Re Corona Virus Disease or CoViD 2019 and the State of JRMSU’s HEALTH AND SAFETY

In the light of the most recent issuance on the State of the Public Health Emergency by
President Rodrigo Duterte Jose Rizal Memorial State University, THUS, ISSUES
CORRESPONDINGLY ITS STAND AND BE IT KNOWN TO ALL THAT, WE:
1. Stand by all issuances ensuring safety and well being against CoViD 2019 pandemic
from international, national, and local government units, even down to the barangay
level; the Department of Health and all the other health and safety enforcing entities
and organizations;
2. Observe social distancing; handshakes, hugs, touching and beso-beso (cheek to
cheek) are discouraged;
3. Refrain from gathering into small group and large group convergence, holding of
events are momentarily postponed or cancelled;
4. Ban travels including educational tours and field trips outside Zamboanga del Norte;
5. Impose mandatory 14-day quarantine for persons coming from abroad, Manila and
other places with DECLARED cases of CoVid 19;
6. In the case of faculty advised for self-quarantine, s/he shall secure a certification
from the Department of Health and health centers after s/he submits for voluntary
health assessment - the 14 day quarantine shall be considered official time invoking
CSC Memorandum Circular No. 05, S. 2020;
7. Impose a 4-day work week, Monday to Thursday, time in at 7:00 a.m. to 12:00
noon/1:00 p.m. to 5:00pm, with Friday as free day beginning March 16 until lifted
based on Civil Service guidelines; classes on Friday, Saturday and Sunday shall
implement the toolkit learning; suspend conduct of extension programs; and for
NSTP to exercise discretion in the field deployment of students for the current
semester and allow the conduct of school-based service activities as an alternative
as stipulated in CHEd Advisory No. 03;
8. Momentarily suspend flag raising and retreat ceremonies on Mondays and Fridays
respectively; Friday fitness program is also temporarily suspended;
9. Paralyze biometrics while the epidemic is on; establish a log book by office and
employees should sign in using their own ballpens;
10. Recommend wearing of face masks to those with signs of cough and colds and fever,
and those with difficulty of breathing shall get rested and relaxed in isolation rooms
or at home;

8. WITHIN JRMSU PREMISES
OFFICE TRANSACTIONS:
Clients is required to wear face mask and have proper hand sanitation before making
any office transactions.
Physical distancing must be strictly observed. One-meter-apart distance must be strictly
observed.
One transaction at a time must be strictly observed.
To minimize close contacts, transactions may be done at the office windows.
INTER-OFFICE COMMUNICATION:
To reduce physical contact among employees, offices is hereby advised to gradually
adapt paperless communication limiting to only those which require original signatures
of office heads.
Every Office Head are advised to create a Skype account for inter-office
communications.
Every now and then ZOOM Meeting software and application shall be used for virtual
meetings.
CLASSROOM UTILIZATION
Students is encouraged to wear face masks inside the classrooms.
Professors and Students are encouraged to have their own hand sanitizers or alcohol
and must sanitize their hands before entering the classroom.
Physical distancing must be strictly observed inside the classroom. A two-meter physical
distance must be observed.
Students must only report to class on his/her designated schedule. Loitering along
corridors, pathways and the likes is strictly prohibited after classes.
Disinfection after every class are encouraged.
Students who show signs and symptoms such as cough, fever, and colds must not attend
his/her class and must inform their professor about it.

The COVID-19 pandemic has greatly affected every sector of our society including Higher
Education Institutions (HEIs) like JRMSU. With the continuous spread of the pandemic,
we are left with no choice but to stay at home, leaving our daily grind behind. As we
prepares to resume our normal grind, we grapple for answers as to whether or not, we
can still live the lives we left behind. What we certainly know about now is that we have
to change our behaviours and live with the new norms.
THE “NEW NORMAL” FOR ILLUSTRADOS
COMMUTERS
Teachers is encouraged to adhere to the three components of the government’s
protocols on the resumption of operation of Public Utility Vehicles on areas declared
under the more relaxed General Community Quarantine (GCQ) – safety, capacity, and
coverage.
Passengers are encouraged to have their own hand sanitizers or alcohol.
Passengers are encouraged to always wear face masks.
Passengers are encouraged to sit one seat apart from each other. For tricycles or motor
cabs there should only be up two passengers per ride.
Passengers are encouraged to pay through “contact-less” or “no touch” method such as
but not limited to wearing of hand gloves.
BOARDING HOUSES
Students and/or employees are encouraged to maintain physical distancing while in
their boarding houses.
Students and/or employees are encouraged to wear face masks outside and/or even
inside their boarding houses.
Students and/or employees are encouraged to go outside their boarding houses only
when necessary i.e. leaving for school/work, buying necessities such as foods and
medicines, and emergency matters.
Students and/or employees are encouraged to disinfect frequently touched surfaces in
their boarding houses such as door knobs, tables, chairs, and the like.
Students and/or employees are encouraged to avoid convergence.
Students and/or employees are encouraged to purchase foods from food centers
through “contact-less” methods only such as takeout and/or delivery services.
When at a restaurant or food center, students and/or employees are encouraged to
maintain physical distancing and wearing of masks.
Students and/or employees should make sure that food center utensils are properly
disinfected. For example, make sure that spoons and forks are doused with hot water.
PURCHASING OF SUPPLIES
Students and/or employees are encouraged to buy only the necessary supplies.
Students and/or employees are encouraged to maintain physical distancing and wearing
of masks while in public places.
Students and/or employees are encouraged to follow the protocols and guidelines set
by the establishments i.e. supermarkets, grocery stores, or public markets. For example,
washing of hands and checking of body temperature before entering an establishment.
WITHIN JRMSU PREMISES
Students and/or employees are required to wear face mask
Students and/or employees must maintain physical distancing while entering the
university premises.
Students and/or employees must sanitize their hands upon entering the university
premises.
Students and/or employees must undergo the thermal scanning procedure upon
entering the university premises.

