOC.

Operations within the EOC should be consistent with the Incident Command System.
Some EOC resources that could be utilized:

 Communications equipment
 A copy of the emergency management plan and EOC procedures
 List of EOC personnel and their duties

Emergency Operations Group

The Emergency Director/Field Commander to oversee the technical aspects of the


response. The Field Commander commands the Emergency Operations Group (EOG),
which is comprised of the people necessary to correct or stabilize the situation, to protect
the health and safety of the project employees, and to protect and minimize damage to the
environment and the facility

 Emergency Director
 Project Engineering and/or Facility maintenance/engineering
 Emergency Action Teams
 Evacuation
 Medical
 Rescue
 Safety Officer
 Personnel Manager

The Flour Emergency Director position is responsible for the front-line field management of
the incident, for tactical planning and execution of the response, for determining whether
outside assistance is required, and for relaying requests for internal resources or outside
assistance through the Emergency Operations Center.

The Emergency Director shall have the capability and authority to:
 Assume command
 Assess the situation
 Implement the emergency management plan
 Determine response strategies
 Activate resources
 Order an evacuation
 Oversee all emergency incident response activities
 Declare that the incident is "over"

Area Management Team

Key Managers or Superintendents of Fluor Halliburton from each area or whole area will
initially assemble in the assembly area and:

 Make sure about the health and safety status of the personnel from their work area.
 Act as a focal point between the evacuees and the emergency management teams.
 Monitor the status of any personnel from their building that may have stayed behind
to operate or shut down critical equipment.
 Maintain order in the assembly areas.

Evacuation Teams

The Fluor HSE Lead shall ensure that the primary function is to assist the egress of people
from the work areas, and perform a head count of them.

 Reda shall assign an area Warden,or for each defined work area.

Area Wardens
There should be one area warden and a designated backup for each defined work
area. Contractor Managers or supervision could be assigned as area wardens.
Pre-Event Responsibilities - The Area Wardens shall assume
responsibility for:

 Being familiar with the Emergency Action Plan.


 Knowing the location of all exit routes and fire fighting equipment in the assigned
area.
 Knowing how to notify safety and security of an emergency.
 Check all extinguishers to verify that they are ready for use and report any defect to
safety and or the next responsible person in the hierarchy of control and ensure that
the defect is rectified or replacement is made so it’s readily available to use.
 Attend training meetings and practice drills.

Responsibilities following an order to Evacuate:

 Direct the orderly evacuation of the area when; the evacuation notification receives.
 Evacuations should be conducted calmly but quickly.
 Ensure all employees are moved to the Assembly Point.
 No attempt must be made to move or assist people that are injured, at least those
whom are partially ambulatory. Permanent disabling injuries could be caused if they
are moved. The location of seriously injured people must be reported to the
professional rescuers.
 Assure that evacuees remain in designated evacuation areas until given notice, by
the Incident Command Team, to reenter the area.

Emergency Response Team


There should be enough searchers to quickly ensure that the area is evacuated. HSE
personnel should be assigned to the emergency response and search team.

Responsibilities - The emergency response and search team shall:


 Be familiar with the layout of their area, and their responsibilities.
 Attend training meetings and practice drills.

Responsibilities following an order to Evacuate

 Respond immediately and attempt to control the dangerous situation in their
area.
 Evacuation team personnel shall not place their lives at risk, or risk further injury
to the victim, by initiating a rescue.
 Respond to any additional instructions that may be given by the Area Warden.
 Perform first aid to the injured in the area.
 Perform the above duties only if the situation allows it to be done safely without
putting the emergency response and search team’s lives at risk.

4. SITE EMERGENCY EVACUATION PLAN

Specific evacuation plans will be developed for each project location and will become
appendices to this procedure.

PROCEDURE
Upon declaration of a project emergency, communication and assembly procedure will be
implemented immediately.

ALL PERMITS WILL BE CANCELLED.


As and when a message received of an Emergency situation

a) Assembly: Upon receiving instructions to assemble, all employees will secure their work
area and walk in a calm, orderly manner to the assembly area . Wind direction indicated
by windsocks must be observed and movement should be across wind.
b) Securing a work area includes but is not limited to the following:

I) All motorized equipment, welding equipment, and burning equipment will be shut
down

II) All gas, diesel, propane, electrical, open flame and other powered equipment will be
shut down immediately. All work permits will become void.

III) All electrically powered tools will be disconnected from their power source.

IV) Employees assigned to motorized equipment/vehicles will park on the side of the
roads clear of fire-protection devices, i.e., hose houses, hydrants, and PI valves.

NOTE: No vehicles other than emergency vehicles will be driven on the site in an emergency
condition.

