II. दकए गए कायों का र्ूल्य, काया के िास्तविक र्ूल्य र्ें 7% प्रनत िषा की साधारण दर से बढ़ोत्तरी करिे पर
ितार्ाि लागत स्तर तक हो जािा चादहए, खजसकी गणिा काया सर्ाप्त होिे की नतनि से बोली हे तु आिेदि
की प्रानप्त की अंनतर् नतनि तक की जाए।
The value of executed works shall be brought to current costing level by enhancing
the actual value of work at simple rate of 7% per annum, calculated
from the date of completion to last date of submission of bids.
III. उप सविदा अििा संयक्त

The bidder shall possess valid electrical contractor’s license of appropriate class and
category issued by Central or State Electricity Authority.

3. निविदा को केिल डाउिलोड कर लेिे से बोलीकताा बोली प्रदक्रया र्ें भाग लेिे का पाि िहीं होगा।
निविदाकार द्वारा अपलोड दकए गए प्रेलेिों को बाद र्ें विभाग द्वारा सत्यावपत दकया जाएगा।
आिश्यकता के अिुरूप ि पाए जािे िाले प्रस्तािों को रद्द कर ददया जाएगा ।
Downloading of tender documents alone will not make a tenderer eligible for
participating in the bidding. The documents uploaded by the tenderers will be
subjected to verification subsequently by Department. If found not meeting the
requirement, such offers will be rejected.

4. (a) निविदा के साि उपयुक्त
ा पैरा 1 र्ें उखल्लखित र्ूल्य की बयािा रानश संलग्ि होिी चादहए ,जो
दकसी अिुसनू चत बैंक द्वारा लेिा अनधकारी ,सैक ,अहर्दाबाद के पक्ष र्ें जारी कॉल रसीद / नर्यादी
जर्ा / दडर्ांड ड्राफ्ट अििा बैंक गारं टी के रूप र्ें होिी चादहए। बयािा रानश ,निविदा प्राप्त होिे की
अंनतर् नतनि से 180 ददिों तक र्ान्य होिा चादहए। बयािा धि अर्ाित यदद डीडी के रूप र्ें प्रस्तुत
की गई है , तो निविदाओं के िोलिे के तुरंत बाद इन्हें भुिा नलया जाएगा और असफल निविदाकरों को
बयािा धि अर्ाित विभाग द्वारा चेक इलेक्ट्निक र्ाध्यर् से िापस/भेजी जाएगी ।

Tenders should be accompanied with Earnest Money Deposit for value specified in
Para 1 above, in the form of Deposit at Call receipt/ Term Deposit Receipt/ Demand
Draft of any Scheduled Bank issued in favour of “Accounts Officer SAC,
Ahmedabad’’ (or) in the form of Bank guarantee issued by a scheduled bank.
Earnest Money Deposit shall be valid for 180 days from the due date of receipt of
tenders. In Case EMD in the form of DD is furnished, the same will be encashed
immediately on opening of tenders and refund of EMD for unsuccessful
tenderers will be made through Cheque /electronically by Department

4 (b) “निविदा कीर्त/ईएर्डी से छूट का दािा करिे िाली एर्एसएर्ई इकाईयों को खजला उद्योग केंद्र
(डीआईसी)/िादी एिं उद्योग बोडा (केिीआईबी)/कोयर बोडा /राष्ट्रीय लघु उद्योग आयोग
(एिएसआईसी)/हस्तनशल्प तिा हिकरघा निदे शालय अििा सूक्ष्र् लघु र्ध्यर् उद्यर् र्ंिालाय द्वारा
निधााररत दकसी अन्य निकाय द्वारा जारी पंजीकरण प्रर्ाणपि के साि एर्एसएर्ई उद्योग आधार
ज्ञापि प्रस्तुत करिा होगा। ज्ञापि/प्रर्ाणपि र्ें स्पष्ट रूप से वित्तीय सीर्ा का उल्लेि दकया जाए तिा
िह निविदा की दे य नतनि/बढ़ाई गई नतनि तक िैध होिा चादहए। इसर्ें ईएर्डी/निविदा शुल्क छूट प्राप्त
करिे के नलए निविदा की गई सार्नियों का उल्लेि भी होिा चादहए।”
“The MSME units claiming exemption of Tender cost / EMD should submit MSME
UDYOG ADHAR MEMORANDUM along with registration certificate issued by District
Industries Centre (DIC) / Khadi & Industries board (KVIB) / Coir board / National small
industries commission (NSIC) / Directorate of Handicrafts and handlooms or any
other body specified by Ministry of MSME. The memorandum / certificate shall clearly
indicate the monetary limit and shall be valid as on due date / extended due date of
the tender. Also it should cover the items tendered to get EMD / Tender fee
exemptions.”

