TO : ALL DILG REGIONAL DIRECTORS AND BARMM MINISTER

OF THE INTERIOR AND LOCAL GOVERNMENT
SUBJECT : SHEAR LINE AFFECTING EXTREME NORTHERN LUZON,

INTERTROPICAL CONVERGENCE ZONE AFFECTING
SOUTHERN MINDANAO, AND THE LOW-PRESSURE AREA
OUTSIDE PAR

According to DOST-PAGASA, at around 03:00 PM today, the Low-Pressure Area

(LPA) was estimated based on all available data at 1,210 km East of Visayas
(10.7°N, 136.8°E). It is expected to enter the PAR early tonight. The LPA is less
likely to develop into a tropical depression. Meanwhile, the Shear Line is affecting
extreme Northern Luzon while the Intertropical Convergence Zone (ITCZ) is
affecting Southern Mindanao.
In the next 24 hours, cloudy skies with scattered rain showers and thunderstorms are
expected over Cagayan Valley, Apayao, and Ilocos Norte caused by the Shear
Line while the same weather condition is expected in areas of SOCCSKSARGEN,
Basilan, Sulu, and Tawi-Tawi due to the ITCZ. Under these conditions, moderate
to at times heavy rains may cause flash floods and/or landslides in areas
highly susceptible to these kinds of hazards.
The DENR-Mines and Geosciences Bureau (MGB) has identified more than 1,700
barangays that have high to very high susceptibility to floods and rain-induced
landslides within the next 72 hours, (ANNEX A: “MGB Brgy List 03 April 2022,
2AM”) based on the DOST-PAGASA Rainfall Data WRF-150mm threshold in 72 hrs
as of 04/03/2022, 2 AM.
Based on these recent developments, you are directed to closely coordinate with
your respective RDRRMCs and advise all LGUs, especially those in areas that
recently experienced extended or prolonged rain events and/or floodings,
within your respective areas of responsibility to:
1. Continue to monitor all PAGASA weather advisories and typhoon bulletins via
http://bagong.pagasa.dost.gov.ph, and the Met-Hydro Decision Support
InfoSys https://v2-cloud.meteopilipinas.gov.ph/, as well as the ASTI
“Matino, Mahusay at Maaasahan”

2. Close monitoring of PAGASA Regional Services Divisions issuance of
local thunderstorms/rainfall advisories and heavy rainfall warnings,
while the Hydrometeorology Division and River Basin Flood forecasting and
warning centers may issue general flood advisories and basin flood bulletins
as appropriate;
3. Convene their respective Local DRRMCs and conduct Pre-Disaster Risk
Assessment (PDRA) meetings, if deemed necessary;
4. Establish and strictly implement the critical preparedness actions based on
Operation L!STO Protocols, and DILG MC 2020-125 - L!STO SA
TAG-ULAN AT COVID-19: Preparedness Measures of LGUs for the Rainy
Season CY 2020, and prioritize the prepositioning of supplies and equipment
for response;
5. Vigilant monitoring of areas showing signs of landslides: tension
cracks, seepages, terracettes, tilting of trees, etc.;
6. Monitor moderate slopes with thick soil overburden and areas underlain
by old landslide deposits;
7. Conduct pre-emptive evacuation, if deemed necessary, and avoid areas
affected by repeated flooding, meandering with riverbank erosion,
floodplain with shifting and braiding streams, coastal areas affected by storm
surge, flash flood areas, river deltas with many distributary channels, etc.;
8. Vigilant monitoring in quarry and mining areas. Clear waterways (canals,
drainages, etc.), ensure that dams are stable, freeboard of tailings dams can
accommodate projected rainfall amount;
9. Utilize HazardHunterPH to generate indicative hazard assessment reports on
the user's specified location via https://hazardhunter.georisk.gov.ph; and
10. Cause the fastest and widest dissemination of this Advisory.
All concerned Regional Directors and the BARMM Minister of the Interior and Local
Government are directed to cause the widest dissemination of this Advisory within
their respective areas of responsibility.
