Oxfam Novib will decentralise its activities to Pakistan by September 2011.Therefore we are
looking for a Programme Officer (Full Time Position)

Purpose of the function:


Together with your colleagues in the Field Office team Islamabad, you will (further) refine and
implement the Oxfam Novib country strategy 2011-2015 in close co-operation with the local
partner organisations and the other Oxfams. You will focus on portfolio development and
management, including budget management; and, foster program development for External
Funding opportunities.

The programme officer reports directly to the Country Programme Manager Oxfam Novib;

Main tasks of the function:


• You contribute to the development, implementation and monitoring of the annual
contract. You report to the Associate Country Director on the progress made in the
annual plan, both related to the Oxfam Novib grant management and program
development, and you will also coordinate the communication around this.
• You are responsible for the identifying, development and management of the portfolio of
local partners and projects, which implies that you will submit proposals for approval,
spending on counterpart proposals
• You will maintain direct contacts with partners for the monitoring, evaluation and
development of partners’ programmes & their organisational capacities.
• You will actively engage in discussions with partners and other stakeholders on fostering
external funding opportunities; where needed you develop and monitor programmes with
partners and others for back donors that contribute to the goals of Oxfam (Novib).
• You provide for the appraisal of project progress reports, ensure feedback to partner
organisations & monitoring of agreements, and ensure registration in our administrative
system.
• You initiate and facilitate activities concerning knowledge & information management with
local partners to strengthen the effectiveness and implementation of programmes and
lessons learned.
• You facilitate the networking between partners and relevant external actors like
knowledge & research institutes, and initiate and facilitate reports and any publications in
this area.
• You provide input to and link partners with advocacy campaigns as conducted under the
Oxfam-Novib and/or OI banner.
• You are responsible for identifying, organising, facilitating and if needed monitoring of the
capacity building processes for partners on your specific theme.
• In close collaboration with others Oxfam teams, you contribute to the implementation of
Oxfam Joint Country Analysis Strategy (JCAS).

Desired Qualifications/Experience:
• completed an master degree from recognised university with 5 years or more practical
experiences in a discipline relevant to the specific areas mentioned in relation to
development cooperation.
• demonstrable recent and substantial work experience with civil society sector in Pakistan
and/or South Asia
• preferably a thematic expertise in one area of sustainable livelihood and education &
reproductive health rights.
• the ability of applying a rights based approach and principles of gender justice as cross
cutting issues.
• sound experience in organisational analysis & partnership, grant management &
programme development.
• experience in developing, managing and monitoring development projects by NGOs,
including multi-actor programs funded by external donors. It is an asset when you are
experienced in (guiding) proposal design (including Logical Framework), budgeting and
procurement.
• analytical thinking skills and abilities to influence others.
• excellent social skills and are a team player
• excellent communication skills in English , and willingness to learn local language.