5. निविदाएं िुप प्रधाि के कायाालय, निर्ााण एिं अिुरक्षण िुप सैक, अहर्दाबाद र्ें पैरा 1 के अिुसार
निधााररत नतनि एिं सर्य को िोली जाएंगी ।

Tenders will be opened at the Office of the Group Director, Construction and
Maintenance Group, SAC, Ahmedabad on the stipulated date and time specified
in Para 1above.

6. a) निविदा िोलिे की निधााररत नतनि और सर्य तक या उससे पहले िुप निदे शक, निर्ााण एिं
अिुरक्षण िुप, सैक, अहर्दाबाद के कायाालय र्ें ईएर्डी के र्ूल दस्तािेज पहुुँच जािे चादहए। यदद

 निविदा िोलिे की निधााररत नतनि या सर्य से पूिा िैध ईएर्डी प्राप्त िहीं होती है तो, अंतत: निविदा
प्रस्ताि को निरस्त कर ददया जाएगा ।

Original instrument of EMD shall be submitted to the Office of the Group Director,
Construction and Maintenance Group, SAC, Ahmedabad on or before due date
and time of opening of tender. If valid EMD is not received on or before due date
and time of opening of tender, the tender offer shall be summarily rejected.

6 (b) निविदा कीर्त/ईएर्डी से छूट का दािा करिे िाली एर्एसएर्ई इकाइयां उपयुक्त
ा पैरा 4 (b) र्ें
उखल्लखित पंजीकरण प्रर्ाणपि के साि एर्एसएर्ई उद्योग आधार ज्ञापि की सत्यावपत हाडा प्रनत
प्रस्तुत करें ।

The MSME units claiming exemption of Tender cost / EMD should submit attested
hard copy of MSME UDYOG ADHAR MEMORANDUM along with registration
certificate as indicated in para 4 (b) above.

उपयुक्त
ा ज्ञापि/प्रर्ाणपि की हाडा कॉपी सर्ूह निदे शक, निर्ााण एिं अिुरक्षण सर्ूह, सैक,
अहर्दाबाद के कायाालय र्ें दे य नतनि तिा निविदा िोले जािे के सर्य से पूिा प्रस्तुत की
जाए। यदद हाडा कॉपी दे य नतनि तिा निविदा िोले जािे के सर्य से पूिा प्राप्त िहीं होती है
तो निविदा प्रस्ताि रद्द कर ददया जाएगा।

The hard copy of above memorandum / certificate shall be submitted to the Office
of the Group Director, Construction and Maintenance Group, SAC, Ahmedabad
on or before due date and time of opening of tender. If hard copy is not received
on or before due date and time of opening of tender, the tender offer shall be
summarily rejected.

7. निविदा िोलिे की नियत नतनि को केिल बयािा रानश जर्ा करिे िाले निविदाकारों की
िाखणखययक बोलीओं को ही िोला जाएगा। तकिीकी एिं िाखणययक बोली के िोलिे पर, पुि:
विस्तृत संिीक्षा एिं र्ूल्यांकि दकया जाएगा । तकिीकी एिं िाखणखययक बोली के र्ूल्यांकि
के दौराि, निविदाकारों द्वारा प्रस्तुत दकए गए दस्तािेजों की विस्तृत जाुँच की जाएगी। यदद
यह पाया जाता है दक कोई निविदा अहा ता पािता को पूरा िहीं करती है तो इसी चरण र्ें यह
निरस्त कर दी जाएगी और उि प्रस्तािों को आगे की प्रदक्रया हे तु शानर्ल िहीं दकया जाएगा।
जाुँच एिं तकिीकी र्ूल्यांकि र्ें योग्य पाए गए निविदाकारों की र्ूल्य बोनलयों को विनिददाष्ट
नतनि को (योग्य बोलीकतााओं को विनधित सूचिा दी जाएगी) अलग से िोला जाएगा और
आगे निविदा प्रदक्रया नियर्ों के अिुसार कारा िाई की जाएगी।

On the due date of opening, the Technical & Commercial bid of those tenderers
who furnished valid EMD only will be opened. On opening of Technical &
commercial bid further detailed scrutiny / evaluation will be carried out. During the
evaluation of techno-commercial bids, the documents furnished by the tenderers
will be scrutinized in detail. Any tender, found as not fulfilling the eligibility criteria
will be rejected at this stage and such offers will not be considered for further
processing. The price bid of only those tenderers who have been qualified during
the scrutiny and technical evaluation will be opened separately on a specified date

 (with due intimation to the qualified bidders) and further processed, as per tender
procedure/ stipulations.

