SEMINAR ON DEPED CHILD PROTECTION POLICY ,SAFEGUARDING POLICY FOR


CATARMAN NATIONAL HIGH SCHOOL STUDENTS FRAMEWORK
AND OTHER LEGAL CONCERNS

I. RATIONALE
Pursuant to the 1987 Constitution, the State shall defend the right of children
to assistance, including proper care and nutrition, and special protection from
all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial
to their development (Article XV, Section 3 [2]).

Towards this end, the Department of Education (DepEd), in collaboration with


its partners and stakeholders, shall ensure that all schools are conducive to the
education of children. The best interest of the child shall be the paramount
consideration in all decisions and actions involving children, whether
undertaken by public or private social welfare institutions.

Teachers and learning facilitators are the substitute parents, and are expected
to discharge their functions and duties with this in mind. In this connection, the
Child Protection Capacity Group empowers the school, its administrators and
teachers, or the individual, entity or institution engaged in child care to exercise
the special parental authority and responsibility over the child, while under
their supervision, instruction or custody by conducting a seminar with regards
to child protection policy mandated by the Department of Education and
safeguarding policy framework by the Catarman National High School for
Senior High Department anchored to the Department of Education Child
Protection Policy and disseminate also an updated public advisory released by
the Department of Justice in time of pandemic in protecting children.

The school as part of the Department of Education recognizes that cases of


abuse may arise and so we are encourage to have a dissemination of
information regarding with the child protection policy. The core group of Child
Protection Capacity aims to ensure students to such special protection from all
forms of abuse and exploitation and care as it is necessary for the child’s well-

being, taking into account the primary rights and duties of parents, legal
guardians, or other individuals who are legally responsible and exercise custody
over the child by providing awareness to all teachers in Catarman National
High School Senior High Department.
II. TRAINING OBJECTIVES
The aim of this training session is to raise awareness of child protection and
safeguarding students in our school specifically in Catarman National High School Senior
High Department.

By the end of this training session participants will be able to:


 Have an understanding of Child Protection Policy mandated by the Department of
Education and Safe Guarding Policy for Catarman National High School Senior High
Department and public advisory released by the Department of Justice in time of
pandemic.

 Be able to identify signs and symptoms of abuse.

 Know what to do if you have safeguarding or child protection concerns.

 Have an understanding of the roles and responsibilities of key people in our school in
relation to safe guarding and child protection.

III. STRATEGIES

In this training the proponent will conduct a dissemination of information to all senior
high school teachers by having an orientation on the child protection policy mandated by
the Department of Education and Safeguarding Policy of Catarman National High School
for Senior High Department and public advisory released by the Department of Justice.

There will be a lecture workshop thru the use of powerpoint presentation. The assigned
speaker will provide information to participants and discuss the assigned topic in
accordance to the Department of Education Child Protection Policy and Safeguarding
Policy of Catarman National High School for Senior High Department.

After the lecture workshop the participants are expected to have an understanding of
the Child Protection Policy and Safe Guarding Policy for Catarman National High School
for Senior High Department as it provides them understanding of the roles and
responsibilities of key people in our school in relation to safe guarding and child
protection, they will be able to identify signs and symptoms of abuse in students and
also help them to safeguard the students. Lastly, it will provide them the public advisory
released by the Department of Justice in time of pandemic.

IV. CURRICULUM/TOPICS
The following topics will be discuss to the participants in the School Learning Action Cell
to be held in one day.
 Policy and Guidelines on Protecting Children in School from Abuse, Violence,
Exploitation, Discrimination, Bullying and Other Forms of Abuse (DepEd Order
No. 40, s. 2012).
 Definition of Terms used in child protection policy.
 Signs and symptoms of abuse in students.
 Duties and Responsibilities of the Department of Education Organization
 Preventive measures to address child abuse exploitation, violence,
discrimination and bullying and other acts of abuse thru positive discipline
 Rules and procedure in handling child abuse exploitation violence and
discrimination cases.
 Safe Guarding Policy for Catarman National High School for Senior High
Department.
 Public advisory on the conduct of online classes using video conferencing
services by the Department of Justice

VI. EXPECTED PARTICIPANTS

The participants on training workshop on Child Protection Policy mandated by the


Department of Education and Safe Guarding Policy for Catarman National High School Senior
High Department and public advisory released by the Department of Justice in time of
pandemic are the following:
1 School Principal, 1 SH Coordinator, 5 Master Teachers, and 50 SHS Teachers.
