“It is the policy of the State to promote a high standard of ethics in public service.
Public officials and employees shall at all times be accountable to the people and
shall discharge their duties with utmost responsibility, integrity, competence and
loyalty, act with patriotism and justice, lead modest lives, and uphold public
interest over personal interest.”
Vico Sotto, as a man of action, urgently take part and lead the initiative
to minimize the risks of the spread of virus by converting Pasig Hotel to be a
14-day quarantine facility, thus off-loading hospitals. He sees that Local
Government Units (LGU) have the easiest access to their communities, so
utilization of the said hotels would be necessary measures to contain the ill effects
of the coronavirus contagion. He implemented an Anti-Panic Buying & Hoarding
Ordinance to put a stop to hoarding and allow people to have enough during this
tough time. He also made sure that all government employees will receive full
payment in spite of not being able to work. The Mayor also launched free
transportation to all front-liners and has ordered food packs and vitamins for the
community quarantine. He also bought drones to disinfect the city — and that’s
thinking outside the box right there. The Mayor also initiated for sanitation tents to
be set up in public office entrances. These are only some of his measures, but are
truly making an impact, how amazing right?
Despite the challenges of his work, Jorta did not stop at educating the
students within the four walls of the classroom. Alarmed by the growing problem
of absenteeism among students, he probed into this and learned that hunger played
a crucial role. To resolve this, he encouraged the people to establish a regular
feeding program which they call “Balugo Pagkaon Sakto.” Gaining the support of
both non-governmental organizations and the local government unit, the program
ultimately brought the community together, with people taking turns in cooking the
dishes for the students and selling vegetables for extra income. Jorta is proud to
witness the power of bayanihan that has manifested through the program.
Last but definitely not the least, the late Jesse Robredo, who died in a plane
crash in 2012, but his legacy as a public official continues to live on.
Robredo was known for his “tsinelas leadership” when he served as Naga
City mayor, and even when he joined the Cabinet of President Benigno Aquino III
as chief of the Department of the Interior and Government (DILG). As DILG
secretary, Robredo advocated transparency in local governments. The Full
Disclosure Policy requires local governments to disclose 12 important financial
documents to the public to ensure transparency and accountability in how public
funds are spent. In November 2012, the DILG formally launched the FDP Portal,
allowing better and easier access for citizens online.
The late Secretary Jesse Robredo, the embodiment of the ideal values of a
man and a public servant, may have left a country in dire need of his kind of
leadership, but his spirit lives on in every individual he encountered and
institutions he built or recreated. The best tribute that can be given Secretary
Robredo is to continue his legacy of dedicated, committed, humble and selfless
public service, and to clamor and genuinely work for good governance. His brand
of leadership has to be spread further along with the good news of Secretary
Robredo that good governance is indeed possible, and that every Filipino should
demand for it for national transformation to take place.
They are indeed the proof that selfless leadership still exist. Being part of a
government agency, let us not forget the wise word of John Quincy Adams "If
your actions inspire others to dream more, learn more, do more and become more,
you are a leader."