8. सफल ठे केदार की बयािा रानश को निष्पादि गारं टी के रूप र्ें रूपांतररत दकया जाएगा । कार्
पूरा होिे पर इसे सुरक्षा रानश के रूपांतररत दकया जाएगा। स्िीकृ नत पि /काया आदे श प्राप्त
होिे पर बयािा रानश के भुगताि से छूट के र्ार्लों र्ें आकनलत लागत की 2% रानश को
निष्पादि गारं टी के रूप र्ें शानर्ल करते हुए तत्काल प्रस्तुत करिा होगा ।

Earnest money of the successful contractor will be converted into Performance

guarantee. On completion of the work, the same will be converted as security
deposit. In cases of exemption for payment of Earnest money, separate
performance guarantee at 2% of the estimated cost put to tender to be submitted
immediately on receipt of letter of acceptance/ work order.
9. निविदा प्रस्तुत करिे से पहले इच्छुक निविदाकार, सर्ूह निदे शक, सी.एर्.जी./ प्रधाि, सी.एर्.डी./
अनभयंता एस.जी./ अनभयंता एस.एफ./ अनभयंता एस.ई./ अनभयंता एस.डी. की पूिा अिुर्नत से, स्िल
का निरीक्षण कर सकते हैं ।

Intending tenderers may inspect the site before submitting the tenders, with the
prior permission of Group Director, CMG/ Head CMD/ Engineer-SG / Engineer-
SF/ Engineer-SE/ Engineer-SD
10. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िाला प्रानधकरण न्यूि या दकसी अन्य निविदा को
स्िीकार करिे हे तु बाध्य िहीं है और कोई कारण बताए वबिा दकसी या प्राप्त सभी निविदाओं को रद्द
करिे का अनधकार रिता है । सभी निविदाएं जो निददा ष्ट शतों र्ें से यदद दकसी शता को पूरा िहीं करती
हों या कोई शता खजसर्ें निविदाकार द्वारा सशता छूट दी गई है , निरस्त कर दी जाएंगी।

The tender accepting authority on behalf of President of India is not bound to

accept the lowest or any other tender and reserves the authority to reject any or
all the tenders received without assigning any reason. All tenders in which any of
the prescribed condition is not fulfilled or any condition including that of conditional
rebate is put forth by the tenderer shall be summarily rejected.

11. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िाला प्रानधकरण काया आदे श जारी करिे से पहले
कायाक्षेि र्ें पररिताि/ या काया की र्ािा र्ें कर्ी का भी अनधकार रिता है तिा निविदाकार इस संबध
ं
र्ें कोई भी दािा िहीं करे गा।

The tender accepting authority on behalf of President of India also reserves the
right to alter the scope/ or reduce quantum of work before issue of work order and
the tenderer shall not have any claim what so ever on this account.

12. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िाला प्रानधकरण निविदा को पूणा रूप से या उसके
दकसी भाग को स्िीकार करिे का अनधकार रिता है तिा निविदाकार को ददए गए र्ूल्य पर ही काया
करिा होगा।

The tender accepting authority on behalf of President of India reserves the right of
accepting the whole or any part of the tender and the tenderer shall be bound to
perform the same at the rate quoted.

13. निविदा के संबध
ं र्ें प्रत्यक्ष या अप्रत्यक्ष रूप से कोई भी पक्षप्रचार सख्तता से निवषद्ध है और ठे केदार
खजसिे पक्षप्रचार करिे की कोनशश की है उसके द्वारा प्रस्तुत की गई निविदा निरस्त कर दी जाएगी।

Canvassing directly or indirectly, in connection with tender is strictly prohibited and

the tenders submitted by the contractors who resort to canvassing will be liable for
rejection.

14. निविदा स्िीकार करिे िाला प्रानधकरण सरकार द्वारा सर्य-सर्य पर जारी की जािे िाली िीनतयों के
अिुसार प्रस्तािों को प्रािनर्कता दे िे का विकल्प रिता है ।

The tender accepting authority reserves the option to give preferences to the offers in
accordance with the policies of the Government from time to time.
15. निविदाकार को विभाग के केंद्र के उस प्रभाग र्ें निविदा जर्ा करिे की अिुर्नत िहीं दी जाएगी
खजसर्ें संविदा दे िे और उसके कायाान्ियि हे तु खजम्र्ेदार कायाारत व्यवक्त उसका/उसकी कोई िजदीकी
ररस्तेदार है । उसे उि व्यवक्तयों का िार् भी सूनचत करिा होगा जो उसके साि दकसी भी क्षर्ता र्ें कार्
कर रहें हैं या जो उसके िहा कायारत हैं और जो अंतररक्ष विभाग र्ें कायारत राजपवित अनधकारी का
िजदीकी ररस्तेदार है । ठे केदार द्वारा इस शता का उल्लंघि करिे पर उसके द्वारा जर्ा की गई निविदा
रद्द कर दी जाएगी तिा संविदा निरस्त हो जाएगी।

