    This Order covers the following Engineer positions in the Regional Offices (ROs) and District
    Engineering Offices (DEOs):

    • 2,079 Engineer positions (Engineer II and Engineer III) coterminous with the Build,
    Build, Build Program created through the letter of the Department of Budget and
    Management (DBM) dated September 9, 2019
    • 1,396 Engineer II regular positions created through letter of the DBMdated May 6,2015

    In order to expedite the filling of these positions, the selection of personnel and issuance of
    appointment to the said Engineer positions is hereby delegated to the Regional Director and
    shall no longer need prior clearance from the Secretary. It is understood that the selection and
    the subsequent issuance of appointment are based on merit and fitness, and shall be made in
    accordance with civil service rules and regulations and established procedures in the
    Department.

    Only the following positions in ROsand DEOsshall continue to be elevated to the Secretary for
    selection of personnel and issuance of appointment: Division Chief, Assistant District Engineer
    and District Engineer. However, the Secretary reserves the right to require prior clearance for
    issuance of appointment to lower positions if it serves the interest of the service.

    This Order supersedes D.O. No. 113, series of 2019 and all other issuances inconsistent
    herewith and shall take effect immediately.
