I. General Provisions

1. The Tarlac West Golden Star Sandiwa Eagles Club adopts this policy to guide
each member on different aspects, procedures and processes that the club may
undertake. These are a set of rules that all club members shall abide by.

2. As a matter of policy, there shall be a policy review every year before the
anniversary of the chartering of this club. All amendments shall take effect immediately
after the celebration of the club’s chartering anniversary.

3. Club Charter Day. The founding or chartering of the club is November 25, 2021.
Henceforth, the club charter day or its founding anniversary shall be observed every 25 th
of November annually.

4. A Policy Review Committee shall be created under the supervision of the Club
President. The committee shall be in charge of conducting the annual review of this
policy and propose to the Club President, thru the board of directors, any changes,
addendums or amendments to this policy.

5. This is a non-political club. This club shall not adopt or advance any political
agenda, make any partisan political statement, express an opinion on any political issue
or support, promote or endorse any political candidate. Further, this club shall not
discuss the merits or demerits of any political candidate. The Club may have programs
that address political issues, but they must be presented in an unbiased and balanced
manner with fair representation of all viewpoints.  A program presented by a holder of a
public office regarding the current issues related to the office held shall be permitted
only if the office holder is not currently seeking election to public office. 

6. Solicitations. Solicitations other than official club collections


(membership dues, alalayang agila, etc) shall not be allowed during any club meeting.

7. Confidential Information.  All members’ information collected,


disseminated, and posted by the Club is considered confidential and for use by the
members only.  Such information should never be released to outsiders for commercial
or other uses.

II. Club Symbols

1. The Club Banner. The club official banner is provided by The Fraternal
Order of Eagles – Philippine Eagles during its chartering. This banner shall be used
during official club activities. The Club Banner shall be treated with all respect it is due
as it symbolizes the club as a whole. The condition of the banner reflects the condition
club.

2. The Club Gong and Gavel. The Club Gong and Charter Grant
symbolizes the authority of the club officers to preside over the club. It shall be
consistently availed and used during the Club’s official meetings, formal occasions and
activities. It shall be properly placed at the center of the table where the presiding
officer shall be seated.

3. The Club Seal/Emblem. The club seal or emblem is designed to
distinguish the Novo Ecijano Golden Eagles Club from other clubs of the TFOE-PE.
The design includes the golden rice grains which is an official symbol of Nueva Ecija –
the rice granary of the country. The term “Golden Eagles” is derived from the club’s
mother region – NCR V Golden Eagles.

4. The Club Shirt. The club shirt is the official uniform of the club. During
non-formal activities of the club, the club shirt shall be worn. Every club member will be
issued one club shirt upon his induction. It is the option of the member to procure more
shirts as he deems it necessary.

5. The TFOE Barong. The TFOE Barong shall be worn during formal
occasions of the club and the TFOE. When wearing the TFOE Barong, a pure white
undershirt shall be worn. It shall be partnered with black slacks, black belt, black socks
and black shoes. Non-compliance with the prescribed uniform will mean non-entry to
the venue of the event.

6. The Eagles Pin. The Eagles Pin is being issued to a member during his
induction. It shall be worn on the left collar of the barong and club shirt.

III. Membership

1. Types of members. There are two types of members in the club –


active and inactive. An active member is one who attends club meetings and activities
and is updated in his contributions and club dues. On the other hand, an inactive
member is one who either does not attend club meetings and activities and/or does not
pay his club dues and contributions. A member who fails to attend three (3)
consecutive meetings and fails to pay club dues for three (3) consecutive months shall
be sent a letter of delinquency by the secretary to inform him that his membership
status will be changed to inactive and shall be subjected to the procedures of the
Membership Committee.

2. Persons proposed for membership must meet the qualifications specified


in the Magna Carta of The Fraternal Order of Eagles -Philippine Eagles.

“A prospective member should demonstrate good character,


integrity, and leadership; possess good reputation within their business,
profession, and/or community; and are willing to serve in the
community.”

3. Screening and Processing of new aspirants.

As a matter of policy, the Novo Ecijano Golden Eagles Club shall create
the Membership Committee. The said committee shall screen and process all
prospective members of the club.