The contractor shall not be permitted to tender for works in the Division of that
particular Centre of the Department responsible for award and execution of contracts
for which his/her near relative is working. He/she shall also intimate the names of
persons who are working with him in any capacity or are subsequently employed by

Any breach of this condition by the contractor would render him liable for rejection of

4.0 BRIEF TECHNICAL PARTICULARS

5.0 TECHNICAL REQUIREMENTS

CORE
The core shall be of high grade cold rolled grain annealed steel lamination having
low loss and good grain properties, coated with hot oil proof insulation, bolted
together to the frames firmly to prevent vibration or noise. The complete design
of core must ensure permanency of core losses with continuous working of the
transformer. The value of maximum flux density allowed in the design and grade
of lamination used shall be clearly stated in the offer. MS channel shall be used
on top and bottom. Core channel on LV side shall be reinforced at equal distance,
if holes / cutting is done for LT lead in order to avoid bending of channel. MS
Channels shall be painted with varnish or oil-resistant paint.
The maximum flux density in any part of the core and yoke at rated voltage and
frequency shall be such that flux density with +12.5 percent combined voltage
and frequency variation from rated voltage and frequency does not exceed 1.9
Tesla.
No-load current shall not exceed 2% of full-load current and will be measured by
energising the transformer at 433V, 50 Hz on the secondary. Increase of voltage
of 433V by 12.5% shall not increase the no-load current beyond 6% of full-load
current. Test for magnetic balance by connecting the LV phase by phase to rated
phase voltage and measurement of all three phase voltages shall be carried out.

SURFACE PREPARATION & PAINTING
All paints shall be applied in accordance with manufacturer’s recommendations.
Particular attention shall be paid to the following:
 Proper storage to avoid exposure as well as extremes of temperature.
 Surface preparation prior to painting.
 Mixing and thinning
 Application of paints and recommended time intervals between coats.
 Shelf-life for storage
All paints, when applied in a normal full coat, shall be free from runs, sags,
wrinkles, patchiness, brush marks or other defects.
All primers shall be well marked on to the surface, particularly in areas where
painting is evident, and the first priming coat shall be applied as soon as possible
after cleaning. The paint shall be applied by airless spray as per manufacturer’s
recommendations. However, wherever airless spray is not possible, conventional
spray shall be used. The supplier shall protect nameplates, lettering gauges, sight
glasses, light fittings and similar such items prior to painting.
TANK
Tank shall be of all welded construction & fabricated from commercial grade low
carbon steel of adequate thickness. All seams shall be properly welded and
stress relieved.
The tank wall shall be reinforced by stiffener to ensure rigidity so that it can
withstand mechanical shock during transportation and during oil filling by vacuum
without any deformation.
Transformer tank shall be provided with one set of bi-directional flanged wheels
for rolling the Transformer parallel to either centre line over rail gauge.
All heavy removable parts shall be provided with eye bolt for ease of handling.
Manholes of sufficient size shall be provided for access to leads, winding, bottom
terminals of bushings and taps
WINDINGS
Double paper covered copper conductor of 99.9% purity shall be used for the
transformer. Current density for HV and LV shall be at least 2.5 A/sq.mm.
OIL
The insulating oil shall comply with the IS 335. Oil shall be filled under vacuum
of 250 Torr ± 5%.
LOSSES
The bidder shall guarantee individual no-load loss and load loss without any
positive tolerance. The bidder shall also guarantee the total losses at 50% load
condition (50% of rated kVA rating at rated voltage and frequency and at 75C
without any positive tolerance) as per IS 1180.
CONSERVATOR

