I. Eligibility
Declaration
(i) we have read the advertisement, including the terms of reference (TOR), for this
assignment;
(ii) we have not been engaged to prepare such TOR as a firm, association, or joint
venture; and
(iii) no full-time or part-time or contracted expert employed by our firm, association, or
joint venture has been engaged to prepare such TOR.
We further confirm that, if any of one or more of our experts is engaged to prepare TOR for
any ensuing assignment as part of our work product under the assignment to which this
advertisement relates, our firm and any such expert(s) will be disqualified from short-listing
and/or participation in such follow-on assignment.

EOIs may be submitted by a firm, association, or a joint venture. For short-listing purposes, the combined
experience of an association or a joint venture will be evaluated although the qualifications of the lead firm will be
given a greater weight. Whereas the firm, association, or joint venture is free to submit additional information, in hard
or soft copy, short-listing will be based primarily on an evaluation of information included in the EOI template.

Unless otherwise specified, an international firm, as a lead firm, associate or partner can only be nominated in one
EOI. A national firm as a lead firm can only be nominated in one EOI. A national firm as an associate or partner can
be nominated in more than one EOI. To avoid confusion and possible elimination after short-listing, lead firms of
associations or joint ventures are strongly advised to confirm relationships (exclusive or non-exclusive) with selected
associates or partners prior to expressing interest.
II. Management Competence (Please answer each question in no more than 10
sentences)
a. Provide the name, qualifications and relevant experience of the lead firm’s
director or manager who will assume overall responsibility for the firm’s, association’s
or joint venture’s team coordination, management and output.
b. If you are proposing an association or a joint venture, outline the rationale for,
and benefits to the assignment of, the arrangement.
SweRoad will be the lead company of the association and will have sub-consultancy
agreements with SK Engineering and RAM Engineering Associates.
d. Does your firm/association/joint venture have standard policies, procedures or
practices in place that promote quality in: the workplace, your interaction with clients,
and the outputs you produce? If yes, describe briefly.
SweRoad has a management system based on the ISO 9001:2000 principles but we are
not certified. It is also important to know that most of our specialist are recruited from
the Swedish Transport Administration (STA) whom are ISO 9001:2008 certified so they
are usually very well aware of such quality demands in a project. The following is the
Business Policy of SweRoad:
SweRoad shall through its way of working and its priorities in well planned and
constructive dialogues with clients at our best ability satisfy our client’s requirements
and expectations when implementing and completing service contracts. The quality work
shall be done as an integrated part of the service contract. SweRoad shall strive to
enhance the total quality of our services systematically.
Our Ambitions: Is to have a performance- and process based way of working in order to
achieve expected results; Is to define and follow up clear objectives, strategies, and work
plans based on requirements from our clients; Is to through our way of working earn the
trust of our clients; Is to systematically monitor/document, evaluate, and follow up
deviations and ideas for quality improvements of our way of working; Is to collect, work
at, present, and develop information that is relevant for our work and its result; Is to
develop our collective competence as well as create a strong motivation, engagement,
and satisfaction.
Responsibility: The Managing Director is responsible to annually evaluate this policy
and adjust it when needed. Knowledge and compliance with this policy is mandatory for
all staff working for SweRoad.
SWEROAD looks very seriously upon the type of problems mentioned and as a policy
urgently tries to find satisfactory solutions. Complaint issues are handled by the Project
Director at SWEROAD’s Head Office. The Managing Director is always informed and
makes the final decision on corrective actions.
III. Technical Competence
Narrative Descriptions
With reference to the attached project sheets, and in the context of the assignment’s TORs,
summarize the relevant technical qualifications of your firm/association/joint venture
(maximum of 2 pages).
SWEROAD is a subsidiary to the STA, which leads ITS development in Sweden. ITS development by
the STA is in the international forefront and is done according to a national ITS strategic plan that
is updated / revised every 3 to 5 years.
SWEROAD has access to and can utilize the vast ITS experience that the STA has acquired over the
years. SWEROAD has applied Swedish ITS knowledge in a number of projects in different countries,
often as components in large, comprehensive road safety projects (see list of projects and text
below).
ITS in Sweden
The current Swedish ITS focus is in five areas for which ITS tools already are in use in Sweden
and more are being developed (in Sweden and elsewhere):
1 Road safety (examples: Intelligent Speed Adaption (ISA), alcohol ignition interlocks, seat belt
reminders, speed cameras, etc.)
2. Commuting (Examples: efficient real-time traffic management, detailed traffic information to
road users, RDS and dynamic variable message signs …)
3. Commercial road transports (Examples: dynamic road and traffic information, route
guidance, axle load control, GPS positioning …)
4. Quality-assured road data and traffic information (Examples: STA as supplier of data and
information, incidence management, road works information, pavement condition, travel time
estimates, road weather information systems (RWIS))
5. Efficiency and reliability in the work on ITS (Examples: multi-level cooperation nationally
and internationally, monitoring and evaluation of implemented systems, feed-back from
transporters and other road users etc.)
These areas where also in focus during the ITS World Congress 2009 in Stockholm, Sweden with
the STA as one of the major organizers.
Examples of SWEROAD projects with ITS
SWEROAD has over the years successfully carried out a large number of comprehensive road safety
projects which in most cases have included ITS components or elements of ITS. Other projects
have been dedicated to specific ITS aspects, for instance road weather information systems, road,
traffic and accident databases, systems for axle load control or systems for vehicle and driver
licensing.
Currently SWEROAD carries out an axle load control project in Moldova which includes automatic
monitoring of axle loads and vehicle weights. The current SWEROAD road safety assistance to Iran
is a major project with an exclusive ITS component aiming at implementing ITS for improved road
safety along major road corridors.
A completed project with technical assistance to the Road Directorate of Serbia included planning
and implementation of a road weather information system in two provinces. This was the first
installation of its kind in the country.
The development of a road safety strategy and plan for Dubai included proposals for ITS solutions
to improve road safety.
SWEROAD and the STA had technical cooperation in the road sector with Saudi Arabia for many
years. Several ITS applications were developed and implemented, for instance road mapping,
laser road surface measurements, traffic management, systems for road and traffic data as well as
maintenance.
The third phase of the technical co-operation (twinning) between STA/SWEROAD and the
Moroccan Road Administration was completed in 2008. The co-operation included several ITS
related aspects, such as road weather information system, traffic and road safety monitoring and
databases for vehicles, driver licenses, accidents etc.
About SWEROAD
In 1981 SWEROAD was established as a limited company and subsidiary of the STA under what
now is the Ministry of Industry, Employment and Communications. The business idea of SWEROAD
is to provide consulting services within the road, road safety and transport sector to clients outside
Sweden, by utilising the knowledge available within Swedish authorities, institutions and
organisations in the road sector.
Due to its close ties with these Swedish authorities it is natural for SWEROAD to work in close co-
operation with road and transport authorities in other countries. Projects run by SWEROAD usually
include advisory services and technical assistance to government agencies and local authorities.
SWEROAD bases its services on the following concepts:
• Focusing on the needs of the client. Hence, projects are client-driven and based on the client’s
full commitment;
• A multi-level approach is giving the best result in a change process. Changes in an institutional
framework must be accompanied by supply of efficient tools, training of staff and dissemination
of results to all concerned;
• Provide results that support sustainable development
As a subsidiary of the STA, SWEROAD has access to its vast manpower resources (6,500
employees), technical information and know-how. SWEROAD also has an agreement with the
Swedish Road and Transport Research Institute (VTI) that gives access to their manpower and
know-how.