The Club President shall have full control and supervision over the
Membership Committee. He shall have the sole authority to appoint or designate the
Chairman of the said committee.

The Membership Committee shall update the Club President and other
Club Officers on the progress and development of the screening and processing of
prospective members of the club.

a. Duties and responsibilities

1) Membership Committee (Screening Committee)

a) Composition - The Membership Committee shall be


composed of at least ten (10) bonafide members. The numbers of the members of
screening committee will be depending on the number of the aspirants:

(1) Chairman – The chairman shall be appointed by
the Club President.

(2) Secretary – Selected by the appointed chairman of


the membership committee and approved by the club president.

(3) Members – Selected by the appointed chairman of


the membership committee and approved by the club president.

b) Duties and responsibilities:

(1) Chairman:

(a) Over-all supervision of the membership


process for the aspirants.

(b) Reports the progress of the screening and


processing of prospective members to the Club President and other Club officers.

(2) Secretary:

(a) Collects all requirements of the aspirants.

(b) Schedules all the activities (5 I’s, GMMs


and Community Services)

(c) Coordinates with the PEIL for the schedule


of the ORIENTS of the aspirants.

(d) Coordinates with the chairman of the


Membership Committee and other Club Officers for the Induction of the applicants.

(3) Members:

(a) Assist the Chairman and the secretary on


all tasks with regards to the membership process for the aspirants.

(b) Must be present in all activities of the


aspirants.

(c) Must be at the venue of the activities at


least fifteen (15) minutes before the scheduled time. This is for final coordination and
adjustment on that particular activity.

2) Sponsor – Any bonafide member of NEGEC may be a


sponsor. A sponsor is not limited to the number of aspirants to recommend. Sponsor
shall have the following responsibilities:

a) Shall be responsible for his aspirant/s from the start of
screening until induction.

b) Ensure that his recommended aspirant/s is/are of good


moral character worthy to become an eagle.

c) Assist the membership committee in acquiring data of his


aspirant/s.

d) Assist the membership committee in contacting his


recommended aspirant/s.

e) Ensure that his aspirant/s shall attend all required activity.

f) Shoulders all unpaid dues to the club of his aspirant


should the latter fail, in any circumstance, to qualify for induction.

3) Other NEGEC members:

a) Assist the Membership Committee in ensuring that all


aspirants meet the required standards to become an Eagle.

b) Report to the Membership Committee or any Club


Officers any observations or misbehavior of a particular aspirant.

c) Be present during the “Introduction” and “induction” of the


aspirants.

4) Aspirant – Qualification of the aspirants shall be in accordance


with the Eagles Magna Carta. Responsibilities of the aspirants are as follows:

a) Provide all requirements stated below.

b) Attend required activities.

c) Shall shoulder all expenses during aspirant activities.


This is over and above the required membership fee of the club.

d) Shall undertake at least one (1) project as required by


NEGEC.

b. Requirements

1) Documents

a) For Law Enforcers

- Accomplished Membership Form


- ID Picture Passport size with blue background
- Written letter of intent to join NEGEC
- Spouse Consent including photocopy of ID and
Cellphone Number
- Summary of Information (for AFP aspirants)
- PDS duly signed by the Chief of Police or his
direct unit Commander (for PNP aspirants)

b) For Civilian

- Accomplished Membership Form


- ID Picture Passport size with blue background
- Written letter of intent to join NEGEC
- Spouse Consent including photocopy of ID and
Cellphone Number
- Barangay Clearance
- Police Clearance
- NBI Clearance

2) Must pay a minimum of Php 5,000.00 upon presentation of


the documentary requirements before he will be given a Membership Form.

3) Must attend all activities as stated in the Eagles Magna


Carta of the Philippine Eagles.

