The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international


cooperation enterprise for sustainable development with worldwide operations on behalf of
the German Government.

The project "Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs"
supports the Association of Southeast Asian Nations (ASEAN) member states in the
improvement of implementation capacities for reducing land-based waste leakage to protect
the seas. The project outcome includes four output areas. Based on the “ASEAN Framework
of Action on Marine Debris” the regional cooperation and knowledge management among the
ASEAN working groups will be enhanced. The second area of activity focuses on the
development of national measures for waste leakage reduction within the focal ASEAN
member states (Indonesia, Philippines, Viet Nam and Cambodia) as well as their transmission
to strategies on local level. The third area of activity focuses on involving the private sector to
develop approaches for waste leakage reduction along the value chain. Pilot projects along
the value chain from sustainable consumption to enhanced waste collection and recycling will
be implemented in a fourth area of activity in selected municipalities.

The Senior Waste Management Specialist will support and coordinate the project
implementation with technical knowledge and will be responsible for contributing towards the
achievement of the program’s contractual targets. Key focus of this position lies in working
with the national government, in particular the Ministry of Environment and Forestry, and
selected local municipalities in Indonesia.

GIZ seeks a qualified Indonesian candidate for one (1) position of:

Waste Management Advisor


A. Responsibilities

• Coordinate the national project activities in accordance with the project goals,
expected results and activities agreed with the partner, team agreements and
agreements with the superior,
• Liaising with partner organisations and other stakeholders in the country and the
region
• Coordinate the collection, documentation, and analysis of information with regards to
the project strategy and implementation,
• Coordinate the work processes at the national level and facilitate synergies between
the national and regional level work streams, and other relevant GIZ implemented
projects
• Coordinate the Day-to-day operational management of the project, i.e., liaising with
GIZ Office, counterparts, and other stakeholders,
• Overseeing the pilot projects in Indonesia, including coordinating and monitoring the
implementing organisations

B. Tasks

1. Coordination tasks
• Coordinating, supporting, and advising the implementation of the Indonesian
component of the regional ASEAN project Reduce, Reuse, Recycle to Protect the
Marine Environment and Coral Reefs (3RproMar), incl. the policy development and
public outreach campaigns in Indonesia and at regional level
• Overseeing and coordinating pilot project activities in selected municipalities
• Supervising the design, preparation, and organization of technical workshops as well
as high-level events (in-person and virtual) and other activities on waste prevention
and management as well as sustainable (plastics) value chains and the reduction of
waste leakage from land-based sources
• Coordinating the knowledge management as well as monitoring and evaluation of
project impacts on component level as well as contributions on a national and
regional level
• Coordinating the preparation of appropriate input, confirmation of data for various
project reports including annual reports and contributing to the other reports required
by GIZ Head Office

2. Advisory tasks
• Preparing of Terms of Reference (ToR) and other tender documents, selection and
management of national and international short-term expert as well as quality
assurance of the work results
• Advisory services in the field of waste management, circular economy, waste
prevention, policy development, and organizational development
• Consulting, coordinating, and implementing strategies and activities with the
government, private institutions, academic actors, as well as other relevant
Development Partners and NGO’s and related GIZ implemented projects

3. Networking and cooperation tasks


• Supporting and organizing the relationship with partner organizations on national and
municipal levels, i.e., the Ministry of Environment and Forestry, the involved
municipal administrations, private sector representatives in the framework of the
project as well as related to other GIZ implemented activities
• Ensuring communication and coordination with the subcontracted consulting firms as
well as the regional project team
• Representing the project and GIZ implemented activities on Circular Economy,
Waste Management, as well as Environment and Climate protection in meetings,
workshops, and conferences

4. Other related tasks


• Preparing of reports and presentation documents,
• Contributing to GIZ Indonesia internal coordination/knowledge management
structures, relevant working groups, team meetings, country planning, etc.,
• Performing other project related tasks as assigned by the Team Leader in Jakarta.

C. Required qualifications, competences and experience

Qualifications
• University degree (MA /MSc or higher) or comparable qualification from a certified
institution in environmental engineering, environmental management, circular economy
or any related environmental degree.

Professional experience
• At least 8 years of working experience, of which 5+ years expertise in the technical
field (Circular economy, waste management, policy development), and working with
the Ministry of Environment and Forestry
• at least 4 years professional experience including leadership experience in a
comparable position in the management of projects within a development context,
including managing teams and budget

Other knowledge, additional competences


• Good analytical skills as well as excellent organisational skills; efficiency, accuracy,
and high-quality delivery of all work-related output; results and performance orientation
• High work ethics, reliability and self-motivation, proactivity, and ability to handle
multiple simultaneous assignments with competing priorities under the condition of
tight time schedules and fixed deadlines, attention for details
• Intercultural competences, confident dealing with high-ranking (government)
representatives of the national and local partners
• Well-developed skills in people’s management as well as financial and organizational
skills
• Excellent interpersonal skills, ability to work in a team, social competence
• Very good working knowledge of IT and communication technologies and relevant
computer applications (e.g., MS Office)
• Readiness for travel within Indonesia and selected municipalities in Indonesia
• Fluency in Indonesian and English (written and spoken) is required; German language
knowledge is considered an advantage
