LESSON 9: TOURISM AND HOSPITALITY ORGANIZATIONS

LEARNING OBJECTIVES:

At the end of the lesson, students must be able to:

• Discuss the international organizations in tourism and hospitality


industry.
• Familiarize with the regional and country’s organizations.
• Discuss roles of different organizations.

INTRODUCTION:

Tourism Organizations

Since tourism and hospitality is a diverse industry made up of many different


segments, there is a need to interrelate and share information. This has led to
the establishment of several public and private organizations at the
international, national, regional, state and local levels.

INTERNATIONAL ORGANIZATIONS

a. UNWTO
➢ The UNWTO is the chief international organization in the field of travel and
tourism. It is an intergovernmental technical body which deals with all
aspects of tourism.
➢ It began its legal existence on January 2, 1975. It was born of the
International Union of Official Travel Organization (IUOTO), a
nongovernmental techbical body up at The Hague, Netherlands in 1925 to
promote tourism for the economic, social, cultural advancement of all
nations.
➢ The primary aim of the UNWTO is to promote and develop tourism; and
contribute to the economic development, internationasl understanding,
peace, prosperity, and respect for human rights; fundamental freedoms
for all without distinction as to race, sex, language or religion.
➢ In order to establish its central role in the field of tourism, the UNWTO
establishes ans maintains effective collaboration with the United Nations
and its specialized agencies. It participates in the activities of the United
Nations Development Program.

To accomplish these, the UNWTO:


1. Monitors and indentifies trends in world tourism.
2. Studies travel demands, marketing trends, tourism motivation, and
alternative approaches to marketing.
3. Surveys the environmental effects of travel growth and makes
recommendations for the protection of natural and cultural resources.
4. Provides services for developing and organizing tourism for countries.
5. Serves a a clearing house for tourist information.
6. Informs memebrs about tourism and hospitality development.
7. Conducts vocational training programs
8. Works for the elimination or education of governmentaL measures for
international travel and the standardization of requirements.
9. Assists and develops technical cooperation projects.
10. Works to standardize equipment, terms, phraseology and signsa as
an aid to easier travel and understanding for foreign visitors.

b. ICAO (International Civil Aviation Organization)


➢ This is an organization of around 134 governments established for
the purpose of promoting civil aviation on a worldwide scale.
➢ It was established at the Chicago conference of 194.

c. (IATA) International Air Transport Association


➢ The IATA wa established in 1945 in Havana.
➢ It was composed of airline operators attached to the national
delegations of the ICAO conference in Chicago.
➢ Their objectives are to promote safe, regular and economical air
transport, fast air commerce and study problems connected with
the industry.
➢ It is involved in standardizing tickets, prices, weight bills, baggage
checks, and other documents. This helps travel uniform around the
world.

d. (WTTC) World Travel and Tourism Council


➢ Is the only global forum whose members are the top decision makers
in the travel and tourism industry.
➢ It is the only body representing the private sector in all parts of the
industry worldwide.
➢ It drives on three strategic priorities which it has identified as
hindering the successful development of travel and tourism now and
in the future-freedom to travel;policies for growth;and tourism for
tomorrow.

REGIONAL ORGANIZATIONS

Some countries and regions feel that it is important to bond together to


strengthen their respective tourism programs. These regional organizations have
become excellent sources of information.

a. Organization for the Economic Cooperstion and Development (OECD)


➢ It was set up in a convention signed in Paris on December 14, 1960.
➢ It provides that the OECD shall promote policies designed to
achieved hihest sustainable economic growth and emplyment and a
rising standard living in member countries, while maintaining
financial stability and contributing to the development of the world
economy.
b. Caribbean Tourism Association (CTA)
➢ The Caribbean Tourism Association was founded in 1951 to encourage
and assist in the development of tourism throughout the Caribbean
area.
c. Asia-Pacific Economic Cooperation (APEC)
➢ The purpose of APEC is to establish coordination of national economies
for the benefit of countries in the Asia-Pacific region as a whole.
➢ The specific goals are to sustain the growth and development of capital
and technology in keeping with the principles of the General Agreement
on Tariffs and Trade (GATT), and to develop and strengthen the open
multilateral trading system in the interest of Asia-Pacific and all other
economies.
d. Organization of American States (OAS)
➢ The main objective of the Organization of American States is to
strengthen relations between American states by providing advisory
services and training programs in many fields including tourism.
➢ Like OECD, tourism is an important component although its principal
motive is to promote economic growth. Thus, OAS conducts a number
of travel studies and tourism development programs.
Roles of National Organization in Tourism

