The Constitution

Overview
Turkey Alumni Association of Somaliland (TAASO) is an association of Somalilanders who
graduated from Universities in Turkey. The association was established on …………….. in
Hargeisa, Somaliland. The primary aim of TAASO is to bring together, and unite, alumni of
Turkish Universities from Somaliland. Members of the Alumni association are those who
received university degrees (undergraduate, masters and doctoral degrees) from the universities
in Turkey. The head quarter of TAASO is in Hargeisa, Somaliland and given the presence of
alumni members in different cities of Somaliland, the association will establish offices in those
regions if needed.
TAASO will serve as a charity (non-profit) organization which contributes to the development
and wellbeing of the Somaliland community.

Preamble
We, the members of Turkey Alumni Association of Somaliland, to fully realize our purpose, do
hereby adopt and establish the constitution as the guiding instrument of our organization.

Article I: Name
The name of this organization shall be Turkey Alumni Association of Somaliland.

Article II: Objectives, Vision and Mission


Section 1: Objectives: the objectives of TAASO are to
A. Be a platform, whereby, alumni of Turkish Universities from Somaliland can come
together and cooperate,
B. Play an active role in strengthening and improving the business, economic, social and
political relations between Turkey and Somaliland,
C. Serve as a charity (non-profit) organization which contributes to the development and
wellbeing of the Somaliland community,
D. Conduct researches in issues affecting the relations between Somaliland and Turkey,
E. Carry out knowledge/skill transfer trainings.

Section 2: Vision: TAASO desires to be a prominent charity (non-profit) organization which


transforms the lives of many Somalilanders as well as communities to the better.

Section 3: Mission: the organization, (a) in collaboration with the Somaliland Government,
Turkish Government, Turkish Organizations and other international organizations, (b) exploiting
the knowledge, skills and experience of its members will participate, and contribute to the
humanitarian, social and economic development of Somaliland.

Article III: Membership


Section 1: membership in Turkey Alumni Association of Somaliland (TAASO) shall be limited
to every Somalilander who graduated from university in Turkey.
Section 2: to qualify for membership, every member must submit a copy of a verifiable
university (in Turkey) certificate.
Section 3: to keep his/her membership, every member must pay his/her membership fee.
Section 4: membership shall be approved in a general assembly meeting.
Section 5: all members have the right to elect and be elected.

Article IV: Organizational Structure


Section 1: the central body of TAASO is the General Assembly which is composed of all alumni
members.
Section 1: the officers of the organization shall be elected from the general assembly. Any
member seeking to hold office must satisfy the conditions of membership,
Section 2: the elected officers of TAASO shall consist of chairperson, deputy chairperson,
secretary and finance officer.

A. Chairperson
B. Deputy chairperson

D. Finance officer
Section 3: elections
A. All officers shall be elected in January and shall serve on two years term.
B. All officers shall be elected by a majority of the votes cast by the members of the General
Assembly.
C. The electoral process shall be decided by the electoral committee, nominated by the
administration in office.
Section 4: officer’s duties
A. The chairperson shall
1. preside at all TAASO meetings;
2. have the authority to appoint all committee chairpersons;
3. to create new committees;
4. to act as a spokesperson for the organization;
5. monitors that all assigned activities are executed and that all committees perform their
duties,
6. take on other duties as assigned.
B. The deputy chairperson shall
1. preside at all TAASO meetings in the President’s absence, and in the event of his/her
resignation; become the chairperson of the organization for the duration of the term
2. support the President on special projects;
3. serves as coordinator of all committees and
4. take on other duties as assigned.
C. The Secretary shall
1. handle and keep a record of all TAASO business and correspondence, including but not
restricted to recording minutes at all TAASO meetings,
2. keep an up-to-date file on all members;
3. inform members of all TAASO meetings and activities and
4. assume managerial duties in the absence of the chairperson and deputy chairperson.
D. The finance officer shall
1. handle all financial transactions of the organization, including, but not restricted to the
collection of dues (membership fees) and recording all transactions.

Article V: Dues and Finances


Section 1: to keep his/her membership, every member must pay his/her due (membership fee)
during the specified period.
Section 2: TAASO will finance its activities through membership dues or funding from
governmental as well as non-governmental institutions.

Article VI: Meetings


Section 1: regular meetings shall be held every six months.
Section 2: the agenda of the regular meetings shall be prepared by the respective bodies prior to
the meetings.
Section 3: members shall be briefed about the prospective as well as on-going projects and
activities.
Section 4: extraordinary meetings can be called by (a) the chairperson, (b) the executive body
and (c) two-thirds (2/3) of the General Assembly.

Article VII: Removal from Office


Section 1: any officer must lose his/her position due to death, resignation or dereliction of duty.
Section 2: If dereliction of duty, at least 15 members must file a motion against the officer and
the decision should be made in a two-thirds (2/3) vote of the members.

Article VIII: Constitutional Amendments


Section 1: amendments to the constitution must be proposed by one-third (1/3) of the members at
any regular meeting.
Section 2: proposed amendments will become effective following a two-thirds (2/3) vote of the
members.
