I. General Provisions
1. The Tarlac West Golden Star Sandiwa Eagles Club adopts this policy to guide
each member on different aspects, procedures and processes that the club may
undertake. These are a set of rules that all club members shall abide by.
2. As a matter of policy, there shall be a policy review every year before the
anniversary of the chartering of this club. All amendments shall take effect immediately
after the celebration of the club’s chartering anniversary.
3. Club Charter Day. The founding or chartering of the club is November 25, 2021.
Henceforth, the club charter day or its founding anniversary shall be observed every 25 th
of November annually.
4. A Policy Review Committee shall be created under the supervision of the Club
President. The committee shall be in charge of conducting the annual review of this
policy and propose to the Club President, thru the board of directors, any changes,
addendums or amendments to this policy.
5. This is a non-political club. This club shall not adopt or advance any political
agenda, make any partisan political statement, express an opinion on any political issue
or support, promote or endorse any political candidate. Further, this club shall not
discuss the merits or demerits of any political candidate. The Club may have programs
that address political issues, but they must be presented in an unbiased and balanced
manner with fair representation of all viewpoints. A program presented by a holder of a
public office regarding the current issues related to the office held shall be permitted
only if the office holder is not currently seeking election to public office.

II. Club Symbols
1. The Club Banner. The club official banner is provided by The Fraternal
Order of Eagles – Philippine Eagles during its chartering. This banner shall be used
during official club activities. The Club Banner shall be treated with all respect it is due
as it symbolizes the club as a whole. The condition of the banner reflects the condition
club.
2. The Club Gong and Gavel. The Club Gong and Charter Grant
symbolizes the authority of the club officers to preside over the club. It shall be
consistently availed and used during the Club’s official meetings, formal occasions and
activities. It shall be properly placed at the center of the table where the presiding
officer shall be seated.

3. The Club Seal/Emblem. The club seal or emblem is designed to
distinguish the Novo Ecijano Golden Eagles Club from other clubs of the TFOE-PE.
The design includes the golden rice grains which is an official symbol of Nueva Ecija –
the rice granary of the country. The term “Golden Eagles” is derived from the club’s
mother region – NCR V Golden Eagles.
4. The Club Shirt. The club shirt is the official uniform of the club. During
non-formal activities of the club, the club shirt shall be worn. Every club member will be
issued one club shirt upon his induction. It is the option of the member to procure more
shirts as he deems it necessary.

5. The TFOE Barong. The TFOE Barong shall be worn during formal
occasions of the club and the TFOE. When wearing the TFOE Barong, a pure white
undershirt shall be worn. It shall be partnered with black slacks, black belt, black socks
and black shoes. Non-compliance with the prescribed uniform will mean non-entry to
the venue of the event.
6. The Eagles Pin. The Eagles Pin is being issued to a member during his
induction. It shall be worn on the left collar of the barong and club shirt.

III. Membership
As a matter of policy, the Novo Ecijano Golden Eagles Club shall create
the Membership Committee. The said committee shall screen and process all
prospective members of the club.
The Club President shall have full control and supervision over the
Membership Committee. He shall have the sole authority to appoint or designate the
Chairman of the said committee.
The Membership Committee shall update the Club President and other
Club Officers on the progress and development of the screening and processing of
prospective members of the club.

Sponsor’s Name. Other details must be provided by the aspirants as required by the
screening committee.
d) Once the final list of aspirants has been made this shall
be presented by the chairman of membership committee to the officers and members of
the club during GMM. This will be the final step of screening before an aspirant
undergoes the process of becoming an eagle.
First: Interview.
Second: Introduction.
Third: Initiation.
Fourth: Incubation.
Fifth: Induction.

In the meantime, the NEGEC shall cause the
nationwide circulation of the names of the applicants to all Eagles Club, thru its
Regional Governor.

