1. Purpose

The intent of this document is to describe the requirements for instrumentation furnished
by a Major Equipment Package Supplier for the Energía Costa Azul (ECA) Phase I LNG
Project. This document establishes general guidelines for the design and supply of
hardware and documentation expected by the buyer and owner to achieve project
objectives.

2. General

Scope

The Project Specification covers the minimum requirements for design,


materials, manufacture, testing, inspection, and shipping of instruments for
packaged equipment for a natural gas liquefaction plant.

The specific requirements for each item shall be as stated in the Material
Requisition and associated Data Sheets.

In case of conflict between this specification and Material Requisition or


Purchase Order, order of precedence in ECA-00-PMT-DEB-0001 (Basis of
Design) shall apply.

Compliance with this specification does not relieve the Vendor of the
responsibility for furnishing instruments and equipment of proper design and
construction and fully suitable for all specified operating conditions.

All comments, exceptions, and clarifications to this specification shall be


specifically addressed in the Vendor’s proposal by reference to the
applicable paragraph.

Concept

Instrumentation shall be provided as specified per the P&IDs, data sheets,


and this project specification. Process values shall be measured directly
where possible, (or by indirect or computed methods where not possible), or
by inference where direct measurement is not feasible for the purpose of
control.

Process values not required for control, but considered necessary for the
purpose of plant operation, plant-wide energy or material balance, or
hazards analysis shall be indicated or recorded in the main control room.

Local indication, except for use in specific manual balancing or adjusting


functions, shall be considered only for the purpose of confirmation the
process unit or instrument is operating. Direct operated indicators shall be
considered to be a means of emergency or "last resort" operation, and shall
be provided only where required.

Reference Documents

Any other codes, standards, or practices in addition to, or instead of, those
listed in this specification which are required for a project will be listed in the
requisition or purchase order.

The applicable issue date is the latest issue date prior to the approval date
of this Specification.

Applicable norms and regulations indicated in Project’s list of norms and


regulations document ECA-00-PMT-LST-0002.

3. Definitions

OWNER Party which initiates the project and ultimately pays for its
design and construction. The OWNER will generally specify
the technical requirements, and may also include an agent or
consultant, authorized to act on behalf of the OWNER.

Engineering, Party which carries out all or part of the design, engineering,
Procurement, and procurement, installation, and commissioning or management

Accuracy The maximum positive and negative deviation of a value from


the correct or ideal value (e.g. the deviation of an indicated
value displayed by an instrument from the actual process
value).

Basic Process Control A system which responds to input signals from the process
System (BPCS) and its associated equipment, other programmable systems,
and/or from an operator, and generates output signals
causing the process and its associated equipment to operate
in the desired manner and within normal production limits.

Distributed Control A system which divides process control functions into specific
System (DCS) areas interconnected by communications (normally data
highways), to form a single entity. The system is
characterized by digital controllers and typically by central
operation interfaces. Distributed control systems consist of
functionally integrated subsystems which may be physically
separated and remotely located from one another. Distributed
control systems generally have at least one shared function
within the system. The shared function may be the controller,
the communication link, or the display device.

Human-Machine Operator window into the control system. Typically consists of


Interface (HMI) a computer-type monitor with graphical and text-based
screens and function keys (for outdoor use), and/or keyboard
and pointing device.

Instrumentation Process measurement, monitoring, controlling, and


interlocking devices and equipment

Instrument System A collection of instrumentation specifically designed and


configured to perform a unique function, i.e., distributed
control, safety instrumented systems, process stream
analysis, etc.

Interlock A system which, in response to a predetermined condition,


initiates a predefined action. Typically comprised of binary
(on/off) signals and logic used for process control,
sequencing, or protective interruption of normal process
control functions. Protective interlocks are typically further
defined as being either safety related or commercial (asset or
production protection) related.

Local Control Panel Control Panel or operator station consisting of PLC,


(LCP) pushbuttons, switches, and indicating lights, which resides in
physical proximity to the main machinery in the field.

