PROPOSITION AND SCOPE OF EOI
A. Introduction:
The Ministry of Road Transport & Highways [MoRTH] in conjunction with National Highways Authority of
India [NHAI] has planned to set up 23 new highways by March 2025 including a network of expressways
and economic corridors to cater to an increasing passenger & cargo traffic on the highways.
In order to further create a world class infrastructure for both greenfield and brownfield highways
across the country, MoRTH along with NHAI has proposed to develop comprehensive facilities called
Wayside Amenities WSA
passenger comfort and safety as well as increase economic opportunities on the highway stretches.
More than 600 sites are proposed to be developed across the country, contributing to an excess of 3000
hectares of areas, spread across 22 states. The wayside amenities would typically include facilities such
as fuel stations, food courts, restaurants, small retail stores, convenience stores, hotels, motels,
entertainment zones, etc. The wayside amenities would be developed and maintained through private
participation.
Indian Oil Corporation Limited has currently won the lease for 16 such wayside amenities, 4 of which are
located on brownfield highways while 12 on greenfield highways; 10 of which are situated on the
wayside of the upcoming Delhi-Mumbai expressway.
This document is meant for the purpose of soliciting expressions of interest for the development,
operation and maintenance of non-fuel facilities at wayside amenities sites.
B. Objective of EoI:
IOCL
companies/ JVs/ consortiums with capabilities to develop, operate and maintain non-fuel facilities at
WSAs won currently by IOCL as well as all future sites that IOCL will be partnering for with NHAI &
Others. The scope would be defined as follows:
- Development: Construction of warm shells, if required, for several facilities to be run at the wayside
amenities site and equipping the structures with necessary fixtures, furnishing and equipment in such
warm shells.
- Operation:
o The Party shall run the facilities at the wayside amenity and will be in charge of all personnel
and other resources deployed at the facilities
o The Party must also ensure that all point-of-sale systems are fully automated-closed loop
systems with the monthly transaction data being shared with IOCL

- Maintenance: The Party will take charge of ensuring cleanliness, safety, proper lighting and adherence
to the prevailing quality standards in the provision of goods and services to customers.
The facilities as stated above include, but are not limited to, the following:
C. IOCL NHAI Wayside Amenities Site Specification for recently acquired sites:
Brownfield Highways:
1. NH7, Chikkaballapur: KM Stone 502.640 (RHS) on Hyderabad-Bangalore Road; Navayuga Toll;
7.9 acres land parcel, located 60km from Bangalore city; IOCL having a 30-year lease on the land
parcel
2. NH-44, Udhampur: Lota Village; 2.5 acres land parcel on the LHS; IOCL having a 30-year lease on
the land parcel.
3. NH27, Nagaon: Km stone 278.663 at Uriagaon (West of Rotary), Nagaon, Assam; 1.4 acres land
parcel on the RHS on NH27; IOCL having a 30-year lease on the land parcel.
4. NH-7, Chimnajari: On Nagpur Hyderabad Road at Chimnajari; 4.5 acres land parcel on RHS on
NH-7.
Greenfield Highways:
1. NH21, Mandi: Km Stone 192.714 on NH21 LHS, Mandi Village, Mandi (LHS & RHS); 6+ acres land
parcel on each side, to be located on a new bypass being created for Mandi Village on NH21;
IOCL having a 30-year lease on the land parcel.
Mandi sites will have a high attractiveness for passenger vehicles travelling to Punjab & J&K from
Delhi / Haryana.
2. Delhi Mumbai Expressway: 10 sites on Delhi Mumbai Expressway on the Delhi-Dausa (DD)
section at a distance of 19km [LHS & RHS], 33km, 34km, 63km, 69km, 172km [LHS & RHS],
195km [LHS & RHS] from the Toll plaza after Manesar (direction from Delhi to Manesar) with
land parcels ranging in size from 2 to 40+ acres; IOCL having a 15 year lease on the land parcel.
DME sites may be exclusively for passenger vehicles, exclusively for commercial vehicles or for
both passenger and commercial vehicles.
The sites will provide established demand from both highway traffic. For illustration, the
expected traffic from the DME sites above is listed.
