EMERGENCY DRILL REPORT & SYNOPSIS

Vessel: M.V. Happy Clipper


Date/Time: 10-Feb-08 at 0945 Hrs (SMT = GMT + 08)
Emergency Drill Theme: Collision

Drill Scenario Planned By: Master & Chief Officer

Drill Events: General alarm sounded by Master from the bridge followed by an announcement
of Collision!! Collision!! Collision!! By 0948 found all crew mustered at the general muster
point with life jackets and immersion suits as instructed. C/O took head count and found all OK.
Missing person was C/E as he was in the engine control room manning the engine room which
he informed by phone. C/O reported same to master on Walkie Talkie. C/O informed the crew
to assume the ship had collided on the bow with another ship and act accordingly. By 0952 all
found reporting to their respective team heads as per duties explained previously in the safety
meeting. Master called the engine room to stop the vessel. 3/E and one oilier went down to the
engine room to assist C/E for possible maneuvering. Master asked C/E to stop the engines.
After some time C/E reported that vessel stopped on emergency grounds (Actually no action
taken). 3/O and two seamen came on the bridge immediately. Position and weather recorded
by 3/O. 3/O reported to have called the other ship on VHF (Actually no action taken). Both
seamen kept look out on both the wings for oil spillage/ any casualty as instructed by the
Master. 3/O reminded Master to display “NUC” shapes, Master agreed and asked 3/O to
exhibit same (Actually no action taken). One seaman changed over steering from auto to
hand (Actually done). At 0957 2/O reported that life boat prepared for emergency evacuation.
Painters made fast and boat plugs checked (Actually done). 2/O was supported by the cook
and the GS. At 0958 the fire hydrants were spraying water which means the engine team
comprising of 3/E and one oilier had started the emergency fire pump. Deck air started at about
same time (Actually done). Same done by 3/E. Engineers started detailed examination of the
engine room for damages (Actually done). 3/O filled up form OS-0801-PC (Actually done,
attached) and same faxed to the company (Actually no action taken). Collision check list S-
0901-CC filled up (Actually done, attached). By 1005 C/O and his team reached forward at
the site of collision and started to assess the damages. Bosun and his team started to remove
all wooden sheets, canvas, 4 by 4 wooden bars on deck to prepare for a collision mat. One
seaman carried a gnat line forward with him (All actually done). All items laid out on deck by
1017 hrs. At about 1010 Deck cadet sent for soundings (Actually no action taken only
verbally ordered).

Fore Peak store bilge alarm.


Fore Peak store dewatering system.
Emergency Fire Pump.
Deck Compressor.
Fwd Fog Horn.
Navigational Lights.
NUC Lights.

Master’s Remarks:

The above drill was carried out differently from the past drills in order to make the exercise
effective. The above report details the sequence of events actually done. The ones which were

not done are mentioned in bold. This effort of carrying out the drill in a new manner was
adopted after discussion with all the senior officers on board and the designated person ashore
to close the observation made by the external office auditor and at the same time make the
drills more effective and practical.

Master’s Review:

Due no definite duty the crew was initially found to be disoriented. The drill was carried out
during day light situation. The problems, difficulties and the additional operations that would
have been required to perform for a night situation were discussed in details. Some useful tips
were received form the crew as well. All items taken out of the fwd store, life boats, etc were
squared up and drill called off by 1200 hrs. All timings noted by 3/O as received reports on the
walkie talkie.