Local Control Room Control room which resides in close physical proximity to the
main machinery train in the field, which could house control
cabinets for BPCS, SIS,FGS, other devices and instruments,

Main Control Room Control room which resides inside the Main Control Building

Safety Integrity Level One of three possible discrete integrity levels (SIL 1, SIL 2,
(SIL) and SIL 3) of Safety Instrumented Systems. SIL is defined in
terms of Probability of Failure on Demand (PFD). (Reference
IEC 61508 and 61511)

Safety Instrumented A system composed of sensors, logic solvers, and final


System (SIS) control elements for the purpose of taking the process to a
safe state when predetermined conditions are violated.

normally be granted

SmartPlant Instrumentation database software which allows users to

4. General Design Requirements

Instrumentation for packaged equipment shall meet the requirements of the project
Instrument Specification ECA-00-PCS-SPE-0003. Packaged Equipment that handle
natural gas/ liquefied shall be in compliance with NFPA 59A Chapters 6, 9 and 10
as applicable.

Instrument Index and Data Sheets

The Package Equipment Vendor shall provide an instrument list, listing each
component by tag number, type, range or size, service, process line or
equipment number, I/O type (as applicable), and manufacturer’s name and
model number. The format and exact content of the instrument list shall be
developed by the EPC contractor.

The EPC contractor shall provide a project Instrument Index of all tagged
instruments per the Instrument Specification ECA-00-PCS-SPE-0003. The
Instrument Index shall be developed in Smart Plant Instrumentation (SPI).

The Package Equipment Vendor shall provide instrument data sheets in


Smart Plant Instrumentation format, by using SPI ISF files and an external
editing tool. The EPC contractor shall provide the SPI data sheet formats

and original SPI ISF files to the Package Equipment Vendor to be completed
and returned to the EPC contractor.

The EPC contractor shall import the vendor completed instrument data sheet
ISF files provided by the Package Equipment Vendor into the overall project
SPI instrument database for inclusion in the Instrument Index and other
project deliverables.

Controls and Interface with BPCS

The Vendor shall provide isolated contacts for repeating specified alarms via
hardwired signals (e.g., common alarms, main equipment status, common
shutdown, low pressure or loss of positive pressure in enclosure, if
applicable) to the Basic Process Control System (BPCS). The actual number
of signals will differ from one package to another. The EPC contractor will
mark up Vendor’s schematic diagrams to indicate which alarms are shall be
repeated in the BPCS.

Programmable Logic Controllers (PLCs) supplied with control panels for


execution of equipment protection and/or control logic shall be in accordance
with project specification ECA-00-PCS-PHI-0002, PLC Package System
Rotating Machinery Philosophy. The PLC shall be furnished with redundant
Ethernet IP links over single mode fiber optic cables to communicate of alarm
and equipment status information to the BPCS. Fiber optic cables,
connectors, FO receivers/ transmitter interphase should be compatible with
the requirements specified in ECA-00-PCS-SPE-0031.

All hardware required to operate the Vendor's package (e.g., pressure


regulators, gauges, flow meters, instrumentation, control valves, etc.) shall
be supplied by the Vendor.

Skid-mounted or package equipment instrumentation shall be installed in


locations which are accessible from grade or permanent platform for
maintenance and visibility of local displays, without the use of temporary
ladders or scaffolds.

Instruments for lube oil consoles, gas seal modules, and equipment shall be
gauge-board mounted. Design and locations shall be provided based on
package requirements and accessibility.

Packaged equipment controls shall be capable of accepting inputs from the


plant’s BPCS and SIS.

Packaged controls shall meet the project design requirements in terms of


separation of control and shutdown functions, pre-alarms, shutdown bypass
testing, and removal for maintenance in a manner that will maintain: safe
operation of the process, annunciation, and communications interfaces.

The package controls shall be interfaced with the BPCS. The package
equipment control system shall use HART protocol as the preferred platform
to interface its field devices with the plant’s Asset Management System
(AMS).

If a packaged equipment control system is independent and supplied by the


equipment vendor, the equipment process control system shall provide
inputs/outputs compatible with the BPCS as required. It will be necessary to
provide process control commands such as remote set points.

