2019 - Projects Labour Market Integration
Context
The European Commission launched at the end of 2017 a specific call for proposals under the Asylum Migration and
Integration Fund to support labour market integration of migrants 1. The twelve projects selected and currently on-
going are listed in detail below. In addition to this, other specific projects funded by EU on labour market integration of
migrants are on-going, such as:

Five projects funded by the Employment and Social Innovation programme for implementing fast track
programmes for labour market integration of refugees and their family members. An overview of the projects

1. LABOUR INT 2
LABOUR INT 2 aims to promote multi-layered and multi-stakeholder integration paths for recently arrived migrants and
refugees across the EU, from arrival up to the workplace, passing through education, training and job placement, while
building on the interest and capacities of employers, chambers of industry and commerce, trade unions and migrant
associations. The action includes the follow up of the 3 national pilot actions that were initiated in its first edition and
the development of further pilot actions in 2 additional countries, that present a favourable environment for multi-
layered integration programmes.

The exact topic of the call was to promote the swift integration of Third Country Nationals (TCNs) into the labour
market through strengthened cooperation and mobilisation of employers and social and economic partners.
2) ERIAS - European Refugees Integration Action Scheme
ERIAS is the European Chambers response to the labour market integration question of Third Country Nationals (TCN),
including refugees. The 13 project partners from Spain, Italy, Greece, Bulgaria and France will reach out to their
respective networks at European, national and regional level to well over 1500 stakeholders who will be informed
about and/or associated to the activities. Over 350 TCN will benefit from 4 skills assessments, 25 trainings, 3 counselling
and guidance activities, putting them on the employment path. On the enterprise side, over 500 enterprises will be
informed and invited to contribute to the activities, via 8 workshops, 2 surveys, some 40 meetings, 1 matchmaking
session and a yet undefined number of individual contacts.

3) NewTalents4Eu
Through the NewTalents4EU project, market-focused and validated training schemes in coding/ programming skills and
enterprises networking will be implemented by non-profit organisations and social enterprises across four EU countries,
offering a skilled workforce of 80 refugees in the demanding IT sector.

The project aims to produce four sets of practical recommendations meant for the operational level on how to tailor
chain cooperation to the needs of employers, corresponding to the four pillars of this chain (Screening, Gap Bridging,
Matching and Sustainability). Every part will aim to design how an efficient national or regional approach could look
like, supported by concrete good practices.

Main partners:
MILE aims to develop and implement a model of integrated services supporting TCNs’ work inclusion, based on
employer’s needs as well as on the cultural, social and economic needs of the migrants. It is based on a transnational
partnership of private and public organisations in 5 cities of 4 EU Member States and will focus on the capacity building
of 60 partner employers in the EU, the support to 520 vulnerable TCNs to enhance their professional inclusion and the
dissemination of the results at local and EU level.

The MIraGE project intends, on one hand, to substantially increase European employers’ interest in employing migrant
workforce within their staff, and on the other hand, to test and promote an innovative multi-stakeholder working
method for approaching the integration of TCNs in the labour market. It is carried out by a multi-stakeholder
partnership composed of 9 CSOs, 1 Chamber of Commerce, 1 trade union, 1 vocational education centre and 1 training
provider from 8 EU countries.

The In2C project aims to facilitate and foster early and effective integration of TCNs in the construction sector’s labour
market through an integrated training. 400 TCNs will benefit from a training package to improve their job-related
language skills and their knowledge of national and EU policies in their professional field. The project also aims to set-
up networking activities in order to match the 400 partner employers with TCNs through focus interventions and
innovative tools.

The LIME project aims to increase refugees’ integration outcomes by creating and implementing skills certification and
recognition processes in southern Europe. Its activities will include the creation of sustainable transnational
partnerships between key-actors to foster the development of tools, capacity building and experience exchanges to
support refugee integration, the publication of a Best practises guide on skills certification and recognition in southern
Europe and the assessment of the professional skills of refugees’ inclusion in tailored learning offers or on-the-job
training.

The project Work4Integration – Europe, which will be implemented in Italy, Sweden and Belgium, wants to promote
early and effective integration of TCNs in the labour market. Demand-oriented services will be developed for TCNs in
every country. On the other side, activities for awereness creation and active involvment of companies will be realized.
Finally, the project will promote the exchange of methods and practice among parters and the promotion of capacity
building related to labour integration of TCNs through the elaboration of a unified action model that will be the basis to
define the partners’ future strategy.
Main partners:
The EMME project envisages a transnational partnership composed by key actors in the field of labour market
integration, private employment services, and representations of enterprises, education and vocational training in Italy,
the United Kingdom and Spain. In each country, activities will be implemented to engage enterprises and to facilitate
the access to work for TCNs. The employers’ needs in terms of necessary skills of employees will be identified and taken
into consideration to train 300 TCNs at EU level. France, Germany and Belgium will be also involved in the
dissemination process.

11) IMMIJOBS - Building the Capacity of Intermediary Organizations to Support the Employment of Third Country
Nationals
IMMIJOBS aims at developing training material and organising training courses addressed to 80 intermediary and Vet
organisations on a series of themes related with labour market integration of refugees, who will then organise targeted
action for employers, including information campaigns, trainings, the development of a web portal, and support to
matching. Besides, in order to strengthen the work experience and work based training of the migrants,
apprenticeships will be organised for 150 refugees based on the needs and the skills acquired in the local labour
markets.

12) BEST - Boosting Entrepreneurial Skills as Tool of integration of migrants to labour market
The BEST project is a joint endeavour of 8 partners from Austria, Slovenia, Croatia and Italy to improve the effective
integration of 200 TCNs into the labour market through the implementation of social entrepreneurship trainings. It also
aims at establishing an effective cooperation with public key-stakeholders such as Chambers of Commerce and
Employment Services through capacity building and the definition & implementation of more efficient integration
strategies. Outcomes will be transferred at EU level through a multilingual open source online platform.