4) Must attend activities as required by the Club.

c. Process

1) Screening

a) Sponsor shall be the first to screen the aspirants. No


aspirant with pending and active criminal and administrative cases shall be accepted by
the club.

b) A messenger chat group shall be created for the qualified


aspirants. This chat group shall be used for dissemination, coordination, and collection
of aspirants’ data only. Each aspirant is required to visit/check-in to the said chat group
at least three (3) times a day. An aspirant who fails to check-in for three (3) consecutive
days shall be classified as non-active and may be remove.

c) Qualified aspirants shall be required to submit the


following in the chat group: Full name/Full Address/ Profession/ Cellphone Number/

Sponsor’s Name. Other details must be provided by the aspirants as required by the
screening committee.

d) Once the final list of aspirants has been made this shall
be presented by the chairman of membership committee to the officers and members of
the club during GMM. This will be the final step of screening before an aspirant
undergoes the process of becoming an eagle.

2) Procedure. Before any applicant for membership to any


Eagles Club, hereinafter called applicant, can be accepted as a new member thereof,
he shall pass through the following steps, called the five (5) I’s of Accepting New
Member, or the 5 I’s, viz:

First: Interview.
Second: Introduction.
Third: Initiation.
Fourth: Incubation.
Fifth: Induction.

The provisions of the National Assembly Act No. 001-


2009, otherwise known as the Eagles Membership Reform Act of 2009, must also
be considered in the processing of any Application for Membership.

a) Interview (Pre-Orientation) – Prior to interview the


applicant must submit a letter of intent to the President of the Novo Ecijano Golden
Eagles Club. He shall likewise comply with all the requirements of the NEGEC.
Thereafter, he shall be interviewed by a panel of interviewers, hereafter called the
Panel, which shall be constituted by the Membership Committee of said Club.

Subjects of the interview shall cover, but not limited


to, the Applicant’s character re: his view regarding honor, loyalty, integrity,
perseverance, patience, humility, and/or dedication, openness to render service
to the community, the club and/or the fraternity; availability for meetings, projects
and/or assembly; financial stability; openness to fellowship, i.e., brotherhood
and/or group unity.

b) Introduction – Having passed the Panel interview,


the applicant shall then, during the General Membership Meeting (GMM), be presented
and introduced to the members of the club by the chairman of the Membership
Committee.

During the scheduled pre orientation, the applicants


shall be given copies of the following Eagles Solemnities; (a) The Meaning of
EAGLEISM; (b) The Universal Prayer; (c) The Eagle Hymn; (d) The Eagle Pledge – with
instructions that they have to memories (and sing, as the case may be) – the same.

In the meantime, the NEGEC shall cause the
nationwide circulation of the names of the applicants to all Eagles Club, thru its
Regional Governor.

Any member in good standing of the Philippine


Eagles Club who has knowledge of any reason for the non-acceptance of any applicant
shall communicate such reason to the NEGEC before the latter’s induction.

Only members of the Club with Good Standing Status


shall be qualified for the balloting. The procedure for balloting shall be as prescribed by
the PEIL and shall form part of the Protocol Manual of the Philippine Eagles.

Prior the induction and after Basic Orientation


Seminar all applicants shall have orientation on the Club Policy.

c) Initiation. At least one (1) week after the Introduction


and the ORIENTS, the applicant shall be required to recite (and sing, as the case may
be) the Eagles Solemnities before the Panel, which shall issue certification that the
applicant has successfully passed the initiation Steps, i.e., he already memorized the
Eagles Solemnities. Eagles Initiation does not include any form of hazing, body
contact or maltreatment.

d) Incubation. The applicant, wearing insignia


identifying him as such, shall then be required to attend three (3) consecutive GMM’s
and three (3) consecutive Community Services without fail. An applicant’s failure attend
in any of these meetings and services shall cause the deferment of his induction as a
member and be again required to undergo the Incubation Steps.

e) Induction. The successful applicants must take the


Mandatory Orientation Seminar (ORIENTS) prior to the Oath of Membership in solemn
rite as prescribed by the PEIL and shall thereafter, be called “Kuya”, “Ate” or “Bunso”,
as the case may be.

The Oath of Membership shall be exclusively


administered by the Eagle National President or his duty designated representative, any
Eagle Past National President, the Eagle Executive National Vice President, and the
Eagle Regional Governor of the Region to which the Eagles Club concerned belong.