4) Each prospective member must secure the signatures of all the
Club Officers and at least twenty (20) regular members before the induction. This is to
ensure that all prospective members will know the officers and at least 20 members of
the club.
d. Disqualification

If one of the exceptions would apply to this member’s situation, the
Secretary/Treasurer will assist in taking the action that would be appropriate.
If none of the exceptions are applicable, the following steps shall be taken:
c) the Board shall then consider and proceed to ballot on such proposed
member and if approved by a majority vote, the proposed member shall be considered
duly elected to membership in which case bulletining such member to Club membership
shall be waived.
1. All members shall observe proper etiquette, not only during official club
activities, but also in their everyday lives. Members should always remember that their
actuations reflect on the club and the TFOE in general.
a. No gambling
b. No unnecessary shouting.

c. Conduct yourself with decorum.
g. Dress appropriately.
h. No nonsense.
4. Use and abuse of illegal Drug taking will not be tolerated. If found guilty, a
member is valid for termination and ban of membership.
5. Respect your Club. Your club is your family. You should treat it with due
respect as you respect your family.
V. Club Officers
A set of club officers shall be designated/elected to provide direction and
leadership to the club. The four pillars of the club shall be the president, vice-president
and two assemblymen. These four positions shall be elected by the club members and
shall have a term of one (1) Eagle year. The election procedures for the club shall be in
accordance with Book Six of the Eagles Magna Carta. Other officers of the club may be
appointed by the president. Other positions may be created as necessary.

5. Treasurer. The treasurer is the financial manager of the club. He shall
not only be caretaker of the club funds, he shall also prepare a detailed financial plan for
the club which includes the annual budget of the club. The annual program and budget
of the club shall include all anticipated expenses of the club for the next Eagle year.
This may include all club meetings and assemblies at the regional and national level
that will be attended by the club officers. Further, the treasurer shall maintain a
statement of accounts fully backed up by receipts of all earnings and expenses of the
club which he shall present to the auditor during periodic audit of the club.
7. Protocol Officer. The protocol officer is responsible for ensuring that all
club activities are in consonance with the existing protocols of The Fraternal Order of
Eagles – Philippine Eagles as provided under Book Twelve, Part Two of the Eagles
Magna Carta. He shall enforce such protocols and sees to it that all members of the
club follow the said protocols. He shall not, unless authorized by the Magna Carta,
allow any member of the club, or any club, to enter the venue of a formal club occasion
without following the prescribed attire/uniform. Upon the approval of the club president,
he may seek the assistance of other regular members to aid him in his duties and
responsibilities.

VI. Committees and Boards
To assist the club president in managing the club’s activities, several committees
may be created. Different committees shall have specific purposes in order to focus on
a particular aspect or field for management.
a. Review of the Annual Plans and Budget of the club. The committee
shall ensure that all entries under the Annual Plans and Budget of the club is
accordance with existing laws, rules, regulations and policies. Likewise, it shall ensure
that the costs of the entries are within acceptable prices.
b. Conduct Audit. The committee shall audit the expenditures of the club.
It shall review the cash book of the treasurer and ensures that all expenses are in
accordance with the Annual Plans and Budget or with the approval of the club president
as the recommended by the Board of Directors.

c. Prepare audit reports. The committee shall prepare their audit reports
and submit same to the president, copy furnished to the Board of Directors, for his
perusal.

VII. Finances and Expenditures.
1. The club shall be collecting monthly dues from its members in order to
sustain the activities of the club. This shall be the main source of funds of the club.
Other income of the club shall be from the products, memorabilia and other items that
are sold to club members by other groups or other club members themselves.
In case a member, his wife or his child or any direct dependent (parents in
case of single members) the club is committed to provide financial assistance. The
assistance shall be charged against the fund of the club. The table below shall be the
commitment of the club to each member in case of emergencies:

4. Alalayang Agila. Alalayang Agila is the assistance provided to a member
of a club or a member of the TFOE as a whole. As a long loved tradition of the TFOE,
an Eagle extends assistance to his fellow Eagle in any way possible. More often than
not, Alalayang Agila is extended to members who are in need of financial assistance.
5. The club treasurer shall be the sole safekeeper of all collections and funds
of the club. He shall be responsible for the timely collection of dues as well as other
income of the club. His other responsibilities are discussed in Section V of this policy.
Once the budget is approved by the Club President, it shall serve as the
financial management guide of the Club Treasurer. Should there be expenditures that
is not included in the budget but is considered as necessary, the treasurer shall make a
separate presentation to the Board for their appreciation and shall be duly endorsed to
the Club President for approval.
7. Audit.
The club auditor, together with the Financial Review Committee, shall
conduct a monthly audit of all the expenditures of the club. They shall ensure that all
expenditures are in line or included in the Annual Program and Budget of the club.
They shall ensure that all fund releases of the treasurer are properly liquidated
supported by receipts. The auditor, thru the Financial Review Committee, shall make
an audit report and present it to the Club President.
