I. Project Location

A. Biophysical Profile

Talim bay is home to mangrove species such as Kalapinay, Pagatpat, Padada,


Nipa and Rhizophora spp. Mangrove trees taper along Talim Bay - from Talim point
to Lumaniag proper with a total mangrove area estimated at 50 hectares (0.5 km2).
Over time however, the local government unit of Lian and DLSU noted the
threat of sedimentation, flooding, cutting and grazing of domesticated animals and
efforts to reforest the area intensified. Recent mapping activities conducted by
the DLSU Center for Social Concern and Action (COSCA), in partnership with
the Lumaniag Fisherfolk Association (LFA), Inc., partner people’s organization in the
area and the LGU of Lian, Batangas noted that a significant portion of the
riverbanks were rehabilitated through enrichment planting and thus mangroves
were observed to have reemerged. The species that were planted include, among
others avicenia (apiapi) and sonneratia (pagatpat). Seeds and wildlings of these
species were collected from Talim bay’s mangrove area in Brgy Lumaniag.

The proposed improvement of Talim bay’s ecotourism through the Lian


Fisherfolk Association, Inc. will specifically focus on the construction of a boat
which, fabrication and construction will be managed by LFA located at Sitio
Kayreyna, Brgy. Lumaniag, Lian, Batangas.

B. Socio-economic Profile of the community

The coastal areas adjacent to Talim bay are major sources of livelihood for the
coastal communities of Lian, Batangas. Almost half of the people from the coastal
communities of Lumaniag, Binubusan and Luyahan are dependent on resources that
Talim bay provides - food fish, tropical aquarium fish, shells, crabs and sea
cucumber. The threat brought about by continued natural calamities, anthropogenic

activities such as deforestation, illegal fishing, illegal cutting of mangroves, and over
extraction of resources and sedimentation are but some of the challenges that Talim
bay face.

Sitio Kayreyna is a fishing village located in Brgy Lumaniag, Lian, Batangas with
1,000 people population. Most of the people in the community are fishers and most
rely on Talim bay’s resources for their livelihood. Since the only means of
livelihood is sea-based, most, if not all have limited source of income during
unfavorable weather condition. The community including members fishers of LFA
make use of all possible income generating activities, including its ecotourism
activities to support their needs.

Fishers complain of dwindling fish catch and of decreasing number of other


marine life once abundant in the area. Fishers organized themselves with the
assistance of DLSU-COSCA to protect the remaining marine eco-system from
further degradation. One of the strategies implemented to protect the remaining
marine ecosystems through mangrove propagation and planting inside the Bay. A
mangrove nursery was set up with species endemic to the area (i.e. apiapi and
pagatpat). Mangrove seedlings were planted in identified areas of Talim bay.

Mangrove nursery maintenance is a supplemental project implemented by LFA


for their member fishers. The proposed ecotourism facility improvement project will
help boost tourism in the area as various visits and consultations are conducted with
the community through the fishers’ organization. This is parallel to the efforts of
LFA of planting more mangroves and rehabilitating the coral reef and nurturing
at the same time the seagrass in the area.

C. Governance

The project site is covered by a Coastal Resource Management (CRM) plan


approved and adopted by the local government of Lian, Batangas. The CRM plan
aims to conserve, protect, and sustainably manage the coastal resources of Talim bay
and the adjacent coastal areas. DLSU-COSCA and the Ramon V. del Rosario-
College of Business (RVR-COB) will assist the community in terms of capacity
strengthening of LFA, the local organization and in the long run enable LFA to
co-manage the implementation of CRM. Specifically, for this proposal, LFA will
administer the fabrication /construction of the banca.

II. Rationale:

Talim Bay and the adjacent coastal areas are important areas for biodiversity
conservation given its ecological service and economic value (estimated to be worth
Php14.0 Mn.). Similar to the fate of many coastal areas in the country, Talim bay is
threatened by the continued natural calamities and anthropogenic activities.

LFA, together with its partner organizations continues to pursue mangrove
reforestation to rehabilitate the mangrove forest of Talim bay. Recognizing the
importance of building informed and concerned local stakeholders, the project raised the
awareness of young students on the importance of mangrove conservation. LFA was
established and its members are being trained to serve as keepers of the mangrove
forest. The formation and strengthening of people’s organizations (POs) in Talim bay
provides opportunity to step up engagement of the fishers - from active biodiversity
conservation partners to lead proponent and in the long-term to be conservation
champions.