Acceptable means of control from the BPCS are:

 Hard-wired signals on an individual function basis

 Other industrial accepted communication protocols (Ethernet or


Modbus) TCP/IP that is compatible with the BPCS

Alarms and monitoring indications to the BPCS shall be transmitted through


soft connections via the system network. Stop / start commands, valve
commands, and all other controls from the BPCS shall be transferred to
packaged equipment via hardwired signals.

The package controls shall follow project SIS requirements for their
shutdown functions.

Fail-Safe Requirements

Instruments shall be designed to fail safe on air and/or power failure.

The Package Equipment Vendor shall recommend and the EPC


contractor shall approve the fail-safe actions of all instruments,

actuated valves, and related components.

Fail safe designs shall be reviewed and verified during HAZOP.

HAZOP fail safe findings shall be implemented.

All instruments, actuated valves, and related components supplied


by the Package Equipment Vendor shall meet the required SIL
rating as determined from the project’s Safety Requirement
Specification.

Materials of Construction

The materials of wetted parts of instruments and connecting pipe, valves, tubing,
and fittings shall be in accordance with the project piping or equipment materials
specification. The materials shall be selected for long-term corrosion resistance to
fluids being handled. As a minimum, the wetted part material shall be 316SS.
The piping and components for instruments installation/ connection shall follow the
provision stated in NFPA 59A Chapter 9 as applicable

Tagging

Instrument nameplate labeling and instrument tagging shall be in


accordance with project Field Instrument Specification ECA-00-PCS-SPE-
0003 paragraphs 3.7 and 18.

Instrument Tubing and Fittings

Instrument tubing and fittings shall be per paragraph 3.19.1 of the project
Field Instrument Specification ECA-00-PCS-SPE-0003.

Electrical Area Classification, Design, and Enclosures

Electrical or electronic instrument devices and their enclosures shall conform


to the requirements of the electrical area classification. Electrical protection
for all package instruments shall be explosion proof as per FM/UL

Instrument housings installed in indoor and/or outdoor areas shall be NEMA


4X, 316 stainless steel.

Control panel enclosures installed in indoor areas shall be NEMA 12, painted
carbon steel.

Control panel enclosures installed in outdoor areas shall be NEMA 4X, 316
stainless steel.

Battery limits for package units shall be defined as follows:

Package vendor shall provide all required cables, cable trays and junction
boxes within the package. Wiring between package instruments to package
JB shall be in vendor scope. All wiring shall be provided according to the
project specification.

Interconnecting wiring from package JB/Local Control Panel to ICSS


(located in control room) will be in EPC Contractor’s scope.

The end panels shall be furnished with a minimum ¼-inch x 1-inch copper
ground bus complete with solderless connector for one No. 4 AWG bare
stranded copper cable. Bus bar sizes shall be confirmed by EPC contractor
in detail design.

Panel grounding shall be by means of a stranded copper conductor, in


accordance with Electrical Installation Specification ECA-00-ELE-SPE-
0002.

Terminal boxes for incoming and outgoing signal leads shall be located at
the bottom of the panel.

Each instrument, electronic transducer, controller, or analyzer requiring 120


VAC power shall be provided with an individual disconnect switch suitable
for the equipment’s required area classification.

Disconnect switches shall be provided with metal tags indicating the


associated instrument tag numbers.

4.9.7 120VAC UPS redundant feeder (as required) will be provided to the
package UCP/LCP. Further distribution to field instruments including
24VDC redundant power supplies shall be by the package vendor.

5. Electrical Specifications for Instruments and Control Panels

Electrical specifications for package equipment instruments and control panels shall
be provided in accordance with Instrument Specification ECA-00-PCS-SPE-0003
paragraph 3.22.

6. Control Valves

Control valves and actuators shall be sized, selected, and provided per Instrument
Specification ECA-00-PCS-SPE-0003.

Smart valve positioners shall be provided for all control valves

Flanged valves shall conform to the requirements of the applicable piping material
specification, with the following exceptions:

Valves 4” and smaller shall be provided with minimum ANSI 150 flanges,
according to the applicable piping specification.

Globe style, sliding stem valves of any size shall be provided with minimum
ANSI 150 flanges, according to the applicable piping specification.

