SUMMARY, CONCLUSION AND RECOMMENDATIONS

5.1 Summary of Findings

This research work on “Assessment of social Service Delivery in Olorunda Local

Governments”, set out to examine the level of efficiency of Local Government in

delivery social services at local government level.

From the analysis of the data gathered, it was revealed that two (2) political

leadership structures were identified at local government level in Osun State between

2007 – 2014. There were elected and appointed political leaders.

In assessing the factors that influence Political Leadership structure on service

delivery in Local Governments in the State, the findings revealed in the listed variables

that about 81%of the respondents agreed that political leadership structures at local

government level embarks on social services based on the whims and caprices of the state

government. An aggregate of 74% of the respondents agreed to the assertion that both

elected and appointed political leaders are, in most cases, subjected to decisions that are

detrimental to local development drive which buttress the work of Sesan(2004) that

policies priorities of some of the state Governors do not take into consideration the

peculiar needs of Local Government under them. In the same vein, 90% respondents

agreed that the state-local fiscal relation seems to be unfavorable to political leaders at

local level. Furthermore, 94% of the respondents agreed that the control of state

government on local government elections is politically hazardous to the democratic

practice, this finding buttress the assertion of Abbas & Ahmad (2012) that even where

elections have been conducted, Governors may deliberately force the tenure of Local

Government Chairmen to lapse early, to pave way for the Governors to appoint loyalists

as caretaker committee chairmen to deliver their local government votes to the ruling

party. In addition, 62% of the respondents agreed and 38% of the respondents disagreed

that state government disenchants political leadership from accessing grants and loans

from international agencies. Lastly, 94% of the respondents acknowledged that

Corruption of political leaders has inevitably become a major clog in the provision of

adequate service at local level and this was in agreement with Ogbeidi (2012) that says

that it is evident that corruption has inevitably become a major clog in the quest for

sustainable growth and development.

The findings on the level of efficiency of political leadership in social services

delivery at Local Government Level in Osun state between (2007 - 2014) shows that

there was a slight difference between respondents who disagreed and those who agreed to

the assertion that more roads were constructed under appointed than elected local

councils, 50.4% disagreed and 49.6% agreed to the assertion. However, 72.3% of the

respondents disagreed to the assertions that appointed local councils embarked on rural

electrification than elected local councils. Also, 83% of the respondents alluded to the

assertion that more dispensaries were built under elected than appointed local councils.

Conversely, appointed political leaders were credited for the constructions of schools

more than the elected political leaders with 71% of the respondents acknowledged to that.

Also 68% of the respondents attested to the fact that there was constant

availability of drugs at primary health care centers in the state during the tenure of elected

local councils than the appointed local councils. Meanwhile, 59.6% of the respondents

rejected the assertion put forth that there is a significant relationship between CDAs and

appointed local councils than the elected local councils. Furthermore, 87% of the

respondents agreed that decision-making processes are more democratic under elected

than appointed local councils. It was asserted that appointed local councils have better

government/civil society relations than elected local councils with 71% of the

respondents disagreed to this statement. Finally, 80% of the respondents affirmed that

there was greater attention to community security under elected than appointed local

councils.

5.2 Conclusion

This study investigated Political Leadership in terms of Service Delivery at Local

Government level of Osun State. The research specifically investigated the success

stories as well as challenges of leadership on efficiency and adequacy of social service

delivery especially between elected and appointed councils at local government level in

Osun state. The study has been able to identify an ideal and acceptable political structure

that is responsive to the yearnings and aspirations of the people at the grassroots in terms

of service delivery. This study also established and reaffirmed the existence of

cankerworms and caterpillars such as lack of constitutional adherence by State

Government on Local Government, excess and dubious control of Local Government by

State Government, state-local fiscal relation and corruption among others which is

detrimental to provision of social service at local level. Despite these various factors that

militating against Political Leaders in service delivery, there is still certain level of

efficiency in discharging their expected functions such as construction and rehabilitation

of Roads, rural Electrification, Dispensaries and Maternities, Schools, availability of

Drugs at Health Centers and other social amenities such Security, Civil Society relation

and Community Development Project in a comparative manner between Elected and

Appointed Political Leaders.

The study concluded that elected political leaders performed better than the

appointed political leaders in social service delivery in Osun State Local Governments

from 2007 to 2014.

5.3 Recommendations

Considering the findings of this study, therefore the following recommendations

are offered for an effective and efficient political leadership in service delivery especially

between elected and appointed councils at local government level in Osun state.

It is obvious that political leadership at local government level embark on social

services based on the whims and caprices of the state government. This should be

addressed urgently. Since there is distinct statutory functions of each tiers of government,

Local Government should be allowed to embark on service delivery that is peculiar to

them and the responsibility of such service should be accrue to local

government without the interference of State Government.

There is urgent need for enforcing local Government autonomy by amending the

1999 constitution to give Local government its rightful place in enabling the political

leaders at local level to provide services that is needed by the people at local level and not

the wishes of state government.

The needs of the local populace should be paramount to political leaders at the

state and local level and local government should be allowed to be accountable to their

subjects.

Also, state-local fiscal relation seems to be unfavorable to political leaders

through the illegal deduction of local government funds in the name of joint account by

the state government. Just recently the state governor of Kaduna state Mallam El-Rufai

the Governor of Kaduna state abolished the joint account and also promise to release the

10% internally generated revenue of the state to the local governments in the state and

this would be of great benefits if other states of the federation can follow the suit.

The control of state government on local government election is very hazardous

and barbaric, the authoritarian character of most State Governors in the conduct of local

governments' affairs under their care deepens crisis of democracy and this has been a

major clog in local government administration in Nigeria. Since constitution guarantee

elected council, then let there be elected council and let the people choose their leader

freely through ballot box. Local councils should be run as institution of democracy by

democrats periodically, not as a garrison command that is being run by dictators in form

of state governors. In a democracy, leadership succession is expected to follow some

clear process of democracy. Leaders should normally emerge freely through party

congresses and general elections.

Lastly, mechanism to reduce corruption to minimal should be employ and

basically the wellbeing of the people should be paramount to the political leaders.

5.4 Suggestion for Further Studies

Taking a clue from limitations of this study, there is need for further research to

investigate the concurrent responsibilities of state and local government in the area of

social service delivery so as to be able to succinctly identify what roles are being

performed by local government, as different from that of the state government.
