1987 CONSTITUTION
The President is the Head of State and
Head of Government
Commander-in-chief of the Armed Forces
of the Philippines
President exercises control over all the

executive departments, bureaus, and offices.

His elected by direct vote by the people for a

term of six years. He may only serve for one

term, and is ineligible for reelection. The term

of the President of the Philippines starts at

noon of the 30th day of June after the

election.

*The President and all the officials that work for him in

an agencies is very large, they cannot supervise every

initiative and all the actions of the staff.

*Rely on key staff to ensure that the people who work in

executive office support his agenda and not do

anything that will embarass his administration.

The Challenge is not simply to develop endless new

ideas, but to define and manage the agenda in order

to ensure some policy victories

BUREAUCRACY
-term used for any complicated, cumbersome process characterized
by paperwork, unresponsiveness and slow results.

a particular kind of organization and to

WHAT DO GOVERNMENT AGENCIES DO?
Government agencies provide services that
are uneconomical for the private sector to
provide directly
any goods that carry with it major free
rider problem is a public good.

Free rider - someone who sonsumes a good provided for


everyone but does not pay for it.

Public goods - Goods that once provided for one user are
provided for everyone. indivisible and non-exclusive
when voluntary action is insufficient, government
provides this goods to avoid the free rider
problem and ultimately to compel all beneficiaries
to bear fair share of the cost
Bureaucracy and the problem
of Accountability

Majority of Civil Servants are not politically appointed


They serve in their position based on their skills and


expertise

Bureaucracy do not make the policy so therefore there is


no accountability

They carry only the will of the democratically


accountable branches of the Government or the
Legislatures will.

Bureaucratic
Discretion
The ability of agencies in the Government to make
decision without the explicit direction or consent
of any other branch of Government

Discretion is the ability of the agencies to


make decisions about how they will
administer policies and programs with little
input or interference from Congress or other
institutions
IS THE BUREAUCRATIC GOVERNMENT
ACCOUNTABLE?

answer is yes but


not a straight one.
Due to competition,
agencies check and
balance each other, thus
gaining accountability to
Congressional sub-
committee and those in
charge with their
oversight.