Live loaded, fugitive emission controlling packing systems shall be provided for all
sliding stem control valves in flammable or toxic material services.

7. Pressure Relieving Devices

Relieving devices shall be provided in accordance with project Pressure Relief Valve
and Rupture Disc Specification ECA-00-PCS-SPE-0018.

8. Required Calculations

The Vendor shall provide the following calculations in accordance with project Instrument
Specification ECA-00-PCS-SPE-0003:

1. Thermowell wake frequency

2. Flowmeter sizing

3. Control valve Cv and noise and Actuator sizing

4. Relief valve orifice sizing

5. Level device calibration

9. Drawings and Documentation

The Vendor shall provide installation detail drawings for all instruments.

The drawings shall include the following:

Instrument process piping and/or tubing

Instrument air piping and/or tubing

Instrument electrical wiring

Wiring, logic, and schematic diagrams shall be provided as required for process
monitoring and control, shutdown, interlock, and safety systems.

Control narratives (written, functional descriptions of the intended operations) shall


be provided for process monitoring and control systems. Cause and Effect matrices
shall be provided for shutdown, interlock, and safety systems.

Loop drawings shall be provided for each complete instrument loop.

Drawings shall show all terminations, numbered terminals, and cable


identifications.

Each loop drawing shall show and identify all items interconnected in an
instrument signal circuit, including power supply terminals.

Instrument datasheets shall be provided for all instrument and control devices.

The datasheets shall be in Smart Plant Instrumentation (SPI) format using


SPI ISF files.

The initial instrument datasheet ISF files shall be provided to the Vendor by
the EPC Contractor for completion using an external SPI datasheet editor
and subsequent return to the EPC Contractor.

The EPC contractor shall import the vendor completed instrument


datasheets into the project SPI database.

The Vendor shall provide schematic diagrams and/or assembly drawings on which
instrument components are identified by a symbol and a tag number.

The EPC Contractor shall make provisions to assign a block of instrument


tag numbers for Vendor use.

The Vendor shall follow the numbering and tagging convention as described on
P&ID Legend Sheet to identify and tag components.

The Vendor shall provide draft installation and operating manual(s) (IOMs) for

instrumentation and controls within his scope of supply, at least eight (8) weeks
before scheduled shipment.

Engineering data shall be provided in accordance with project Instrument


Specification ECA-00-PCS-SPE-0003 paragraph 19, and supplier data
requirements from the project requisition.

10. Inspection, Testing, and Quality Assurance

Inspection of control systems (BPCS, control panels, multiplexers, SIS, and PLCs)
shall be performed in accordance with project Inspection Philosophy ECA-00-MEC-
PHI-0001, Integrated Control System ICSS Specification ECA-00-PCS-SPE-0001,
and the ITP included with the project requisition.

Test notification shall be provided to EPC Contractor ten (10) business days in
advance of the testing for witnessing the test.

Instrumentation welding requirements shall be per project specifications Welding


Requirements for Cryogenic Service ECA-00-DET-SPE-0003 and Welding and
Heat Treatment Requirements for Equipment and Piping ECA-00-DET-SPE-0005.

Positive material identification (PMI) requirements shall be per project specification


Requirements for Positive Materials Identification and Ferrite Testing ECA-00-QTY-
SPE-0001.

BPCS/SIS acceptance testing shall be performed in accordance with the Integrated


Control System ICSS Specification ECA-00-PCS-SPE-0001, and the ITP included
with the project requisition.

Package equipment PLC control panel acceptance testing shall be conducted as


defined in PLC Package Systems Rotating Machinery Philosophy ECA-00-PCS-
PHI-0002, and the ITP included with the project requisition.

11. Shipping and Handling

Shipping, handling, and preservation shall be in accordance with Field Instrument


Specification ECA-00-PCS-SPE-0003 paragraph 20.

Shipping crates and boxes shall include three-axis impact monitors.

Shipping items shall be export boxed, and sufficient for twelve-month storage.

12. Accessories and Special Tools

A complete set of accessories, including any special tools, shall be provided for operating,
maintaining and testing the equipment, in accordance with project Field Instrument
Specification ECA-00-PCS-SPE-0003 paragraph 21.
