2. INTRODUCTION
As we know that road safety situation in India is worsening. Accidents, fatalities and casualties
have been increasing dramatically over last 20 years - about 5 percent growth rate over last two
decades - partly due to exponential growth of vehicles. The death rate per vehicle is 10 to 20 times
higher in India as compared to high-income countries like Sweden, Norway, Japan, Australia, UK
and USA. It is much higher even when compared to many low-income countries like Brazil,
Mexico and Malaysia.
In 2018, 4,67,044 nos. of total road accidents recorded in India . The total no. of fatalities in
2018 were recorded as 1,51,417 as per the of Ministry of Road Transport & Highways. Pedestrians,
bicyclists and motorized two-wheeler riders are the Vulnerable Road Users (VRU), which
constitute 60-80 percent of all traffic fatalities in India.This seems logical as this class of road users
forms the majority of those on roads.In addition, they sustain relatively more serious injuries even
at low velocity crashes, unlike car occupants who are protected by impact absorbing metallic body
of the vehicles.
A Road Safety Audit (RSA) is a formal procedure for assessing safety performance
examination of an existing or future road or intersection by an independent audit team.
Road safety audits can be used in any phase of project development from planning and
preliminary engineering, design and construction. RSAs can also be used on any sized project from
minor rural roads to inter-state National Highways. RSAs can be viewed as a proactive low-cost
approach to improve safety. This project report is prepared as a construction stageaudit report as per
IRC: SP: 88:2019. It qualitatively estimates and reports on potential road safety issues and
identifies opportunities for improvements in safety for all road users.RSAs represent an additional
tool within the suite of tools that currently make up a multidisciplinary safety management system
aimed at improving safety.
3. PROJECT DETAILS:
The project road starts at Design Chainage 26.00 of NH-23 near Palma and terminates at
Design Chainage 89.17 near Gumla. The total proposed length of the project section is 63.17
km. The entire project stretch lies geographically within the district of Gumla,in the State of
Jharkhand.
For Construction and Maintenance, the project highway was awarded to M/s Palma –
Gumla Highways Pvt Ltd Concessionaire on HAM basis.

4. OBJECTIVES
Objective of the RSA is to assess project for potential accident elimination / reduction on the
basis of road user knowledge, attributes and skills, day/night, wet/dry road conditions.
The main object of road safety is to identify any existing safety deficiencies of design, layout and
road furniture, which are not consistent with the road's function and use.
Evaluate all roadway and roadside features, design elements and local conditions (glare,
night visibility, adjacent land uses, etc.) that would increase the likelihood and severity of a
crash.
Review first-hand the interaction of the various design elements with each other and the
surrounding road network.
Observe how road users are interacting with the road facility.
Determine if the needs of all road users have been adequately and safely met.
Explore emerging operational trends or safety issues at that location.
Road safety audit identify potential safety problems for road users and others affected by a road
project and ensure that measures to eliminate or reduce the problems and considered in full.

3. Road Furniture:
It will include inspection of each type of road furniture that should be mounted on section like
pavement markings, road signs, signals, crash barriers, roadside hazards, lighting scheme, bus bays
and other amenities for vulnerable road users.
7.3. Safety Audit During Construction Stage
It will carried out during construction stage. It examines the safety of the traffic management plans
for each phase of construction, and it also inspects the provisions for road safety at the road work

site during the construction period. Typical issues examined include the provisions for pedestrian
safety, advanced warning zones, adequate transition zone lengths, worker safety, effective numbers
of reflective signs, safe delineation, credible speed limits, temporary crash barriers, lighting, and
diversions.
Further, following audits will be also carried out:
1) Review of Traffic Management Plan & Implementation
2) Construction Stage Road Safety Audit (Site Visit & Reporting)
3) GAP Reports (Gaps between design and its implementation during construction)
4) Pre-opening Stage Road Safety Audit (Site Visit and Reporting)
