1. Purpose
The intent of this document is to describe the requirements for instrumentation furnished
by a Major Equipment Package Supplier for the Energía Costa Azul (ECA) Phase I LNG
Project. This document establishes general guidelines for the design and supply of
hardware and documentation expected by the buyer and owner to achieve project
objectives.
2. General
Scope
The specific requirements for each item shall be as stated in the Material
Requisition and associated Data Sheets.
Compliance with this specification does not relieve the Vendor of the
responsibility for furnishing instruments and equipment of proper design and
construction and fully suitable for all specified operating conditions.
Concept
Process values not required for control, but considered necessary for the
purpose of plant operation, plant-wide energy or material balance, or
hazards analysis shall be indicated or recorded in the main control room.

Reference Documents
Any other codes, standards, or practices in addition to, or instead of, those
listed in this specification which are required for a project will be listed in the
requisition or purchase order.
The applicable issue date is the latest issue date prior to the approval date

3. Definitions
OWNER Party which initiates the project and ultimately pays for its
design and construction. The OWNER will generally specify
the technical requirements, and may also include an agent or
consultant, authorized to act on behalf of the OWNER.
Engineering, Party which carries out all or part of the design, engineering,
Procurement, and procurement, installation, and commissioning or management
Construction (EPC) of a project or operation of a facility. The OWNER may

Basic Process Control A system which responds to input signals from the process
System (BPCS) and its associated equipment, other programmable systems,
and/or from an operator, and generates output signals
causing the process and its associated equipment to operate
in the desired manner and within normal production limits.
Distributed Control A system which divides process control functions into specific
System (DCS) areas interconnected by communications (normally data
highways), to form a single entity. The system is
characterized by digital controllers and typically by central
operation interfaces. Distributed control systems consist of
functionally integrated subsystems which may be physically
separated and remotely located from one another. Distributed
control systems generally have at least one shared function
within the system. The shared function may be the controller,
the communication link, or the display device.

Local Control Room Control room which resides in close physical proximity to the
main machinery train in the field, which could house control
cabinets for BPCS, SIS,FGS, other devices and instruments,
etc.
Main Control Room Control room which resides inside the Main Control Building
(MCR) and houses the BPCS operator consoles and other equipment.
Programmable Logic Industrial digital computer which has been ruggedized and
Controller (PLC) adapted for the control of processes or machines, with high
reliability and ease of programming and fault diagnostics.

Safety Integrity Level One of three possible discrete integrity levels (SIL 1, SIL 2,
(SIL) and SIL 3) of Safety Instrumented Systems. SIL is defined in
terms of Probability of Failure on Demand (PFD). (Reference
IEC 61508 and 61511)
System Controls cabinet together with all the equipment and auxiliary
devices/components, control software program, and hardware
as described.
Instrumentation for packaged equipment shall meet the requirements of the project
Instrument Specification ECA-00-PCS-SPE-0003. Packaged Equipment that handle
natural gas/ liquefied shall be in compliance with NFPA 59A Chapters 6, 9 and 10
as applicable.
The Package Equipment Vendor shall provide an instrument list, listing each
component by tag number, type, range or size, service, process line or
equipment number, I/O type (as applicable), and manufacturer’s name and
model number. The format and exact content of the instrument list shall be
developed by the EPC contractor.
The EPC contractor shall provide a project Instrument Index of all tagged
instruments per the Instrument Specification ECA-00-PCS-SPE-0003. The
Instrument Index shall be developed in Smart Plant Instrumentation (SPI).

and original SPI ISF files to the Package Equipment Vendor to be completed
and returned to the EPC contractor.
The EPC contractor shall import the vendor completed instrument data sheet
ISF files provided by the Package Equipment Vendor into the overall project
SPI instrument database for inclusion in the Instrument Index and other
project deliverables.
The Vendor shall provide isolated contacts for repeating specified alarms via
hardwired signals (e.g., common alarms, main equipment status, common
shutdown, low pressure or loss of positive pressure in enclosure, if
applicable) to the Basic Process Control System (BPCS). The actual number
of signals will differ from one package to another. The EPC contractor will
mark up Vendor’s schematic diagrams to indicate which alarms are shall be
repeated in the BPCS.
Instruments for lube oil consoles, gas seal modules, and equipment shall be
gauge-board mounted. Design and locations shall be provided based on
package requirements and accessibility.

