General Rules

1. The audience are required to dress politely or wear smart casual.


2. The participants are required to wear formal outfit.
3. The participants are required to wear sport shoes or leather shoes during
the competition.
4. The participants are required to be punctual and attend at least 20 minutes
earlier before the competition begins. The participants who fail to do so may
result in disqualification.
5. Outside food is strongly prohibited and only mineral water is allowed to be
brought into the competition venue.
6. Please obey all the S.O.P.s stated and scan MySejahtera QR code before
entering the competition venue.
7. Please sit on seats with no cross labels only and wearing of masks is
compulsory for all spectators in the competition venue.
8. The audience must be quiet while the competition is taking place.
9. All decisions made by the judges are final.
10. The committee has the right to modify the rules and regulations if
necessary.

Online Debate
1. Each speaker is required to use stable internet connection during the online
debate.
2. Each speaker must turn on their webcam all the time during the online
debate.
3. Each speaker must use their own device to join the online debate (sharing of
device is not allowed).
4. The background of each speaker must be changed to the team poster (can
be anything as long as all the team members are using the same poster).
5. Each speaker is advised to troubleshoot their webcam and microphone (if
necessary) before the online debate starts.

Rules Of English Debate


Structures:
1. There are two teams, affirmative (governing) team and negative (opposition)
team, each consisting of three speakers with one reserve. The affirmative team
proposes and defends the motion whereas the opposition team rebutes and
negates the motion.
2. Each speaker is allocated 7 minutes to deliver their constructive speeches in
an alternating order. The order of speakers is first affirmative, first negative,
second affirmative, second negative, third affirmative, third negative, first or
second negative (reply speech, 4 minutes), first or second affirmative (reply
speech, 4 minutes).
3. The aims of the reply speech (4 minutes) are to summarize the debate,
show team’s position and arguments, compare and show why their team’s
position is better than the other team’s.
4. No revision of position of a team is permitted during the debate.

Roles of each speaker:


1. The first affirmative opens the debate and justifies the stand of affirmative
team. He or she must make any reasonable definition of the terms of the
proposition and motion. If the first negative challenges the reasonableness of a
definition (considered as POI) by the first affirmative, the adjudicator must
accept the definition of the team that shows better grounds for their
interpretation of the term. Then, he or she must explain the roles of second
and third affirmatives (arguments to be dealt by each speaker) and present an
argument.
2. The first negative justifies the stand of opposition team and rebutes the
argument by first affirmative. Then, he or she must explain the roles of
second and third negatives (arguments to be dealt by each speaker) and
presents an argument. He or she may raise hand directly to challenge the
reasonableness of definition by the first affirmative if it is challengeable (not
reasonable).
3. The second affirmative and negative rebut the argument presented by
previous opponent speaker and present two arguments allocated by their first
speaker. The arguments made by the first and second speakers must be
different and not overlapping.
4. The third affirmative and negative rebut all arguments raised by opponent
team to defend any important attacks made against their team and
summarise the arguments of their team. New arguments are not allowed to
be introduced in the rebuttal period.

Point of information (POI):


1. The questioner may raise hand to ask any fair and clear question or
comment only that has a direct bearing on the debate for 15 seconds only
after the first minute and up to the sixth minute.
2. The questioner must confine himself or herself to the question or may
make comment (if necessary) but is not allowed to rebut.
3. Each speaker must be questioned by any opponent at least once and
maximum twice during their turn (opponent team may lose marks if they do
not ask any question).
4. The speaker may accept or reject to answer the question by opponent
depending on reasonableness.
5. The speaker must answer the questions without consulting their teammates.

Others:
1. Each team is advised to be consisting of 4 teammates from different races if
possible (not necessary).
2. Each speaker is advised to deliver their speech slowly and clearly.
