1. Introduction: Background of the project

Mekelle University is a higher education and training public institution located in the city of Mekelle,
situated in the northern Tigray Regional State of Ethiopia. It is 783 kilometres away from Addis Ababa,
the capital, to the north.

Mekelle University College was established in 1993 with 42 students. After two years, the Faculty of
Science and Technology was established at the same campus and, together, these two faculties were then
upgraded to Mekelle University College.

Now (2008 E.C) Mekelle University has five campuses, with two more under construction within
the city of Mekelle. These five campuses are:-

 Endayesus Main Campus or Arid campus


 Adi Haqi Campus
 Ayder Campus
 Kalamino Campus
 Aynalem or MIT Campus

At present (2008E.C), Mekelle University is one of the secular public universities in Ethiopia. It has
more than 90 undergraduate and 70 postgraduate programs. The student capacity of Mekelle University
has reached 31,000 or 10% of Mekelle's population.

The mission of Mekelle University is pursuing academic, research and community service and
contributing to the advancement of knowledge, economic growth, and social welfare to national and
international community through empowering local communities, exceling in innovation and
entrepreneurship, and partnering with national and international institutions and its vision is to be one of
the leader of higher institution of teaching and learning in Ethiopia and to continually improve and
consultancy services to meet the needs of the society and community and to become one of the top 25
universities in Africa

2. Statement of the problem


 It is costly to travel from place to place for education.
 There is wastage of different educational materials like handouts, assignment papers, exam papers
etc…
 There is shortage of education material because of duplicator or photocopy and equipment’s.
 There is a problem in arrangement of class rooms so different class overlap occurs.
 The teaching learning process is not 24/7.
 The instructors are busy in handling many courses for different sections and missing of classes
will be occurred.
 There is a material delivery problem for all students that are given from the instructor.
 During submission of assignments instructors might not be present in there office especially in
celebrations and holydays.
 If the Instructor misses class by any means the students will also miss class and waste his/her time.
 If the student misses class by some problem he/she will not get that class session again.
 If there is different instructor assigned in different section of the same department there will not
have the same kind of knowledge.
 Educational material is not delivered by the right time when needed
 There is an additional cost for students when doing assignments and copying other materials

3. Project objective

3.1 General objective


 The general objective of our project is to develop a web based e-learning system.

3.2 Specific objective


 To reduce wastage of different educational materials like handouts, assignment papers, exam
papers etc…
 To reduce shortage of education material because of duplicator or photocopy and equipment’s.
 To reduce a problem in arrangement of class rooms and class overlaps.
 To make the teaching learning process 24/7.
 To reduce instructors being busy in handling many courses for different sections and missing of
classes.
 To reduce a material delivery problem for all students that are given from the instructor because
once the instructor submits it will be reached for all.
 To make submission of assignments computerized.

 To get class session again if the student misses class by some problem
 To give Educational material by the right time when needed

4. Scope of the project


In our project the scope for this Web Based E-learning are Administrator that will have tasks like
registering for teachers, controlling the system, updating the system and Students will have tasks like
uploading assignments, downloading handouts, take exam and others. Finally the teachers will give
assessments, handouts, give grades, give exams etc...

5. System development methods

5.1 Data Gathering


 We will gather the information or data from the university using techniques that help to gather
information that let us have sufficient information to develop our project.

5.1.1 Interview
o We will use an interview method to gather the information about the system and all
possible problems on the organization.

5.1.2 Observation
o We will observe the organization performing directly in person. which lets us to
thoroughly examine the system

5.2 System development tools


 Among the different methodologies available we are going to use the object oriented
approach for the development of our system. Because it is best way to construct, manage and
assemble objects that are implement in our system, and the composition of objects and
collaboration between objects on the system.
 During this phase we will look at the problem domain, and with the aim of producing a
conceptual model of the information that exists in the area which will be analyzed. This Model
the functions of the system (use case modeling), the objects and also the relationship between
them and finally model the behavior of the objects.

5.3 System Requirement

5.3.1 Hardware Requirement


For the system to run smoothly and without any drawbacks the following must be fulfilled as a
minimum requirement.

 Computers that can fully function


 Processor: Intel Processor minimum of 1.4 GHZ
 RAM, 1 GB or more
 A minimum of 60 GB hard disk
 Drive removable disk
 CD/DVD

5.3.2 Software Requirement


 WAMP:- server 2.5
 Dreamweaver 8
 PHP:- implementation language
 HTML 4, and CSS for design a good look of interface
 UML: Unified Modeling Language
 Microsoft word for documentation purpose
 Windows 7 operating system
 Visual paradigm for UML 8.0 enterprise edition drawing
 Mozilla, Internet explorer and Chrome
 Smart draw (for Gantt chart)
 Adobe Photoshop (for editing)

6. Significance of the project


Because of this E-learning system, students will get the opportunity to learn anywhere and
anytime, they can use their time effectively, there will not be a missing of class session, there will not be a
problem of transportation cost, there will not be shortage of materials and others.

The instructor’s will also be benefited. for example they will not think about the duplication of
handouts and assignments in reaching to students by the right time, there will not be a class load on one
instructor and many others.