While much has been gained in terms of rehabilitating the mangrove forest of
Talim bay, there is a need to sustain these gains by continued conservation efforts and by
further strengthening the communities and developing viable social enterprises in the area
to help augment their incomes and in the long run contribute to poverty alleviation.

The mangrove rehabilitation efforts had expanded to adjacent coastal areas,


replicating the small successes in this initiative. There is now need to establish viable
enterprises that will provide sustained income for the community members as well as
provide local funding for conservation. Talim bay’s potential for SE will be maximized
with the proposed fabrication / construction of banca. This will help improve LFA’s
eco-tourism facility and at the same time assist the organization in managing their
marine protected area.

Also, part of the initiative to enhance the eco-tourism facility is the DLSU-
RVR-COB recently facilitated the fabrication of a raft which is being utilized for
Talim bay’s eco-tourism-related activities. Attached as Annex “A” are pictures taken
during the November 2017 Raft Turn-Over ceremony and the distribution of shirts
for LFA member - fishers. LGU-Lian also led the improvement of the existing
Boardwalk.

The proposed 12 to 15 - seater motorized boat will tow the Bamboo raft to the
Snorkel area and will be utilized in the monitoring of giant clams and for reef
checking.

General Objective:

The proposed improvement of LFA’s eco-tourism facility, specifically the


fabrication / construction of an outrigger or banca will help provide local funding for
conservation and help facilitate the establishment of viable and sustainable enterprises
that will provide sustained income for local fishers.

Specific Objectives:

1. To secure funding assistance that will support an improved ecotourism facility for
LFA ( i.e. fabrication /construction of an outrigger or banca).

2. To provide additional source of income to the community;

3. To help monitor activities for bio diversity conservation initiatives in Talim Bay.

III. Outcome or Expected results

1. Availed of a funding assistance that will help support the improvement of the
ecotourism facility for Talim bay ( i.e. Fabrication / construction of a banca ).

2. Conducted/facilitated training on eco-tourism administration /management;

3. Strengthened the capacity of the partner people’s organization.

IV. Strategies to achieve results

1. Continued Rehabilitation, Protection, and Maintenance of Talim bay’s Mangrove


Forest

The project will continue to rehabilitate areas within the 50- hectare mangrove
forest in Talim bay. Re-stocking activities will be conducted in areas damaged by
typhoons that devastated the area in the past months.

Expansion of mangrove forest restoration, rehabilitation, and enhancement will be


pursued in adjacent areas of Talim bay.

2. Social Enterprise Development

The key strategy in ensuring the sustainability of the community-based


conservation initiative is in transforming conservation action into social
enterprises – community action that also provides sustainable financing for the
conservation initiatives as well as provide viable and sustainable income stream
for members of the community through its nursery (seedling bank and mangrove
based eco-tourism)

3. Capacity-building

The project aims to strengthen the community ownership of conservation in the


coastal areas of Lian. To achieve this, the management of the project shall be
transferred by COSCA to its community partner. During this transition phase,
COSCA will serve as the legal holder and fund manager and at the same time
train the fisher folk association in managing the funds of the group.

4. Strategic Partnerships

a. Core Partners – The success of the project relies on the strong partnership
of the LFA, the DLSU-COSCA, the Ramon V. Del Rosario College of
Business (RVR-COB) and other DLSU Departments/Colleges and the
local government unit of Lian, Batangas

b. Networking and Linkages – The project’s core partners will actively


expand its network and linkages in order to cultivate more support for the
conservation initiatives in the coastal areas of Lian. Through networking
and linkages, the project will also be able to establish and expand its
market/clients for its social enterprises.

VI. Sustainability Mechanism

Strategies to help sustain initiatives to enhance eco-tourism in Talim bay are being
implemented. This includes the continued capacity building of the Lian Fisher folk
Association, Inc. to enable them to sustain conservation initiative and pursue their
own resource mobilization activities tied up to the social enterprises that will provide

sustainable source of income for the fishers.
