NFA’s Process of Identifying its Technology Strength, Weakness, and Needs

The NFA allocates a substantial amount of its budget for research


and development programs and supports the application of science and
modern technology in its daily operations, especially in buffer stocking and
rice quality evaluation activities.

The NFA conducts regular monitoring, evaluation, and programs


implementation review on a monthly, quarterly, and annual basis to assess
the agency’s performance in the delivery of its mandate. Through the NFA
Performance Scorecard, the agency is able to identify its strengths,
weaknesses, and inadequacies in certain aspects of its operation, including
technology and technical knowledge needs and ICT requirements, which
then serve as a basis for future decision-making and continuous service
improvement of the NFA.

Under the Information and Communications Technology Services


Division (ICTSD) of the NFA, the agency is able to develop computerized
applications and digitalized systems that support the efficient delivery of its
services. The Division also conducts regular researches on the latest
information technology that is applicable for implementation to NFA’s
operations and does continuous improvement and update on its
Management Information System (MIS) which stores vital information of
the agency. The ICTSD is also responsible for determining and facilitating
the provision and allocation of communication and IT facilities in its Central
Office, 15 Regional Offices, 45 Field Offices, and 300 warehouses
nationwide.

The NFA maintains partnerships and works in close collaboration with


farmer organizations and private institutions to gather input on new
practices and state-of-the-art post-harvest equipment and machinery that
would be beneficial in its operations.

3. NFA’s Process of Identifying its Technology Strength, Weakness, and Needs

“The search for viable technologies and improved postharvest systems is a


continuing program being undertaken by the NFA. The agency is particularly receptive
to new technologies that offer an alternative solution to problems being faced by the
grains post-harvest industry. Before adoption, these technologies are assessed and
evaluated as to their potential for improved and cost-efficient operations (Anon., 1998)”

The NFA allocates a substantial amount of its budget for research and
development programs and supports the application of science and modern technology
in its daily operations, especially in buffer stocking and rice quality evaluation activities.

The NFA conducts regular monitoring, evaluation, and programs implementation


review on a monthly, quarterly, and annual basis to assess the agency’s performance in
the delivery of its mandate. Through the NFA Performance Scorecard, the agency is
able to identify its strengths, weaknesses, and inadequacies in certain aspects of its
operation, including warehouse technology, personnel technical training needs and ICT
requirements, which then serve as a basis for future decision-making and continuous
service improvement of the NFA.

All 15 Regional Offices are required to collect and submit to the Central Office
the Quality Assessment Report and Pest Control Report on a monthly basis, and
Laboratory Analysis Report on a quarterly basis that states the condition and quality of
stocks throughout the country as well as pest control measures that have been done.
These reports are crucial to ensure that the NFA is able to store an optimum amount
and quality of rice for emergency purposes, and allows the agency to gauge its
capability for food security when the need arises.

Under the Corporate Planning and Management Services Department of the


NFA, the agency is able to develop computerized applications and digitalized systems
that support the efficient delivery of its services. The ICT Services Division also
conducts regular research on the latest information technology that is applicable for
implementation to NFA’s operations and does continuous improvement and update on
its Management Information System (MIS) which stores vital information of the agency.
This Division is also responsible for determining and facilitating the provision and
allocation of communication and IT facilities in its Central Office, 15 Regional Offices, 45
Field Offices, and 300 warehouses nationwide. 

The Technical Research and Services Department of the NFA conducts in-house
technical research and study on quality assurance, engineering, metrology and grains
postharvest which are assessed by the management for implementation.
The NFA maintains partnerships and works in close collaboration with farmer
organizations and private institutions to gather input on new practices and state-of-the-
art post-harvest equipment and machinery that would be beneficial in its operations. 

The NFA constantly seeks to improve its services by way of adopting


technologies and best practices that are implemented in developed countries (e.g. the
Volcani Cube or Hermetic Cocoon Technology from Israel and the Controlled
Atmosphere Storage Technique from Australia). 

In cooperation with the DOST, DA, PhilRice, the Philippine Council for
Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD),
universities like the UP-Los Baños, and other private and government institutions, the
NFA is able to acquire locally developed and cost-efficient modern technology that are
proposed by agriculture and grains specialists and researchers to be implemented to
NFA warehouses and laboratories to improve buffer stocking and rice quality
maintenance capability.

Every technology or innovation presented to NFA is carefully evaluated and


tested by the Technical Services Department for its viability and applicability to NFA
operations.

Monitoring and evaluation of programs, projects, facilities and equipment is done


periodically to ensure that internal and external factors are accounted for. 

The NFA provides utmost importance to the voice of the public by encouraging
participation from clients through its feedback mechanism services such as the on-line
feedback link via the NFA website, the Text NFA Service via SMS, the Public
Assistance and Complaints Desk and Suggestion Boxes which are located in all NFA
offices nationwide, and the Customer Telephone Assistance Service. Through these
platforms, the public can recommend new innovations for the NFA to adopt as well as
request for assistance, make inquiries, complaints and submit grievances that can help
the NFA to improve its services as well as identify threats and opportunities, whether
technological or in other aspects of its operation.

Fuelled by its unrelenting commitment to improve its services, the National Food
Authority maintains its ISO Certification in several departments which is annually
updated to conform to international quality management standards making the agency
more efficient and effective in the delivery of its services for the Filipinos.