The Oath of on-site Membership shall be exclusively


administered by the Eagle National President or his duty designated representative,
either the Eagle Past National President or the incumbent Eagle Executive National
Vice President.

3) Before a prospective member will be inducted, he must first pay


all his dues to the club and the balance for his membership dues amounting to Php
5,000.00. Non-payment will mean no induction.

4) Each prospective member must secure the signatures of all the
Club Officers and at least twenty (20) regular members before the induction. This is to
ensure that all prospective members will know the officers and at least 20 members of
the club.

d. Disqualification

1) Voluntary Exit – Whenever an aspirant/s declares himself


not to continue with the process before the Membership Committee.

2) Failure on complying requirements – Aspirants who fail to


submit necessary documents on a given deadline will automatically be removed from
the list of aspirants and will not be accommodated to continue with the process. He will
have to wait for the next batch of aspirants.

3) Misconduct/Black Ribbon – Aspirants displaying


unacceptable attitude or character shall be marked black ribbon. Undesirable aspirant
shall be marked two (2) black ribbons. A prospective member who is marked with a
black ribbon and the member who marked the prospective member with such shall be
summoned separately by the membership committee for deliberation. If the conflict can
be settled, then it is settled. If not, the regular member will be given preference.
Prospective members who were disqualified because of a black ribbon or two (2) black
ribbons shall be reported to the Region to be posted in the TFOE – PE official page.

Any member of the club may mark a prospective member


with black ribbon. The concerned club member shall submit a written letter to the
membership committee stating his intent to mark a prospective member with a black
ribbon and the reasons for doing so. Reasons for giving a black ribbon shall be in
accordance with Section III, Paragraph 2 of this policy.

Upon receipt, the chairman of the membership committee


shall weigh the merits of the black ribbon and shall summon the concerned member for
further clarification on the case. If the member concerned is open for settlement, a
settlement shall be made, otherwise, the prospective member shall be terminated from
the club and he shall be made to discontinue his processing.

Only the club president can reverse the decision of the


membership committee. In such case, the concerned member shall be summoned by
the president to inform him of the decision and the circumstances behind the decision.

4. Procedure for Handling Termination of Membership.

When an active member ceases to have the necessary qualifications for


membership, the Secretary/Treasurer will personally contact the member and explain
the options that are available to maintain Club membership.

If one of the exceptions would apply to this member’s situation, the
Secretary/Treasurer will assist in taking the action that would be appropriate.

If none of the exceptions are applicable, the following steps shall be taken:

a. The Secretary/Treasurer shall immediately inform such member in


writing that membership has automatically terminated.
b. Such terminated member should be advised that a new application
could be submitted when eligibility requirements are met.

c. If re-elected to membership, such applying member shall not be


required to pay a second admission (initiation) fee.

5. Procedure for Re-Admission

a. The regular application form should be completed by such inactive


member and submitted to the Secretary/Treasurer in accordance with the Rules of the
TFOE-PE.

b. The Secretary/Treasurer presents the application to the Board,


which may request the Classification and Membership Development committees to
consider and report to the Board on the eligibility of such proposed member.

c) the Board shall then consider and proceed to ballot on such proposed
member and if approved by a majority vote, the proposed member shall be considered
duly elected to membership in which case bulletining such member to Club membership
shall be waived.

IV. Etiquette of Members.

1. All members shall observe proper etiquette, not only during official club
activities, but also in their everyday lives. Members should always remember that their
actuations reflect on the club and the TFOE in general.

2. Violence will not be tolerated. As brothers, each member is expected to


respect one another. Any dispute can be settled amicably, hence every member of this
club is expected to act as gentlemen and settle misunderstandings peacefully.

3. During club meetings, each member is expected to act professionally.


The following shall be our guidelines during meetings and other activities:

a. No gambling

b. No unnecessary shouting.

c. Conduct yourself with decorum.

d. Treat the Club’s officers with respect.

e. Respect other members.

f. Every member is responsible for the actions and behavior of their


guests.

g. Dress appropriately.

h. No nonsense.

4. Use and abuse of illegal Drug taking will not be tolerated. If found guilty, a
member is valid for termination and ban of membership.