The government plays an important role in formulating policies to guide tourism


development and promotion in line with other national economic and social
objectives. The WTO Manila Declaration provides the basic foundations and
guidelines that help the governments in defining their tourism role. Government
can play a decisive role in the following areas.

● Planning- attracts foreign investment and funds infrastructure


development.
● Employment and Training- determines manpower needs, develops tourism
training programs
● Coordinating Public and Private Sectors - determines roles in mixed
economics.

National Tourism Office (NTO)

➢ Countries that are visited by tourists have an official organization that


regulates and encourages tourist activities. Its importance varies from one
country to another.
➢ In some countries, tourism organizations are at the full ministry or cabinet
level while in others, it may be on sub-cabinet level or a council or
information post. In some countries, the tourist office is not officially a part
of the regular government structure.

The Department of Tourism in the Philippines

The department of tourism (DOT) is the primary government agency charged with
the responsibility to encourage, promote and develop tourism as a major
socioeconomic activity to generate foreign currency and employment, to spread
the benefits of tourism to a wider segment of the population and to assure the
safe, convenient, enjoyable stay and travel of foreign and local tourism in the
country.

The 15 regional offices of DOT are responsible for domestic tourism promotion,
tourism marketing accreditation, tourism assistance , public relations and
coordination with local government units and tourism stockholder in the
region, the regional offices are also tasked to undertake planning and product
development in support of the government’s policy of decentralized under the
local government code. The DOT regional offices are also actively involved in
the formulation of regional tourism master plans (RTMP) that will serve as the
framework in the development of travel and tourism in the Philippines.

There are five attached agencies that help the DOT in the performance
of its function. These are the following.

A. Tourism Infrastructure and enterprise Zone Authority (TIEZA)

B. Tourism Promotions Board (TPB)

C. Intramuros Administration (IA)

D. National Parks Development Committee (NPDC)

E. Nayong Pilipino Foundation (NPF)

Tourism Infrastructure and enterprise Zone Authority

TIEZA, formerly known as PTA or Philippines Tourism Authority is a corporate


body tasked to designate, regulate and supervise the tourism Enterprises Zones
(TEZs) as well as developed, manage and supervise tourism infrastructure
projects in the country with the primary objective of encouraging investment in
the TEZs. TEZ is an area specifically defined or organized as a tourism area. Zone
or spot under the timely collection of travel taxes, 50% of which shall accrue to
it while 40% goes to the commission on courses and the remaining 10% share is
for the national commission for culture and the arts.

Tourism Promotion Board (TPB)

The tourism promotion Board (TPB) Formerly Philippines convention and


visitors corporation (PCVC) is a corporate body created under R.A No 9593,
which shall have an authorized capital of 250 million pesos fully subscribed by
the national government. It functions to formulate and implement an integrated
domestic and international promotions and marketing program for the DOT. The
TPB shall be responsible for marketing and promoting the Philippines
domestically and internationally as a major global tourism destination,
highlighting uniqueness and assisting the development of its tourism products
and services with then end in view of increasing tourist arrivals and tourism
investment.
Intramuros Administration (IA)

The Intramuros Administration was established in 1979 by virtue of


Presidential Decree (PD) No. 1616 signed by President Ferdinand Marcos on April
10, 1979. It is vested with the following powers and functions by virtue of P.D
No. 1616 as amended by P.D No. 1748.

