1.0 SCOPE This specification covers the technical requirements of design, manufacture, testing at
manufacturer’s works, packing, forwarding, supply and unloading at site/store and
performance of 11kV Pole Mounted Autorecloser and Sectionaliser with all accessories
and necessary training for trouble free & efficient performance.
It is not the intent to specify completely herein all the details of tech design and construction
of material. However, the material shall conform in all respects to high standards of
engineering, design and workmanship and shall be capable of performing in continuous
commercial operation in manner acceptable to the TATA POWER-DDL, who will interpret
the meanings of drawings and specification and shall have the power to reject any work or
material which, in his judgment is not in accordance therewith. The offered material shall
be complete with all components necessary for their effective and trouble free operation.
Such components shall be deemed to be within the scope of Bidder’s supply irrespective
of whether those are specifically brought out in this specification and/or the commercial
order or not.
2.0 APPLICABLE The equipment covered by this specification shall unless otherwise stated, be designed,
STANDARDS manufactured and tested in accordance with latest editions of the following Standards /IEC
and shall conform to the regulations of local statutory authorities.

Note- The atmosphere is generally laden with mild acid and dust in suspension during the
dry months and is subjected to fog in cold months. The design of equipment and
accessories shall be suitable to withstand seismic forces corresponding to an acceleration
of 0.3 g.
5.1 POLE TOP 5.1.1 The Autorecloser or Sectionaliser shall be made of stainless steel enclosure with
SWITCHGEAR lightweight design suitable for outdoor application with IP-55 degree of protection.
The Autorecloser/Sectionaliser shall consist of three pole assemblies where
vacuum bottles interrupt current, providing minimum and even contact wear, long
life and maximum reliability.
5.1.2 The cabinet shall house maintenance-free magnetic actuators, which provide the
required force to open and close the vacuum pole assemblies. The material of
insulating dielectric shall be HCEP Hydrophobic Cycloaliphatic Epoxy solid or
equivalent with superior hydrophobicity. The minimum acceptable Creepage
distance shall be 25 mm/kV.
5.1.3 Stud type Connectors shall be provided with the Autorecloser unit for connecting
the incoming and outgoing cables to the bushings. Necessary provisions shall be
provided for electrical close and electrical / manual trip. ON/OFF indication shall be
visible from outside from distance of around 9 meters.
5.1.4 The Autorecloser or Sectionaliser shall be supplied with necessary control cables
required for interconnection with Control cabinet.
5.1.5 The unit shall be designed for minimum 10,000 mechanical operations on load.
5.1.6 All current carrying components shall be of tinned copper inside tank.
5.1.7 For each terminals bolt should be provided with Cup or Belleville Washer and
flat washers. (Note- The cut spring washers are not accepted)

6.0 NAME PLATE & All the components and operating devices of switchgear shall be provided with durable and

Power-DDL, DELHI’ & “CODE NUMBER” along with the following information. (The

7.0 TESTS FOR All the Routine and acceptance tests shall be carried out in accordance with the relevant
SWITCHGEAR IS/IEC standards. All routine/acceptance tests shall be witnessed by the purchaser/his
authorized representative. All the components within the switchgear enclosure shall have
been tested for Routine/acceptance and Type tests as per the relevant standards. All Type
tests as per latest IS / IEC shall have been carried out on the switchgear as a whole unit
as per relevant IS/IEC. Following tests shall be necessarily conducted on the equipment
and its components as specified in IEC.
Note- In case of any conflict on any technical particular in the specification, the stricter
requirement mentioned in the relevant standard shall be valid.
B. For Sectionaliser:
1. Autorecloser: As per Clause 8 of IEC 62271-111 2019 & Clause 8 of IEC 62271-1