5. Respect your Club. Your club is your family. You should treat it with due
respect as you respect your family.

V. Club Officers
A set of club officers shall be designated/elected to provide direction and
leadership to the club. The four pillars of the club shall be the president, vice-president
and two assemblymen. These four positions shall be elected by the club members and
shall have a term of one (1) Eagle year. The election procedures for the club shall be in
accordance with Book Six of the Eagles Magna Carta. Other officers of the club may be
appointed by the president. Other positions may be created as necessary.

1. President. The club president is the head of the club. He is responsible


for all the actions of the club and its members.

2. Vice-President. The vice-president is the second highest official of the


club. He shall act as the head in the absence of the president. To avoid being a spare
wheel, he is given chairmanship of a committee within the club.

3. Assemblymen. The assemblymen are the representatives of the club in


the region. They shall assist the club officers in processing and submitting all the
requirements of the club during activities which require approval of the region. They
shall likewise represent the club in conveying club concerns to the regional leadership
of the TFOE-PE.

4. Secretary. The club secretary is an appointee of the club president,


although the president may ought to have it as an elective position. The secretary is
responsible for maintaining all the records of the club as well as publishing all activities
and other publications of the club.

5. Treasurer. The treasurer is the financial manager of the club. He shall
not only be caretaker of the club funds, he shall also prepare a detailed financial plan for
the club which includes the annual budget of the club. The annual program and budget
of the club shall include all anticipated expenses of the club for the next Eagle year.
This may include all club meetings and assemblies at the regional and national level
that will be attended by the club officers. Further, the treasurer shall maintain a
statement of accounts fully backed up by receipts of all earnings and expenses of the
club which he shall present to the auditor during periodic audit of the club.

6. Auditor. The auditor is responsible for ensuring that all expenditures of


the club is according to its annual program and budget. He shall also ensure that all
expenses are reasonably priced. He shall submit all his findings during the periodic
audit to the president for proper disposition.

7. Protocol Officer. The protocol officer is responsible for ensuring that all
club activities are in consonance with the existing protocols of The Fraternal Order of
Eagles – Philippine Eagles as provided under Book Twelve, Part Two of the Eagles
Magna Carta. He shall enforce such protocols and sees to it that all members of the
club follow the said protocols. He shall not, unless authorized by the Magna Carta,
allow any member of the club, or any club, to enter the venue of a formal club occasion
without following the prescribed attire/uniform. Upon the approval of the club president,
he may seek the assistance of other regular members to aid him in his duties and
responsibilities.

8. Peace Officer. The peace officer is in charge of the orderliness of any


club activity. He shall see to it that all club members follow the proper etiquette during
meetings and other club activities. He may deputize other regular members to assist
him in his duties and responsibilities upon the approval of the club president.

9. Information Officer. The information officer should be well versed in all


of the history, policies, activities and critical information about the club. He shall be
responsible in answering any queries about the club and its activities. In instances
when the club president cannot attend to interviews about the club, the Information
Officer shall take his place unless otherwise specifically delegated to other club
officers/members. He shall also screen all public postings in social media and seek the
approval of the club president before anything about club is posted or published.

10. CARE Officer. The CARE (Commission on Awards and Recognition}


Officer shall be responsible for all the Commendations, Awards and Recognition of the
club or any of its club members. He shall prepare all awards, with its citations, of all
deserving members, upon the approval of the club president.

11. Tribunal/Grievance Chairman. He shall process all complaints,


grievances and other sensitive issues between and among club members. He shall
lead the Grievance Committee in performing its tasks and responsibilities.

VI. Committees and Boards
To assist the club president in managing the club’s activities, several committees
may be created. Different committees shall have specific purposes in order to focus on
a particular aspect or field for management.

1. Board of Directors. The Board of Directors shall provide check and


balance between the club officers. It shall process all recommendations of the club
members and other club officers to the president. It shall weigh the appropriateness
and efficiency of each recommendation. It shall also process all fund releases not
included in the Annual Plans and Budget of the club and recommend its
approval/disapproval to the club president.