5. EMERGENCY RESPONSE TEAM (ERT)


The Projects’ Emergency Response Team will be trained in fire fighting equipment and the
proper use thereof and firefighting techniques. They will also receive training in emergency
situations pertaining to the project status and the proper handling thereof. The ERT will
consist of safety personnel and employees of contractors on the project.
The ERT will immediately respond to all emergencies and assist in dealing with the situation
without putting their own lives at risk as described above.

REDA will ensure that each dedicated emergency vehicle (Light Vehicle Pick-up) is at all
times in proper working condition, manned by a licensed driver and readily available to
transport seriously ill or injured site personnel to the nearest health care facility or
designated clinic/hospital.
Driver on the project will be made aware of the location of the nearest health care facility or
hospital, where ill or injured personnel are to be taken. A sketch or traffic routes are
necessary, including telephone numbers to be provided to the drivers.

In case of emergency Reda Shall use the Flour Ambulance to transport the injured to a
Hospital where he could be treated or evacuate the whole site to a safe place as necessary

6. COMMUNICATIONS

EMERGENCY CALL OUT


In case of an Emergency, Mishap, or Disaster; all personnel of REDA should be familiar with
the respective jurisdictions and notify the designated Incident Commanders.

The Incident Commander shall notify the Emergency Manager when the emergency
situation is beyond the capabilities of the local organization, or when the emergency is
reasonably expected to escalate beyond the capabilities of the local organization.

7. EMERGENCY REPORTING
If reporting an emergency, provide the following required information:

•Clearly/calmly state WHO you are. (Name, Contractor)

•Clearly/calmly state NEAREST RALLY POINT of the emergency. (e.g. “Rally Point -03” if
near Buildings Area)

•Clearly/calmly state the TYPE of emergency such as accident, fire, or medical; include
number of people involved. (e.g. Injury –1 person with arm injury)

•Clearly/calmly state what ASSISTANCE IS REQUIRED such as ambulance. (e.g.


Ambulance)

•DO NOT HANG UP until instructed to do so as you may be required to assist or guide.

•Proceed to Rally Point. Wait for Site Medical Response Team and guide to exact location of
the emergency.

8. PRE START –STA MEETING

-Rally Point number must be identified in the STA.


-Site Medical Response Number must be in the STA.

-First Aider assigned must be in the STA.
-All Supervisors and HSE team must be fully aware of the nearest Rally Point within
the work area.
-All employees must be informed of the nearest Rally Point where work is on going.

9. FIRE EMERGENCIES – GENERAL

On discovering a fire:
- Immediately call for help and report location of fire as per site procedures.
- The first priority in the event of an emergency is for the safety of all people
present.
- Don’t panic.
- Turn off all equipment and tools.
- Raise the sound and evacuate the workers.
- Alert others and move everyone away from area of fire.
- Ensure that you are using appropriate fire extinguishers for the type of fire.

Fire Extinguisher Instructions: PASS.

- PULL the safety pin from handle.


- AIM (nozzle, cone and horn) at the base of fire.
- SQUEEZE the lever.
- SWEEP from side to side (watch for re – flash).

 Do not hang up until told to do so by the emergency service.


 For Larger fires or if there is any danger, leave immediately.
 Keep doors and windows shut to confine fire as much as possible and reduce
the supply of oxygen.
 If clothing catches fire, STOP, DROP, ROLL.
 Make sure someone is available to direct the emergency service to the scene.
 Walk calmly and slowly to a Safe Assembly Area and report to the leader. The
leaders will conduct a roll call and reports.

10.ON HEARING THE ALARM

- Turn off any equipment, which, if left on, may become a source of danger i.e. burning
gear etc.
- Leave the premises by the shortest, safest route.
- Do not return to the building, office or camp for any reason until authorized to do so
by the incident commander or his deputy.

- Stay low when moving through smoke; walk down to the ground floor and exit.
- Report immediately to your leader in the correct allocated assembly area.
- Do not leave the assembly area until you have been checked as present and given
full instructions to leave the area.
- Do not return the area until instructed to do so by the Incident Commander or his
Deputy.

12.EMERGENCY RALLY POINTS

In the event of a medical emergency, brief and accurate information is of utmost importance
specifically the location of the emergency.
Rally Point is aimed to provide the emergency medical response team with the accurate location
of the emergency whereby the rally point # given is the nearest reference to the actual

emergency. From the rally point, a representative must direct the medical response team to the
actual location of the emergency.
Seven Rally Points are provided on site: Rally Points 01 to 07.

13.SITE MEDICAL RESPONSE TEAM AND FIRST AID STATION

The Site First Aid Station is provided by Fluor and located at the Fluor Main Office. The Site First
Aid Station is equipped and staffed to administer minor injury on duty under First Aid treatment
only.
Any treatment beyond first aid shall be administered to the nearest hospital within the project
which is Al Mana Hospital.

18.REDA REPORTING INCIDENT PROCEDURES