1. Formulate, coordinate and execute policies on the implementation of all


programs, and activities of the government relating Intramuros.
2. Enter into contacts with any private person or entity or any government
agency, either domestic or foreign, for the effective discharge of its
functions and responsibilities.
3. Acquire through sale, expropriation, or other means and hold real and
personal property as it may deem necessary or convenient in the
successful prosecution of its work; lease, mortgage, see or dispose of such
personal and real property.
4. Receive, take and hold by request, donation, gift, purchase or lease form
foreign or domestic sources any asset, grant or property, real or personal,
subject to such limitations as are provided in existing laws and
regulations.
5. Initiate, plan, undertake and supervise the restoration, upkeep and
maintenance of the Intramuros Walls including the ravelins, moat, Sunken
Garden and public places, plazas, streets, and other government property
situated within Intramuros;
6. Prepare, adopt, revise and enforce such rules and regulations,
implementing guidelines and standards necessary for the effective
regulation of the land use and development activities in Intramuros;
7. Expropriate property within bounds of Intramuros;
8. Sponsor, conduct or support festivals and cultural activities in
Intramuros, change and collect admission fees to the restored gates and
other attractions operated by the Administration;
9. Give grants, contributions and donations for the restoration, repair and
maintenance of historic structures outside of Intramuros and
10. Collect reasonable amounts to be charged as filing fees, inspection
fees, permit fees, service fees necessary for the effective enforcement of its
laws and regulatory measures.

National Parks Development Committee (NPDC)

The National Parks Development Committee is a government agency that


is tasked to oversee National parks in the Philippines. It was established
primarily for the purpose of developing and maintaining national parks,
specifically the Rizal Park or Luneta, Paco Park, the Pook ni Maria Makiling and
Burnham Park. The NPDC was established on January 14, 1963 by Executive
Order 30 for the development of Quezon Memorial Circle, Luneta and other
National Parks. In 1964, the committee was then designated as the “National
Parks Development Committee.” It was attached to the Department of Tourism
in 1987, providing fully developed and well-maintained parks for the Filipinos
wholesome recreation and socio-cultural education which will contribute
towards the enrichment of the national identity heritage. The NPDC functions to
undertake development of new parks, upgrade and maintain park facilities,
develop and operate cultural and educational programs and lastly to facilitate
private sector participation in appropriate aspects of parks development and
maintenance.

Nayong Pilipino Foundation (NDF)

Nayong Pilipino or the “Philippines Village” was conceived by former first


Lady Imelda R. Marcos and her committees of Filipino planners and architects
to propagate Filipino traditions and to promote domestic tourism. The site of the
original Nayong Pilipino was located in MIA Road, Pasay City, adjacent to the
airport complex.

The purpose and objectives of the Nayong Pilipino are as follows:

1. To promote, encourage, espouse and/or initiate research and development


projects on social sciences and humanities and related fields;
2. To formulate a comprehensive social welfare program to uplift, improve,
and ameliorate the social and economic conditions of the unfortunate
destitute members of our society with then end in view of availing
maximum utilization of their potentialities in the solution of the country’s
problems;
3. To encourage and facilitate the active participation of domestic and foreign
sectors in furnishing financial, technical and other forms of assistance for
the Foundation’s social welfare programs;
4. To promote and encourage the dissemination of the results of its
researches and studies in social sciences and humanities and to
encourage their practical application to problems of the masses;
5. To establish, set up and/or maintain scholarships or professional in order
to foster, promote and encourage the study and improvement of
fundamental or pure research, applied research, developmental work
and/or economic evaluation in the fields of social sciences of humanities;
6. To establish parks and recreation centers for the promotion of tourism in
this country; and
7. To construct, improve, enlarge or equip or to cause the building,
improvement, enlarging, or equipping of buildings, libraries, laboratories,
workshops, or other educational accessories required for scientific
research; and to establish, maintain or aid others to establish or maintain
institutions doing research of all kinds in the fields of social sciences and
humanities.

Duty Free Philippines Corporation (DFPC)

According to Republic Act No. 9593 and IRR “Tourism Act of 2009”

The DFPC shall be a body corporate to operate the duty- and tax- free
merchandising system in the Philippines to augment the service facilities for
tourists and to generate foreign exchange and revenue for the government, as
established by the Department under Executive Order No. 46 The program shall
likewise showcase competitive and outstanding Filipino-made products.