Comprehensive road safety projects is one of SWEROAD’s strongest fields with work in progress or
successfully completed projects in many countries in four continents. Together with the Swedish
position in the forefront of road safety this enables SWEROAD to mobilise highly experienced staff
that together can provide specialist assistance for all different aspects of road safety at all levels.
ITS applications has gradually become an important aspect in road safety
Another SWEROAD specialty is information technology for the road and transport sector. SWEROAD
can offer services, based on the experience from front-line development of systems, tailor-made for
application in the road and transport sector. The offered services for the road sector include:
• Information technology strategies;
• Management information, quality assurance and control systems;
• Information systems for basic road network data, condition data, budget and follow-up;
• Road Weather Information Systems (RWIS)
• Information systems for continuous monitoring of road and traffic conditions;
• Vehicle and driver license registers;
• Accident reporting and analysis systems.
SWEROAD has references in more than 60 countries (for details see company website

The number of persons engaged yearly in SWEROAD projects is 50-100 and the annual turn-over is
approximately US$ 9 million.

The objectives of the study were to:
• Review current road safety situation;
• Identify selected priority activities and prioritize traffic safety investments and programs;
• Develop and begin to a program to improve road safety and raise awareness.
Review:
• Traffic accident data with focus on collection, IT support, analysis; give recommendations.
• Design drawings and national design manuals and provide recommendations to improve it.
• Traffic safety laws, the legal aspects of accidents and the enforcement of traffic regulations
and recommend modern equipment and methods, including Information Technology.
• Driver education & licensing, vehicle inspection practices, and characteristics of road users.
• The public attitude to road safety.
• Coordination of activities among different government bodies.
• Police enforcement practices and recommend measures fort improvement.
• Post accident responses from the police, ambulance service, hospitals and other bodies.
• Investigate the insurance companies’ involvement.
• Compliance of petrol stations, restaurants/cafés, shops and other services with road safety
requirements.
• Rank major causes of traffic accidents on the highways, recommend design improvements for
sales outlets and review pedestrians’ safety.
Develop a methodology to estimate the economic costs of traffic accidents, accident prevention
measures and damage, economic costs and impact to Georgia’s GDP growth caused by traffic
accidents. Raise public awareness of all issues covered.
Develop road safety technical assistance and investment options that can be incorporated as
components for the project under preparation by the Roads Department for funding by World
Bank: Focus on traffic safety issues relevant to highways with lesser emphasis on issues in urban
areas.
