Project Overview
The Pengerang Integrated Complex (PIC), previously known as the Refinery and
Petrochemical Integrated Development (RAPID), located on 6,239 ac/ 2,524.84 ha
of land at Pengerang in Southwest of Johor, is one of the major downstream oil
and gas developments in Malaysia. One (1) of the Project Proponents of the PIC
is PETRONAS Refinery and Petrochemical Corporation (PRPC), a subsidiary of
Petroliam Nasional Berhad (PETRONAS). The main facilities in PIC include a
Refinery, Petrochemical Plants (PETCHEM), the Central Utility Facilities (CUF) and
offsite storage and facilities.

Project Overview
Pengerang Refining And Petrochemical (PRefChem) is a strategic alliance of two of the world’s largest
and most successful national oil companies - Petroliam Nasional Berhad (PETRONAS), the national oil
company of Malaysia, and Saudi Aramco, the national oil company of Saudi Arabia. Together, we
form an equal partnership in two joint ventures, namely Pengerang Refining Company Sdn. Bhd.
(formerly known as PRPC Refinery & Cracker Sdn Bhd) and Pengerang Petrochemical Company Sdn.
Bhd. (formerly known as PRPC Polymers Sdn Bhd).

 Project is progressing well and to achieve RAPID COD by 01st October 2019. Overall
PIC project achieved 98.31% as of Feb’19

ENVIRONMENTAL REQUIREMENTS

Pengerang Refining Company Sdn Bhd is committed to implementing the control/

mitigation measures specified in the EIA, the EIA Approval Conditions (COA) set by the
DOE and applicable environmental legislation and guidelines. This section provides a
summary of the environmental requirements with which Pengerang Refining Company
Sdn Bhd and/ or its Contractors must comply throughout the project lifecycle:

• EIA Approval Conditions (COA)

• Land Disturbing Pollution Prevention and Mitigation Measures (LD-P2M2)
Document;
• Pollution prevention and mitigation measures (P2M2) to be implemented for
construction and commissioning phase as specified in the EIA;
• Water pollution control monitoring;
• Control of air pollution, noise nuisance and vibration disturbance;
• Waste Management Plan;
• ERP; and
• Abandonment and Closure Plan.
Project Activities for Commissioning Phase

Activities involved in the commissioning phase include:

Pre-commisioning
• Chemical cleaning of pipes;
• Oil flushing;
• Steam blowing;
• Post hydrotest line cleaning;
• Gross leak test;
• Housekeeping;
• Temporary utilities facilities (generator set, air compressor and pump);

Comissioning
• Rotating equipment run test;
• Comissioning and service test of utilities;
• Refractory drying out and boil out of boiler;
• Catalyst and chemical loading;
• Degreasing;
• Inerting;
• Leak test;
• Housekeeping; and
• Temporary utilities facilities (generator set, air compressor and pump).

Upon completion of testing and commissioning, full operation of Pengerang

Refining Company Sdn Bhd is expected by March 2020. It is envisaged that the
Pengerang Refining Company Sdn Bhd Plants will be in operation for 25 years,
after which the decision on future operation will be made.