PROFESSIONAL TOURISM AND HOSPITALITY ORGANIZATION

Several professional tourism organizations have been established to bridge


the gap between government and industry. By working together, they promote a
very favorable tourism climate. Some of these organizations are described below:

The United States Travel Data Center (USTDC)

The USTDC is an independent, nonprofit research and educational


organization which aims to improve the quality and range of statistical data
describing travel and tourism. It is financed by grants and membership fees.

Travel Industry Association of America (TIA)

The Travel Industry Association of America (TIA) is a Washington DC based


nonprofit association that represents and speaks for the common interests and
concerns of all components for the U.S travel industry. TIA was established in
1941 to increase public awareness for the economic importance of travel and
promote domestic and international travel.

Travel and Tourism Research Association (TTRA)

The TTRA is concerned with travel research, specifically in the improving


quality and effectiveness of research in the travel industry. Through a series of
conferences, reports and a journal, the association aims to maintain current
communications in travel research developments and methodology occurring in
the field. It is concerned with the teaching of tourism and has established
communication procedures to support education.

The Society of Travel and Tourism Educators (SOTTE)

The International Society of Travel and Travel Educators is an


international organization of industry professionals in travel, tourism and
related fields representing all levels of educational institutions, ranging from
professional schools and high schools to four-year colleges and graduate degree
granting institutions.

American Society of Travel Agents (ASTA)

The American Society of Travel Agents (ASTA) is the leading and largest
professional association of the travel trade in the travel and tourism industry.

Universal Federation of Travel Agents Associations (UFTAA)

Universal Federation of Travel Agents Associations is an association of


travel agents and tour operators. It is one of the largest organizations in the field
of travel and tourism industry. In 1919 the International Federation of Travel
Agencies (IFTAA) was established in Brussels.

World Association for Professional Training in Tourism (WAPTT)

WAPTT is concerned with vocational training which acts as a platform for


meetings, exchanges, concertation between the 3 categories that can shape the
future of hospitality and tourism education and training, namely international
organizations, industry and academia.

Association of Travel Marketing Executives (ATME)

The Association of Travel Marketing Executives (ATME) established in


1980, is a nonprofit and a professional association of senior level executives with
vital responsibilities in the marketing of travel and tourism worldwide. ATME’s
members represent airlines, hotels, resorts, cruise lines, car rental companies,
advertising and public relations firms, travel marketing professionals, research
groups, and tourist offices of domestic and foreign destinations.
TOURISM AND HOSPITALITY ORGANIZATIONS IN THE PHILIPPINES

a. Philippine Travel Agencies Association (PTAA)


➢ The Philippine Travel Agencies Association (PTAA) is an organization born
out of a union of the national association of outbound travel agencies and
inbound tour operators in 1979.
➢ It was founded to foster unity in the travel industry and to promote the
welfare of its members and the traveling public. PTAA is a strong force that
plays a vital role both in the national and international scenes.

The PTAA is the Philippine representative to:

1. ASEAN Tourism Association (ASEANTA)


2. Federation of ASEAN Travel Association (FATA)
3. Universal Federation of ASEAN Travel Association (UFTAA)

Locally, it represents the travel/tour agency sector in:

1. Tourism Council of the Philippines (TCP)


2. Air Safety Foundation (ASF)
3. Philippine Chamber of Commerce and Industry (PCCI)
4. Hotel and Tourism Institute of the Philippines (HTIP)
5. Tourism Industry Board Federation, Inc. (TIBFI)

b. The Hotel and Restaurant Association of the Philippines (HRAP)


