DefendUP Network Defend UP Defend Academic Freedom Manifesto
We are #DefendUP, a campaign network for all efforts and initiatives of the UP Community –
students, teachers, staff, alumni, community members – to uphold and defend academic
freedom and human rights for the university and the nation. We share the common principle that
UP is and must remain a safe space for free thought, expression, criticism and dissent. We are
united in upholding the 1989 UP-DND accord and demanding its reinstatement to protect
academic freedom while combating all violations of rights and freedoms of the community,
especially by state forces.
January 18, 2021 marks the day of the unilateral abrogation of the UP - DND Accord. An entire
year has passed since members of the UP Community have collectively experienced
state-enforced attacks. Harassment, intimidation, and red-tagging has worsened, moreso amid
the militaristic response of the administration to address the pandemic.
The unilateral abrogation of the UP-DND Accord entailed various effects on the UP Community.
Threats are evident in limiting the exercise of academic freedom and continuous red-tagging of
state machinery in attempts to silence the critics of the government. Several cases of
harassment, intimidation, red-tagging, and campus incursions by the police and military were
seen especially at the onset of abrogation of the accord. The absence of the accord intensified
the threats to the security of students and leaders of the academic community.
As Senate will be resuming its sessions this January 17, we urge the Committee on Higher,
Technical and Vocational Education and our duly elected Senators to immediately pass four
bills that seek to institutionalize and strengthen the provisions of the UP-DND Accord by
inserting them into the UP Charter – specifically HBN 10171, SBN 2002, SBN 2014, and SBN
2035.
The UP Community calls and urges UP alumni Senators Franklin Drilon, Dick Gordon,
Francis Pangilinan, Miguel Zubiri, Sonny Angara, Nancy Binay, Pia Cayetano,
Koko Pimentel, and Cynthia Villar to stand with the UP community and defend the very
lifeblood of the university - academic freedom.
As legislators and committee members, whose primary unity lies in advancing the sanctity of
educational institutions, it is imperative that we spearhead measures to protect educational
spaces for the welfare of the entire community and to carry out our firm position that universities
must uphold academic freedom. As the premier national university of the country, it is necessary
that UP leads in having firm institutional safeguards as it is a crucial step for nation building and
institutionalizing campus security measures.