2. Membership Committee. The Membership Committee shall process all


prospective and regular members of the club. The process shall start with the
acceptance of prospective members until they have undergone the 5 I’s. Once they are
regular members of the club already, it is the responsibility of the Membership
Committee to monitor and assess each member in order to ensure their active status.
Once a member fails to attend monthly meetings or fails to pay his club dues, he may
be recommended to be placed in an inactive status where he shall undergo the process
as described in Section III of this policy. The chairmanship of the committee is
dependent on the club president. The club president appoints the chairman of the
membership committee. Other members of the committee is recommended by the
chairman to the president for his approval.

3. Financial Review Committee. A financial review committee shall be


organized by the club. The committee shall be chaired by the club auditor. This
committee shall be responsible for the following:

a. Review of the Annual Plans and Budget of the club. The committee
shall ensure that all entries under the Annual Plans and Budget of the club is
accordance with existing laws, rules, regulations and policies. Likewise, it shall ensure
that the costs of the entries are within acceptable prices.

b. Conduct Audit. The committee shall audit the expenditures of the club.
It shall review the cash book of the treasurer and ensures that all expenses are in
accordance with the Annual Plans and Budget or with the approval of the club president
as the recommended by the Board of Directors.

c. Prepare audit reports. The committee shall prepare their audit reports
and submit same to the president, copy furnished to the Board of Directors, for his
perusal.

4. Grievance Committee. The purpose of the Grievance Committee is to


give club members an easy way to bring up troubling or potentially sensitive issues with
club officers or other club members. The committee shall be chaired by the Club
Tribunal/Grievance Chairman. It shall process all complaints, grievances, and
misunderstandings of existing regular members of the club. It shall likewise settle
amicably, disputes among club members. It shall counsel club members who have
grievances to other club members or officers. The committee shall treat each complaint
with utmost confidentiality.

5. Policy Review Committee. The club president shall appoint the


chairman for the Policy Review Committee. The committee shall be responsible for the
following:

a. Conduct the annual policy review for the existing club policies.

b. Evaluates the appropriateness, applicability and soundness of


every provision of the existing club policy.

c. Presents the findings of the Policy Review to the Board of Directors


for proper endorsement to the club president.

d. Propose amendments to the existing policy, if necessary.

e. Disseminates to other club members (during GMMs) the approved


amendments, if any.

6. Committee on Awards and Recognition. The Committee on Awards and


Recognition shall be chaired by the CARE Officer. It shall perform the following duties
and responsibilities:

a. Prepare and implement rules and regulations pertaining to the


giving of awards and recognition by the club.

b. Recommend to the club president, thru the board of directors,


individuals or groups, bonafide members or any other persons who are worthy of being
awarded by the club.

c. Prepare the citation for awards and the award itself.

d. Provide the information officer a copy of the list of awardees and


their respective awards for proper publication.

VII. Finances and Expenditures.
1. The club shall be collecting monthly dues from its members in order to
sustain the activities of the club. This shall be the main source of funds of the club.
Other income of the club shall be from the products, memorabilia and other items that
are sold to club members by other groups or other club members themselves.

2. Club Dues.  Club Members dues shall be assessed depending on the


amount which we may approved and shall be paid every start of the Eagle Year.

a. Regular Club Dues:

Monthly dues of Php300.00 per month or Php3,600.00 per annum


Membership renewal and ID – Php 1,000.00

b. Regular club dues may be paid semi-annually at Php 2,300.00

c. Other club expenses may be divided among equally among members


of the club.

d. Prospective members shall be charged with an amount of Ten


Thousand Pesos (Php 10,000.00) that shall be inclusive of his membership fee, Official
Eagles ID, Eagles Magna Carta of the Philippine Eagles, aspirant’s shirt, club shirt, and
expenses for the induction rites.