 When a conservator is provided, oil gauge and the plain or dehydrating breathing
device shall be fixed to the conservator also provided, with a drain plug and a
filling hole with cover. The capacity of a conservator tank shall be designed to
contain 10% of the total quantity of oil and its contraction and expansion due to
temperature variations. Normally, 3% quality of total oil will be contained in the
conservator. In addition, the cover of main tank shall be provided with an air
release plug to enable air trapped within to be released, unless the conservator
is so located as to eliminate the possibility of air being trapped within the main
tank.
The inside diameter of pipe connecting conservator and main tank shall be within
30 to 50 mm and it shall be projected into the conservator so that its end is
approximately 20 mm above the bottom of the conservator so as to create a sump
for collection of impurities. The minimum oil level (corresponding to – 5C) shall
be above the sump level.
BREATHER
Breather shall be screw type with die cast aluminium body, inside container for
silica gel shall be of tin sheet with minimum weight of silica gel of 0.5 kg.
BUSHINGS
Cable end box at HV side suitable for connecting one Run of 3C x 185 Sq.mm
Aluminium XLPE, armoured 11kV cable and provision for connecting LT Cables
(4 Runs of 4C X 300 sq mm ) on secondary side of the transformer.
6.0 FITTINGS
The following standard fittings shall be provided.
i) Rating and non-detachable terminal marking plates
ii) Metallic name plate
iii) Earthing terminals with lugs
iv) Conservator tank with interconnecting pipes.
v) Oil level gauge with toughened glass with minimum marking.
vi) Thermometer pocket.
vii) Dehydrating breather.
viii) Air release plug on the transformer tank to release tapped air inside
the tank when filling oil through conservator.
ix) Oil level gauge showing the maximum, normal and minimum oil
levels with contacts for low oil level alarm. The gauge shall be
readable from base level.
x) Silica gel breather.
xi) Buchholz relay with alarm and trip contacts with one shut-off valve
on conservator side and flange couplings to permit easy removal
without lowering oil level in the main tank.
xii) Pressure relief vent (As per OEM standard)
xiii) Dial type temperature indicator with maximum reading indicator

indicating thermometer shall be mounted on the side of transformer
in the hottest part of the oil, fitted with alarm and trip contacts.
xiv) Winding temperature indicator with two contacts, indicating type,
responsive to the combination of hot oil temperature and winding
current, calibrated to the hottest spot temperature of transformer
winding. It shall operate a remote alarm and trip in the event of a
hotspot temperature approaches dangerous values.

side of the transformer.

Note: Any other fittings that are necessary for satisfactory operation
of the transformer also shall be provided without any extra cost.

INTERNAL EARTHING

 The framework and clamping arrangement of core and coil shall be securely
earthed inside the tank by copper strap connection to the tank.
7.0 TESTS
All the equipment offered shall be fully type tested as per IS. The type test
must have been conducted on a transformer of same design. The bidder shall
furnish type test reports along with the offer.
Type Tests
Type tests as per IS 2026 shall be conducted on the transformer and Type test
certificates shall be furnished for the transformer for scrutiny.
Routine Tests
The following routine tests shall be conducted as per IS at the factory/ works
in the presence of Department’s representatives prior to despatch of
equipment.
i) Ratio, polarity and phase sequence.
ii) No-load current and losses at service voltage and formal frequency
iii) Magnetic balance test
iv) Load losses at rated current and normal frequency
v) Impedance Voltage test
vi) Resistance of windings at each tap
vii) Insulation resistance
viii) Induced overvoltage withstand test.
ix) Separate source voltage withstand test.
x) Heat run Test.
Note: losses, % impedance and temperature rise test as per IS 1180.
Tests at Site
The following tests shall be conducted prior to commissioning: -
i) Insulation resistance of the winding between phases and between
individual phases and earth on both HV and LV and also between
HV and LV windings.
ii) Winding resistance
iii) Dielectric strength of transformer oil.
iv) Voltage ratio test at all tap positions.
v) Polarity test.
vi) Magnetic balance test
vii) Proper functioning of all protective relays.

8.0 ERECTION & COMMISSIONING

The transformer shall be installed on suitable pedestal and foundation, tested
and commissioned. The contractor shall provide all the hardware necessary
for erection. The drawings, layout, etc. shall be got approved by Department.
After the transformer has been installed at the place of operation and before

 connecting it to supply, the transformer tank shall be earthed. All connections
of the earthing system shall be visible for periodical inspection. Copper strip
as specified shall be used for earthing to the earth grid. The transformer neutral
point shall be brought out and solidly earthed by copper strip of suitable size.
After commissioning, the LV voltage shall be measured at different tap
positions. The transformer shall be kept on no-load for 24 hours, and it shall
be ensured that there is no undue temperature rise before loading.
RCC Foundation for Transformer will be provided by bidder as per OEM
recommendation and department approval.

9.0 GUARANTEED TECHNICAL PARTICULARS

Guaranteed Technical Particulars shall be duly filled in by the bidder and
furnished along with the tender.

10.0 WARRANTY
Transformer shall be covered under warranty for a period of 24 months from
the date of commissioning.