The package controls shall be interfaced with the BPCS. The package
equipment control system shall use HART protocol as the preferred platform
to interface its field devices with the plant’s Asset Management System
(AMS).
The package controls shall follow project SIS requirements for their
shutdown functions.

Materials of Construction
The materials of wetted parts of instruments and connecting pipe, valves, tubing,
and fittings shall be in accordance with the project piping or equipment materials
specification. The materials shall be selected for long-term corrosion resistance to
fluids being handled. As a minimum, the wetted part material shall be 316SS.
The piping and components for instruments installation/ connection shall follow the
provision stated in NFPA 59A Chapter 9 as applicable
Tagging
Instrument tubing and fittings shall be per paragraph 3.19.1 of the project
Field Instrument Specification ECA-00-PCS-SPE-0003.
Control panel enclosures installed in indoor areas shall be NEMA 12, painted
carbon steel.

Control panel enclosures installed in outdoor areas shall be NEMA 4X, 316
stainless steel.
Package vendor shall provide all required cables, cable trays and junction
boxes within the package. Wiring between package instruments to package
JB shall be in vendor scope. All wiring shall be provided according to the
project specification.
The end panels shall be furnished with a minimum ¼-inch x 1-inch copper
ground bus complete with solderless connector for one No. 4 AWG bare
stranded copper cable. Bus bar sizes shall be confirmed by EPC contractor
in detail design.
Terminal boxes for incoming and outgoing signal leads shall be located at
the bottom of the panel.
4.9.7 120VAC UPS redundant feeder (as required) will be provided to the
package UCP/LCP. Further distribution to field instruments including
24VDC redundant power supplies shall be by the package vendor.
Electrical specifications for package equipment instruments and control panels shall
be provided in accordance with Instrument Specification ECA-00-PCS-SPE-0003
paragraph 3.22.

6. Control Valves
Control valves and actuators shall be sized, selected, and provided per Instrument
Specification ECA-00-PCS-SPE-0003.
Flanged valves shall conform to the requirements of the applicable piping material
specification, with the following exceptions:
Valves 4” and smaller shall be provided with minimum ANSI 150 flanges,
according to the applicable piping specification.
Globe style, sliding stem valves of any size shall be provided with minimum
ANSI 150 flanges, according to the applicable piping specification.
Live loaded, fugitive emission controlling packing systems shall be provided for all
sliding stem control valves in flammable or toxic material services.
Relieving devices shall be provided in accordance with project Pressure Relief Valve
and Rupture Disc Specification ECA-00-PCS-SPE-0018.
8. Required Calculations
The Vendor shall provide the following calculations in accordance with project Instrument
Specification ECA-00-PCS-SPE-0003:

Wiring, logic, and schematic diagrams shall be provided as required for process
monitoring and control, shutdown, interlock, and safety systems.
Each loop drawing shall show and identify all items interconnected in an
instrument signal circuit, including power supply terminals.
Instrument datasheets shall be provided for all instrument and control devices.
The initial instrument datasheet ISF files shall be provided to the Vendor by
the EPC Contractor for completion using an external SPI datasheet editor
and subsequent return to the EPC Contractor.
The Vendor shall provide schematic diagrams and/or assembly drawings on which
instrument components are identified by a symbol and a tag number.
The Vendor shall follow the numbering and tagging convention as described on
P&ID Legend Sheet to identify and tag components.
The Vendor shall provide draft installation and operating manual(s) (IOMs) for

instrumentation and controls within his scope of supply, at least eight (8) weeks
before scheduled shipment.
Inspection of control systems (BPCS, control panels, multiplexers, SIS, and PLCs)
shall be performed in accordance with project Inspection Philosophy ECA-00-MEC-
PHI-0001, Integrated Control System ICSS Specification ECA-00-PCS-SPE-0001,
and the ITP included with the project requisition.
Test notification shall be provided to EPC Contractor ten (10) business days in
advance of the testing for witnessing the test.
Shipping items shall be export boxed, and sufficient for twelve-month storage.

A complete set of accessories, including any special tools, shall be provided for operating,
maintaining and testing the equipment, in accordance with project Field Instrument
Specification ECA-00-PCS-SPE-0003 paragraph 21.
