Chapter Five Summary, Conclusion and Recommendations 5.1 Summary of Findings
From the analysis of the data gathered, it was revealed that two (2) political
leadership structures were identified at local government level in Osun State between
delivery in Local Governments in the State, the findings revealed in the listed variables
that about 81%of the respondents agreed that political leadership structures at local
government level embarks on social services based on the whims and caprices of the state
government. An aggregate of 74% of the respondents agreed to the assertion that both
elected and appointed political leaders are, in most cases, subjected to decisions that are
detrimental to local development drive which buttress the work of Sesan(2004) that
policies priorities of some of the state Governors do not take into consideration the
peculiar needs of Local Government under them. In the same vein, 90% respondents
agreed that the state-local fiscal relation seems to be unfavorable to political leaders at
local level. Furthermore, 94% of the respondents agreed that the control of state
practice, this finding buttress the assertion of Abbas & Ahmad (2012) that even where
elections have been conducted, Governors may deliberately force the tenure of Local

Government Chairmen to lapse early, to pave way for the Governors to appoint loyalists
as caretaker committee chairmen to deliver their local government votes to the ruling
party. In addition, 62% of the respondents agreed and 38% of the respondents disagreed
that state government disenchants political leadership from accessing grants and loans

adequate service at local level and this was in agreement with Ogbeidi (2012) that says
that it is evident that corruption has inevitably become a major clog in the quest for
delivery at Local Government Level in Osun state between (2007 - 2014) shows that
there was a slight difference between respondents who disagreed and those who agreed to
the assertion that more roads were constructed under appointed than elected local
councils, 50.4% disagreed and 49.6% agreed to the assertion. However, 72.3% of the
respondents disagreed to the assertions that appointed local councils embarked on rural
electrification than elected local councils. Also, 83% of the respondents alluded to the
assertion that more dispensaries were built under elected than appointed local councils.
Conversely, appointed political leaders were credited for the constructions of schools
more than the elected political leaders with 71% of the respondents acknowledged to that.
Also 68% of the respondents attested to the fact that there was constant
availability of drugs at primary health care centers in the state during the tenure of elected
local councils than the appointed local councils. Meanwhile, 59.6% of the respondents
rejected the assertion put forth that there is a significant relationship between CDAs and

appointed local councils than the elected local councils. Furthermore, 87% of the
respondents agreed that decision-making processes are more democratic under elected
than appointed local councils. It was asserted that appointed local councils have better
government/civil society relations than elected local councils with 71% of the
respondents disagreed to this statement. Finally, 80% of the respondents affirmed that
there was greater attention to community security under elected than appointed local
councils.
5.2 Conclusion
Government level of Osun State. The research specifically investigated the success
delivery especially between elected and appointed councils at local government level in
Osun state. The study has been able to identify an ideal and acceptable political structure
that is responsive to the yearnings and aspirations of the people at the grassroots in terms
of service delivery. This study also established and reaffirmed the existence of
State Government, state-local fiscal relation and corruption among others which is
detrimental to provision of social service at local level. Despite these various factors that
militating against Political Leaders in service delivery, there is still certain level of