➢ A non-stock, nonprofit organization, the Hotel and Restaurant Association
of the Philippines (HRAP) is the umbrella organization that speaks for the
hospitality industry.
➢ Created in 1951, HRAP membership includes luxury, deluxe, and
standard hotels, leading restaurants and food groups, schools and
universities offering hotels and restaurant management courses, as well
as allied industry partners. These are represented by hotel managers,
restaurant owners, university deans and CEOs.
c. Council of Hotel and Restaurants Educators of the Philippines
(COHREP)
➢ The Council of Hotel and Restaurants Educators of the Philippines was
established in 1989 by a group of hotel and restaurant administrator’s
faculty members with Dr. Ignacio Pablo elected as founding President.

d. The Association of Administration in Hospitality, Hotel and


Restaurant Management Educational Institutions Incorporated
(AAHRMEI)
➢ AAHRMEI supports CHED, TESDA, DOT and other agencies to
complement other organizations in order to pursue quality and excellence
in the hospitality education through the International Practicum Training
Program.
➢ It has extended its effort by establishing linkages abroad to gain
recognition for the hospitality and tourism education in the Philippines.

e. Philippine Association of Conventions/Exhibitions,


Organization and Suppliers, Inc. (PACEOS)
➢ Established in 1981, PACEOS is a nonprofit association composed of
professional event/exhibition/convention organizers and their partners in
business-venue owners, booth contractors, freight forwarders, and hotels
as well as institutions offering allied services, such as travel and tour
agencies, airlines, printing, and other agencies.

f. The Women in Travel, Philippines Chapter


➢ The Women in Travel, Philippines Chapter originated in 1980. It is an
affiliate member of the International Federation of Women in Travel
Organization (IFTWO) which has a worldwide membership of 5,000
Members of the Women in Travel are considered to be the top female
executives of airlines, hotels, travel agencies, tour operators and other
companies involved in the travel business.

g. Network of Independent Travel Agencies (NAITAS)


➢ The National Association of Independent Travel Agencies-Philippines, Inc.
or NAITAS is the biggest and the largest association in the Philippines with
more than 1,000 members and 17 chapters scattered nationwide.
➢ NAITAS members are all strong marketing agents and produce 65% of
outbound air tickets and 70% of domestic air tickets being issued from all
over the country. It also features top inbound players specializing in
different markets.

h. Movement of Incentive Travel Executives (MITE)


➢ The Movement of Incentive Travel Executives Philippines, Inc. (MITE
Philippines).
➢ Formerly The Movement of Incentive Travel Executives (MITE), was born
as an immediate consequence by the PCVC sponsored “Go for I.T” seminar
held in Manila on 29-30 August 1991 in cooperation with the New York
based Society of Incentive Travel Executives (SITE).

i. Tourism Educators and Movers Philippines, Inc. (TEAM


PHILIPPINES)
➢ The Tourism Educators and Movers Philippines (Team Philippines) was
organized by leaders of the private sector and academe and supported by
the Department of Tourism on Oct. 29, 2008 upon the initiative of Consul
General Robert Lim Joseph.
➢ The formation of Team Philippines was a natural offshoot of Mr. Joseph’s
genuine advocacy to advance the growth of and protect the industry. His
advocacy started when he was president of the Network of Independent
Travel Agencies in 2000.

j. The Philippine Tour Operators Association (PHILTOA)


➢ The Philippine Tour Operators Association (PHILTOA), Inc. is an
organization of tour and allied members actively involved in the advocacy
of responsible tourism.
➢ Founded on 12 June 1986, non-stock and nonprofit organizations. The
membership includes travel agencies, hotels, resorts, transportation
companies, handicraft stores, and other tourism-oriented establishments
and association.

Department of Tourism (DOT)

➢ The Department of Tourism (DOT) shall be the primary government agency


charged with the responsibility to encourage, promote, and develop
tourism as a major socio-economic activity to generate foreign currency
and employment and to spread the benefits of tourism to both the private
and public sector.
➢ Starting as an initiative, in the 1950s, the Philippine Tourist & Travel
Association was organized. The Board of Travel & Tourist was created by
law in 1956. By 1973, the Department of Tourism (DOT), Philippine
government.
➢ Under the Executive Order no. 120 and 120-A, DOT and PCB were
reorganized structurally and functionally. PCB was renamed Philippine
Convention & Visitors Corporation (PCVC).