3. Financial Assistance to Members.

In case a member, his wife or his child or any direct dependent (parents in
case of single members) the club is committed to provide financial assistance. The
assistance shall be charged against the fund of the club. The table below shall be the
commitment of the club to each member in case of emergencies:

4. Alalayang Agila. Alalayang Agila is the assistance provided to a member
of a club or a member of the TFOE as a whole. As a long loved tradition of the TFOE,
an Eagle extends assistance to his fellow Eagle in any way possible. More often than
not, Alalayang Agila is extended to members who are in need of financial assistance.

a. For the purpose of uniformity, each club member will be required to


provide Fifty Pesos (Php 50.00), that will be collected by the club treasurer, as support
to the club member requiring assistance. This shall be over and above the support
provided by the club. Club members are not barred from making additional
contributions if they deem it necessary.

b. Process. This process shall be followed in requesting for


assistance:

1) The member requiring assistance shall make a request letter


addressed to the club president, thru the club secretary, stating the circumstances by
which he is making such request. In case the concerned member is not capable of
making such request, the member who has knowledge of the circumstances may make
the request on behalf of the concerned member.

2) The request shall be processed by the club secretary and


shall endorse the request to the board of directors for endorsement to the club
president.

3) Once the club president approves such request, he shall


communicate the request to the Regional Governor so that other clubs under the region
may also contribute to assist the requesting member. While waiting for the process of
the region, the club president, with the concurrence of the board of directors, may
already authorize the release of club funds to the concerned member. These funds
include the support of the club as well as the uniform contribution (Php 50.00 per
member) of the club members.

4) Once the Regional Governor approves the request, he shall


execute a memorandum to the other clubs of the region to provide support to the
requesting member.

5. The club treasurer shall be the sole safekeeper of all collections and funds
of the club. He shall be responsible for the timely collection of dues as well as other
income of the club. His other responsibilities are discussed in Section V of this policy.

6. Annual Program and Budget.

An Annual Program and Budget shall be prepared by the Treasurer and


the Financial Management Committee which shall be presented to the Board of
Directors for endorsement to the President. The Annual Budget shall encompass all the
expected expenditures for the following Eagle Year. The budget shall be prepared

before the celebration of the Charter day of the Club. Among the expenditures to be
considered are the expenses that would be incurred by the President, Vice-President,
and Assemblymen for their attendance in Regional and National Assemblies; General
Monthly Meetings of the Club; Quarterly Community Service of the Club; Charter Day
Celebration and others.

Once the budget is approved by the Club President, it shall serve as the
financial management guide of the Club Treasurer. Should there be expenditures that
is not included in the budget but is considered as necessary, the treasurer shall make a
separate presentation to the Board for their appreciation and shall be duly endorsed to
the Club President for approval.

7. Audit.

The club auditor, together with the Financial Review Committee, shall
conduct a monthly audit of all the expenditures of the club. They shall ensure that all
expenditures are in line or included in the Annual Program and Budget of the club.
They shall ensure that all fund releases of the treasurer are properly liquidated
supported by receipts. The auditor, thru the Financial Review Committee, shall make
an audit report and present it to the Club President.

8. Financial Report.

A monthly financial report shall be prepared by the club treasurer. This


report shall be presented during the General Monthly Meetings of the club. The report
shall include all collected funds, funds receivables, expenses for the month and the
remaining balance of the club funds.

VIII. Meetings and Assemblies.


1. General Monthly Meeting. A General Monthly Meeting shall be
scheduled every 3rd Saturday of the month. During the GMM, all members as well as
aspirants are expected to attend. The club secretary shall announce or post the time,
date and venue of the next GMM at least one week prior to the meeting. All members
who have valid reasons to be absent shall communicate to the president, thru the
secretary, their reasons for not attending in order for their absence to not be counted as
actions for being inactive.

2. Emergency Meetings. In cases of issues that need to be addressed as


soon as possible, the Club President may call for an emergency meeting. The Club
Secretary shall announce the time and date of the meeting as well as the attendees and
venue of the meeting. If possible, the agenda for the said emergency meeting shall also
be announced. Other club members may attend the said emergency meeting if the
Club President allows them to.

3. Regional and National Assemblies. These assemblies are attended by
the Club President, Vice-President and assemblymen.

IX. Eagles Solemnities


The following Eagles Solemnities shall be memorized by heart by all club
members and prospective members. These solemnities embody the essence of being
a member of The Fraternal Order of Eagles – Philippine Eagles.