9.0 PRE-DISPATCH Equipment shall be subject to inspection by a duly authorized representative of the TATA
INSPECTION POWER-DDL. Inspection may be made at any stage of manufacture at the option of the
purchaser and the equipment if found unsatisfactory as to workmanship or material is liable
to rejection. Supplier shall grant free access to the places of manufacture to TATA
POWER-DDL’s representatives at all times when the work is in progress. Inspection by the
TATA POWER-DDL authorized representatives shall not relieve the supplier of his
obligation of furnishing equipment in accordance with the specifications.
The first time supplies (new bidder or new models or change of design from previous
supplies) shall be applicable for prototype inspection after CAT-B drawing approval and
before mass manufacturing. In prototype manufacturing bidder have to make one or two
sample product for inspection after CAT-B approval of drawings after award of RC/PO.
Material shall be dispatched after specific MDCC (Material Dispatch Clearance Certificate)
is issued by TATA POWER-DDL. Following documents shall be sent along with material
10.0 INSPECTION The material received at TATA POWER-DDL Store/Site will be inspected for acceptance
AFTER RECEIPT and shall be liable for rejection if found different from the reports of the pre-dispatch
AT STORE inspection. If any deviation or anomaly observed at this stage same need to be rectified by
bidder at bidders own cost at earliest.
11.0 GUARANTEE 1. Bidder shall stand guarantee towards design, materials, workmanship & quality of
process / manufacturing of items under this contract for due and intended
performance of the same, as an integrated product delivered under this contract. In
the event any defect is found by the Purchaser up to a period of at least 12 months
from the date of commissioning or 18 months from the date of last supplies made
under the contract whichever is earlier, Bidder shall be liable to undertake to
replace/rectify such defects at its own costs, within mutually agreed time frame, and
to the entire satisfaction of the Purchaser, failing which the Purchaser will be at liberty
to get it replaced/rectified at Bidder’s risks and costs and recover all such expenses
plus the Purchaser’s own charges (@ 20% of expenses incurred), from the Bidder or
from the “ Security cum Performance Deposit” as the case may be.
2. In case of GP failure, BA shall report at site within 48 hours from intimation and
arrange for rectification of fault within a mutually agreed time. In case rectification at
site is not possible then alternative arrangement (replacement) to be made by BA
within 15 days of intimation of failure. The SLA shall be as per attached.
3. Bidder shall further be responsible for ‘free replacement’ for another period of THREE
years from the end of the guarantee period for any ‘Latent Defects’ if noticed and
reported by the Purchaser.
12.0 PACKING Bidder shall ensure that all equipment covered by this specification shall be prepared for
rail/road transport (local equipment) and be packed in such a manner as to protect it from
damage in transit. The packing should be in such manner that during storage and its
components should not be damaged. No single use plastic to be used in packing
material. Packing should be done with environment friendly recyclable materials.
13.0 TENDER Not applicable. Bidders to mention offered model number along with GA drawing during
SAMPLE tender for each variant & provide demo or link of equipment details video.
14.0 TRAINING The bidder shall arrange to provide the installation and operating training at TATA
POWER-DDL offices as and when required for better installation and usage of the product.
It is preferred that the service engineer present during installation shall arranged to provide
the operation training to the staff during installation and inform about the critical points.
15.0 QUALITY The bidder shall submit with the offer, assurance plan indicating the various stages of
CONTROL inspection, the tests and checks which will be carried out on the material of construction,
components during manufacture and after finishing, bought out items and fully assembled
component and equipment including drives. As part of the plan, a schedule for stage and
final inspection within the parameters of the delivery schedule shall be furnished. The
Purchaser's or its nominated representative engineer shall have free access to the
manufacturer/sub-supplier's works to carry out inspections. To ensure proper operation of
Product the bidder shall provide onsite training of TATA POWER-DDL teams as and when
required. To ensure quality of installations bidder shall provide supervision support during
impartation.
16.0 TESTING Bidder shall have adequate in house testing facilities for carrying out all routine tests,
FACILITIES acceptance tests and special test as per this document and accordance to relevant
International / Indian standards as mentioned. The bidder shall have in-house helium gas
leakage detection system and all RMU main tank shall be checked for leakages.
17.0 MANUFACTURING 1. The successful bidder will have to submit (after placement of RC) technical
ACTIVITIES compliance document and drawing of cable as per RC line items for getting approval
before mass manufacturing.
2. Manufacturing mass quantity to start only after getting CAT-A approved drawings or
as per intimation from Tata POWER-DDL.
3. The first time supplies (new bidder or new models or change of design from previous
supplies) shall be applicable for prototype inspection after CAT-B drawing approval
before mass manufacturing. In prototype manufacturing bidder have to make one or
two sample unit for inspection after CAT-B approval of drawings.
18.0 SPARES, Bidder shall provide a list of recommended spares with quantity and unit prices for 5 years
ACCESSORIES & of operation after commissioning.
SPECIAL TOOLS /
GAUGES TATA POWER-DDL may order all or any of the spare parts listed at the time of contract
award and the spare parts so ordered shall be supplied as part of the definite works. TATA
POWER-DDL may order additional spares at any time during the contract period at the
rates stated in the Contract Document.
The communication cable for accessing controller from laptop to be provided by bidder as
spare item for minimum 2 numbers.
19.0 DRAWINGS & Following drawings and documents shall be prepared based on TATA POWER-DDL
DOCUMENTS specifications and statutory requirements and shall be submitted with the bid:
All the documents & drawings shall be in English language. After the receipt of the order,
the successful bidder will be required to furnish all detailed drawings of components for
TATA POWER-DDL approval.
Instruction Manuals: Bidder shall furnish softcopies and one hard copy manuals in English
language covering installation and maintenance instructions and all relevant information
and drawings pertaining to the main equipment as well as auxiliary devices.
20.0 GENERAL
Bidder to submit compliance to all above clauses and sub-clauses and shall furnish all
