Republic Act 10121: Philippine Disaster Risk Reduction and Management Act
of 2010

An act strengthening the Philippine disaster risk reduction and management


system, providing for the national disaster risk reduction and management
framework and institutionalizing the national disaster risk reduction and management
plan, appropriating funds therefor and for other purposes.

Under 21. Local Disaster Risk” Reduction and Management Fund


(LDRRMF). –The present Local Calamity Fund shall henceforth be known as the
Local Disaster Risk Reduction and Management Fund (LDRRMF). Not less than five
percent (5%) of the estimated revenue from regular sources shall be set aside as the
LDRRMF to support disaster risk management activities such as, but not limited to,
pre-disaster preparedness programs including training, purchasing life-saving rescue
equipment, supplies and medicines, for post-disaster activities, and for the payment
of premiums on calamity insurance.

Of the amount appropriated for LDRRMF, thirty percent (30%) shall be


allocated as Quick Response Fund (QRF) or stand-by fund for relief and recovery
programs in order that situation and living conditions of people In communities or
areas stricken by disasters, calamities, epidemics, or complex emergencies, may be
normalized as quickly as possible.

For the Municipality of Bula CY 2022, 5% of the LGUs annual budget


amounting Php 14,933,725.99 were approved as LDRRMF. 30% of which were
allocated for QRF and the remaining 70% for other DRRM programs, projects and
activities.

First Aid and Safety Measures During Disasters/Calamities

Programs and activities related to Disaster risk reduction are divided into 4 Thematic
areas.

The Four Thematic areas of Disaster Risk Reduction and Management

1. Disaster Prevention and Mitigation- this refers to risk management


programs, projects, activities and policies aimed at addressing current and
reducing future risk of communities.
 Risk assessment and vulnerability analysis and HVAC assessment and
mapping

 Reproduction of and distribution of IEC materials (posters); conduct of


forum on disaster preparedness/IEC on pandemic facing the new
normal
 Installation of warning signage to hazard prone areas
 Tree Planting Activity

2. Disaster Preparedness- this aims to strengthen capacities of governments,


communities, Civil society organizations and private sector to anticipate, cope
and recover from the adverse impacts of hazard s and potential cascading
disasters, and minimize losses and disruption of daily life.
 Capability Development of Council/task units and barangay response
teams/community based with barangay DRRM equipage ( BLS & 1 st
Aid Training)
 DRRM Youth Camp and other disaster related youth activities
 Community and School Based Simulation/Drills
 Provision of emergency kit (GO Bags) to identified households
 Stockpiling of basic emergency supplies, medicine and medical
equipment

3. Disaster Response- this area encompasses risk-based, timely and


anticipatory response action to address basic, life preservation and immediate
needs of affected communities, this also aims to minimize exacerbation of
emergency situation.
 Emergency Operation Center Activation
 *Conduct of Pre Disaster Risk Assessment
 Activation of Incident Management Team
 Management of the Dead and Missing
 Conduct and accomplishment of DANA in all areas affected by a
disaster within 6 hours after the impact of the disaster

4. Disaster Rehabilitation and recovery- refers to programs and projects that


address disaster losses. Rehabilitation and recovery programs must be
aligned to sustainable development and “build back better “principle.

Emerging Infectious Diseased

With the global treat of the pandemic brought about by Covid-19 the
MDRRMO spear headed the LGU Task Force against Covid-19 with different
Programs and activities anchored on the National Action Plan Against COVID-19
(NAP), the national strategic plan for Covid-19 pandemic response, and utilize the
PREVENT-DETECT-ISOLATE/QUARANTINE-TREAT-REINTEGRATE (PDITR)
strategy.

The Following Programs and activities related to Pandemic response were


currently being conducted and allocated with appropriate funds by the LGU.

 Provision of food for Suspect/Probable and Confirmed COVID19 patients


 Support to Contact Tracing Teams, Monitoring Teams and Psychosocial
Team
 Procurement of supplies and equipment needed in the Quarantine Facilities
and Isolation Units.
 Support to mobilization of Covid-19 vaccination team and other related
activities.
