● Primary beneficiaries of the project are the youth specifically within the age
bracket of 16-23 years old. This will help them to be knowledgeable and ready
for unfortunate incidents that might happen anytime.
● The community will greatly benefit as well with regards to unforeseen
disasters or events that might require extra assistance and volunteers from the
lack of professional human resources.

IX. Rationale of the project


“To the Rescue”: A First Aid Training for the Youth, will be conducted for the
following reasons:
● To apply the knowledge that the Batangas State University students
obtained in their Civic Welfare Training Service (CWTS) subject.
● To assist in building capacity, specifically first aid related, in the chosen
community through developing and shaping the youth.
● To deliver an effective first aid training in a local community through
specific first aid educational contents and pedagogies.
● To make the youth realize their potentials and responsibilities to the
community and its members.

X. Objectives
As accidents happen in an undetermined chances, no one can ever prevent its
occurrence; however, there can be things to know to lessen its severity. This project aims
to apply and utilize the learnings from CWTS subject and leave a significant impact and
difference for the chosen community, or specifically, the Batangas State University
students seek to pursue the following:
General objectives
● To have an effective incidental preparedness, and emergency
response in life saving.
● Improve the general safety of the community through increased
first aid awareness
● To provide assurance and assistance to every part of the
community by sharpening the skills of the youth through an
effective dissemination of knowledge for the application of
concepts, approaches and processes to enhance accident response.
Specific objectives
● To render specific and practical instructions about preventative
procedures and care to lessen fatalities in unforeseen events.
● To undertake information, education and activities to initiate
awareness among the community, specifically the youth, about
first aid courses.
● To extend the number of volunteers or individuals in the chosen
community that can give immediate aid especially at times of
disasters and accidents.
XI. Description of the project
“To the Rescue” project will be centered on the essential life-support to be given
in emergency situations, with its focus as the transfer of patients and the providing of
adaptive care in a low-resource and local settings. The courses of the training will be
based on community priorities, though the components of the training is subjected to
change as several factors such as the frequent emergencies happening locally, potential
dangers within the area, etc., may affect it.
Primarily, the covered topics are ranging from simple emergency first aid to basic
cardiopulmonary resuscitation, mental health first aid, and safe patient transport. These
first aid courses will be tackled, discussed and demonstrated, one each day for the more
effective learning for the beneficiaries.
The training phase starts with Emergency First Aid which includes basic
knowledge fitting for day-to-day emergencies that a person may experience, sports first
aid and wilderness first aid are particularly involved in this course. Basic Life Support
Cardiopulmonary Resuscitation, that will provide methodical lessons in cardiovascular
emergencies and choking. The third course, Mental Health First Aid, will focus on three
key concepts: thoughts of suicide/self harm, substance intoxication, and extreme
emotional distress. Lastly, Safe Patient Transport, comprises the ways to handle patients
and the best ways to move them from life-threatening danger to a safer location. All of
the courses stated are to be discussed thoroughly and concisely, and every near end of the
allotted course time, simulations are to be performed by the beneficiaries while the
invited members of Red Cross and/or medical practitioners, together with the proponent
and representative officials of the barangay will assist them.

XII. Strategies and methods of implementation


This project is a capability building training that targets to teach the youth a
mixture of both practical and theory about generic first aid and its courses. The operation
of this project is community-based, wherein a collaborative development of an applicable
neighborhood emergency response training for the youth will occur. This initiative will
be developed, delivered and evaluated through several weeks of intensive first aid
training, with a goal of enhancing community capacity to respond to medical
emergencies.
In collaboration with Red Cross Batangas and expert medical practitioners, the
first aid training guidelines are indeed reliable. The Batangas State University student
(proponent of the project), supervised by their NSTP professor together with professional
first aiders from Red cross, skilled medical practitioners, volunteer health workers, SK
and Barangay officials, will cooperatively discuss first aid with clarity and conciseness,
to be easily acquired by the youth. The simulations to test the practical skills that the
youth developed will also be evaluated and overlooked by the same groups of people.

The plan of action shown in the table above is tentative and may or may not be
subjected to change. As some unexpected circumstances may occur with regards to the
implementation of the project, specifically the state of the community, weather condition,
availability of the speakers at their assigned day, etcetera. If such unfavorable situations
arise, some adjustments will be applied either on the time of the project’s execution or the
order of when the activities will be executed.

The expenditures for the project "To The Rescue" have been predetermined, and
have come up to an estimate of Php 16,300.00 to be allocated for the first aid kit
giveaway expenses, food, payment for the speakers’ rate, and the token for appreciation.
Expenses such as the proponent’s necessities are excluded from this rough estimation.
Majority of the expenses will be coming from sponsorship (e.g. solicitation,
government funding, school funding). If unexpected events persist, such that the expenses
would tend to increase, an extra Php 5,000.00 budget will be used as a backup, which will
come from the proponent’s pocket.

XV. Monitoring and evaluation Mechanics of the Project


● Information
“Monitoring” is a process of routinely checking up and gathering
information on all aspects of the project. It involves regular observations as
the project is being implemented, recording of activities, and reporting of
progress. This is important in planning and implementation to ensure that it is
on the right track towards the objectives of the project, or if there are any
changes needed. Meanwhile, evaluation is as critical as monitoring, as it not
only assists in implementation tracking but also in measuring the effectiveness
of the programmes and outputs systematically. The information collected
during the monitoring phase is used for the final evaluation of a project.
Monitoring and evaluation are significant for the programme as it will
provide:

❖ Systematic management and organizational information for
enhancement of internal operations or even of the overall project.
Plan
The Batangas State University student (proponent) will provide
monitoring and evaluation tools. Teams and team leaders will be assigned
among the benefactors for the easier monitoring of progress. The evaluation
plan includes the information that will be collected throughout the project and
as well as the indicators that will be used to evaluate these information.

XVI. Plans to Ensure the Sustainability of the Project


“To the Rescue” Program aims to disseminate basic knowledge about first aid and
some of its courses, theoretical and practical, that should benefit the community as a
whole and for individual gain as well; especially for the youth as the primary
beneficiaries of the project.
The youth will be the main determinant if the implementation of the project will
be an easy-flow process, as to why their participation is quite a vital part. They are the
ones who will be repeatedly subjected to different activities of the program, and mostly
will be the focus of the monitoring and evaluating operation. This monitoring and
evaluation plan is made certain and effective to be assured about the progression of the
activities and the program itself. Additionally, during the last minutes of every seminar
proper, the actual simulations of the knowledge the beneficiaries acquired, will certify
that the goals of the project are continuously being met.
In this project as well, sustenance of exerted efforts and precise finance budgeting
are one of the fundamental constituents to avoid unwanted circumstances to occur. As to
why sponsors are to be gathered promptly for a steady flow of funds for the program
expenses. Communication with the barangay officials and SK Council of San Pedro,
Bauan, Batangas is also relevant to render the objectives, plans, and vision of the project,
and to help gather the townspeople for the arrangement.
With regards to the result or outcome of “To the Rescue” Program, it is
aforementioned that evaluation is necessary, therefore, one possible method is through
surveys or interviews through a randomly selected sample of youth who participated.
Furthermore, as the project meets its conclusion, a proposition and/or responsibility of
having a day (any day preferred by officials) of recall and re-evaluation of the first aid
learnings obtained in this program will be handed to the barangay’s SK Council since
they are the representatives of the youth in the community. With this, the project’s
sustainability is therefore ensured and the knowledge will not only be based in the mind,
but for the youth to be able to apply that knowledge in emergency real-life situations in
the future.
