JHARKHAND
Jharkhand ("The land of
forest") is a state in eastern India,
created on 15 November 2000, from
what was previously the southern
half of Bihar.The state shares its
border with the states of Bihar to the
north, Uttar Pradesh to the
northwest, Chhattisgarh to the west,
Odisha to the south and West Bengal
to the east. It has an area of 79,710
km2 (30,778 sq mi). It is the 15th largest state by area, and the 14th largest by population. Hindi
is the official language of the state.The city of Ranchi is its capital and Dumka its sub capital. The
state is known for its waterfalls, hills and holy places: Baidyanath Dham, Parasnath and Rajrappa
are major religious sites.
About the College
A.S College, Deoghar, Accredited B+ by NAAC, a constituent unit under S.K.M.U Dumka
started its journey towards the path of excellence in the year 1969 under the able guidance of Dr
H. Narayan, the founder Principal of the college. It was started as an evening college and gradually
with the increase in the number of students, it became a day college. At present A.S College,
Deoghar has two separate blocks where teaching of Arts, Commerce and Science is imparted with
able and proficient teachers. Apart from the teaching of general courses, it runs the department of
Management and Computer Science. In the year 2008 the department of BBA (H), BCA (H) were
established. The teaching of Add on course in computer application, ASP&SM and Library
Science are also being done here. In the year 2015, the college got permission from MHRD and
UGC to start Community College scheme. Under this scheme, Diploma in Hospitality
Management was started with a maximum intake of 50 students in each semester. The students of
first batch got their diploma in December 2015 and are placed in different Hotels of Jharkhand and
Bihar. This is the only college under S.K.M University Dumka where the community college has
been running successfully. The college has an identity of an educational hub as far as vocational
course are concerned. The department of Education is also running here quite successfully, where
students get their B. Ed degree. P.G, teaching of Commerce is also imparted here with utmost
sincerity and care. In the field of Academics, the students have proved their excellence.

Indian Economic Association (IEA) is the oldest, the largest and
the only national association of professional economists in India.
Established in 1917 by Prof. C.J. Hamilton in Calcutta, it has now 10000+
members of various categories from all walks of life and from all parts of
India and abroad. This Association is proud of having as its President, the
Nobel laureate Prof. Amartya Sen who was the President of the
International Economic Association. Among its former presidents, it has
renowned scholars like, R.K.Mukherjee, C.N. Vakil, D.R. Gadgil,
J.P.Niyogi, V.K.R.V. Rao, B.R. Shenoy, A.K.Dasgupta, B.K.Madan,
S.K.Basu, D.T.Lakdawala, K.N.Raj, V.M.Dandekar,
M.S.Adhiseshiah,Bhabatosh Datta, P.R. Brahmananda, Gautam Mathur,
D.M. Nanjundappa, Manmohan Singh, S. Chakroborty, Alak Ghosh, C.

Indian Economic Association has been organizing annual Conference every year with special/ memorial
lectures, Symposia and current topic sessions, keynotes addresses and technical sessions. The Hon’ble
vice President Shree M. Venkaiha Naidu has inaugurated 102nd Annual Conference at Pandit Ravishankar
Shukla University Raipur(CG). In the Past, his excellency Dr. Pranav Mukherjee and Present President
Shree Ram Nath kovind inaugurated Annual Conference. During its 104 years of the illustrious existence,
the Indian Economic Association has distinction of organizing annual conferences throughout the breadth
and width of the
country on various
contemporary issues
as the themes of the
conference. Besides
these IEA had the
distinction of
arranging special and
memorial lectures
delivered by world
renowned
Economists of India.

With special Reference to Jharkhand
Concept Note
Education is the foundation for achieving human development, just society and national
development. Universalization of quality education is essential for developing and maximizing
India’s rich talents and resources for achieving rapid economic growth, ensuring social justice and
equality, scientific advancement and national integration. The National Education Policy 2020
aims at the revision and revamping the present system of regulation and governance and to create
a new system that is aligned with the SDG4, while building upon India’s traditions and value
systems.
The teacher is at the centre of reforms in the education system. This policy intended to recruit the
very best and brightest to enter the teaching profession by ensuring dignity, and autonomy while
guaranteeing quality control and accountability. This policy aims to provide a quality education
system to all sections of the society focusing on marginalized, disadvantaged, and
underrepresented groups for achieving economic and social mobility, inclusion, and equality.
The salient features of the NEP 2020 are Self – reliant India, SDG4, reinforcing and boosting
economy through entrepreneurship, internationalization of higher education, digital educational
infrastructure empowering society and knowledge economy and a new layered accreditation
system. NEP-2020 is planned to encourage programs and initiatives such as make in India, skill
India, start-up India and latest being Atma-Nirbhar India. The Covid19 crisis has shown the need
for a self-reliant society and it aims to provide opportunities to the unemployed through a self-
sustained skill-based model.
Through the principle of SDG-4, the NEP aims holistic development of an individual through
positive inclusive education from school education to higher education extended to climate,
culture, values and environment awareness. The purpose is to formulate the students think and
adopt an eco-friendly lifestyle since the primary level of education. The NEP has also laid emphasis
on increased flexibility and choice of subjects of study particularly at secondary school level. NEP
2020 is an ambitious and futuristic policy recognising the importance of foundational learning on
a more holistic development of children, the shift from the 10+2 system to the 5+3+3+4 — with
foundation, preparatory, middle, and secondary stages. Teaching of an Indian language will protect
and promote our linguistic and cultural diversity and a mother-tongue based multilingual education
system will pave the way for identity. The multiple exit and re-entry system, credit transferability
across the universities, and multi-disciplinarity in the higher education system will provide more
flexibility to students.
Although the NEP 2020 aims to bring a holistic change in the education system of India, there are
substantial challenges, both quantitative and qualitative, in implementing the reforms. The policy
envisages the redesign of the school curriculum. Gaps in physical teaching and laboratory
infrastructure are a great challenge and the cost associated with building digital infrastructure might
not be affordable for all schools across the country. NEP 2020 aims to make education system
holistic and flexible however, accomplishing these goals needs to overcome all the execution
challenges subsequently in a sustained manner.
NEP 2020 recommends many transformational ideas for education. It seeks to ensure literacy and
numeracy in a mission mode. There will be no tight distinctions between arts and sciences, between
curricular and extra-curricular activities, between vocational and academic streams. It promotes
active pedagogy, development of core capacities and life skills. NEP focuses on empowerment of
teachers and improving their recruitment and service conditions. Policy envisages separation of
regulatory, administrative and policy making functions to eliminate conflicts of interest and setting
up of a State School Standards Authority. There is also a greater emphasis on technology to
improve multiple aspects of education including learning, assessment, planning and administration.

SUBMISSION GUIDELINES

LAST DATE OF SUBMISSION OF PAPERS

Papers must reach the latest by 05th March 2022. Papers received after the last
date will not be considered for publication in the Special Issue of the Indian Economic
Journal. Papers submitted by delegates after the due date may be allowed to present only
after getting the permission of the Chair. The paper should be in about 3000 words typed
in Times New Roman font 12 in 1.5 space, with an abstract of 500 words. Papers without
abstracts will not be considered for publication. Articles should be typed in MS-WORD
only. Research Papers on other formats, like pdf will not be considered.
