Subject Last Chance Death Row as Custody Level 3
Division of Prison Operations creates a progressive environment, so inmates are able to address
their behaviors, allowing for opportunities to progress to less restrictive housing environments.
housing staff would like to add to these opportunities for those inmates currently in the
Last Chance Death Row program (LCDR) as defined in FH26.
staff would like to pilot a program which would one day allow those
LCDR inmates to progress to general population and out of level two housing. As the
LTIM population has begun to be reduced; housing staff proposed the idea to their chain
of command which gave their support. The following will outline the basics of this program:
The following phases will implemented over a 360 day period for this program:
Phase 1
Officers enter open section while LCDR inmates are on recreation; they will only
recreate with each other.
(The process will be reviewed after 90 days by the chain of command)
Phase 2
Allow LCDR inmates access to open movement into the low side horse shoe, visiting
and start groups in the OMR room.
(The process will be reviewed after 90 days by the chain of command)
Phase 3
Prepare to transition the LCDR inmates out to General population by treating them as
level 3 inmates and allowing them to wear inmate whites.
(The process will be reviewed after 180 days by the chain of command)

is an open section housing twelve inmates total, six LCDR and six R&O
workers on tier recreation.
would remain intake for restrictive housing.

LCDR inmates will not have access to the LTIM inmates.
Recreation would take place in the section.
Showers can be utilized during recreation times
R&O workers will be given adequate time for recreation and showers as they will not be
out while the LCDR inmates are on recreation ; a rotating schedule will be
utilized so they get morning and evening recreation times.
LCDR inmates would be able to do a lifers group with Mental Health in the low side
OMR room.
The program will follow the LCDR policy with some modifications to allow for it to be
run as level 3.
The end goal would be to transition LCDR inmates out to general population after a
successful program and eliminate the LCDR program all together.
This program will not include inmates who have taken a life of another while
incarcerated at the DPO facilities.
If a Death Row inmate receives a death warrant he will be moved back to
await execution or a stay.