Students who were stranded in their boarding houses during the initial stage of the GCQ
declaration (EO No. 20-24, Office of the Provincial Governor, March 15, 2020) in
Zamboanga del Norte were transported by JRMSU vehicle to their respective
hometowns. 13 employees were conducted by official JRMSU vehicles to and from work
station during skeleton work schedule.

Eternal Inflation Theory
Eternal Inflation are a hypothetical inflationary universe model, which is itself an
outgrowth or extension of the big bang theory. According to eternal inflation, the
inflationary phase of the universe expansion last forever throughout most of the
universe. Eternal inflation is an extension of Big Bang Theory which results in the
existence of a multi-verse but there is no hard evidence that is does, or must exist. It
simply state that once inflation happens it produces not just one, but an infinite number
of universe.
EVIDENCES
Incomprehensible as it sound, inflation possess that the universe initially expanded for
faster than a second.

In compliance on CHEDs commitments and agency responsibilities under the Magna
Carta of Women (RA 9710) and per Memorandum Circular No. 2011-01, the mandates
on creation and strengthening and institutionalization of Gender and Development
(GAD) FoCal Point System, you are hereby directed to composed the JRMSU-Tampilisan
Campus, FoCal Point System and its functions:
You are further dericted to perform the following duties and functions as follows:
1. Facilitate the implementation of the gender mainstreaming efforts of the agency
through the GAD planning and budgeting process;
2. Formulate agency GAD Plans, Programs and Budget in response to the gender gaps
issues faced by their clients and constituencies, women and employees, following
the conduct of gender audit, gender analysis and or review of sex disaggregated
data;
3. Assist in the capacity development and provide technical assistance to the agency,
and as needed, to officers in the other offices or units.
4. Coordinate with the various units of the agency and ensure their meaningful
participation in GAD strategies and annual planning exercises;
5. Lead the conduct of advocacy activities and the development of IEC materials to
ensure critical support of agency officials, staff and relevant stakeholders to the
activities of the GAD Focal Point System and GAD mainstreaming activities;
6. Monitor the implementation of GAD-related programs, activities and projections in
their respective offices and suggest corrective measures to improve implementation
of GAD PAPs and GFPS activities;
7. Prepare and consolidate agency GAD accomplishment reports;
8. Provide regular updates and recommendations to the head of agency on the
activities and reports of the various units of the agency.
9. Does other GAD related works.
This memorandum order shall take effect immediately and rescinds all other issued
memoranda that are deemed inconsistent herewith.

Subject: HOLDING OF THE 3RD HIGHER EDUCATION SUMMIT ON GENDER ISSUES AT THE
U.P. ALUMNI FROM NOVEMBER 27-28, 2014 WITH THE THEME “REVISITING
COMPLIANCES OF PHILIPPINE HIGHER EDUCATION INSTITUTIONS WITH THE CEDAW &
THE BEIJING PLATFORM FOR ACTION”
In pursuit of the goals and objectives set forth in the Beijing Platform for Action,
cognizant of the provisions of the Convention on the Elimination of all forms of
Discrimination Against Women (CEDAW), and pursuant to CHED’s authority under RA
7722 exercising its significant obligation as a Responsible Agency under RA 9710 or the
Magna Carta of Women, in partnership with the Philippine Commission on Women and
the Civil Service Commission, CHED shall conduct the “3rd Higher Education Summit on
Gender Issues” at the above stated date and venue.
It will be recalled that during the 1st Higher Education Summit on Gender Issues in
October 2011 at the same venue, a significant output was the Higher Education Gender
and Development Accord of 2011 with a Declaration of Commitment and Partnership
duly signed by the Co-Convenors CHED, PCW and CSC, and participant Presidents of
SUCs and Private HEIs in the attendance. The Accord reprised all pertinent provisions of
the Magna Carta of Women relevant to the Higher Education bureaucracy, outlining its
duties, responsibilities and key focal areas where the objectives, goals and thrusts of the
two international treaty documents on women empowerment and elimination of
gender discrimination are embodied.
In view of the urgent need to mainstream and institutionalize GAD in HEIs, CHED has
convened technical experts and professionals in the field of Women Studies and Gender
& Development to formulate the pertinent and relevant Policy Guidelines on Gender
and Development in Higher Education clientele and stakeholders of CHED will be
consulted on the draft CHED Memorandum Order, and who are expected to provide
relevant, valuable and constructive inputs thereon, before the same is approved by the
Commission en banc for publication and effectivity.
In compliance with CEB Resolution No. 607-2014 the GAD Focal Committee Chair, co-
Chair, members and secretariat as well as the Regional Directors and Regional GAD
Focal Persons are hereby required to undertake the plan of action formulated by the
Chair, GAD Focal Committee, the program of activities and procurement of services and
materials required to ensure the successful conduct of the significant CHED activity.
