Thank you for your interest to become a training provider with Rescue 3 International.
Rescue 3 International, the world’s largest provider of water and rope rescue training. Rescue 3 International
was established in 1979, and since then has trained over 375,000 people in more than 50 countries through its
global network of over 1,500 instructors.
Rescue 3 International, along with it’s Regional Directors, are now working with interested parties to extend
the global Rescue 3 brand and products to the region and you have a unique opportunity to lead such
development in your country.
Global Structure
Rescue 3 International is based near Sacramento, California, USA and is known as the Corporate Office. They
are responsible for developing and maintaining the curriculum, student records and overseeing the regional
coordination of their product. Rescue 3 International is headed by:

The organization worldwide follows this culture and every instructor is seen as a valuable part of the Rescue
3 family. Rescue 3 also hosts the Rescue Source, a global online supplier of rescue equipment, from which
Rescue 3 Instructors can access favorable discounts.
Recently, Regional Directors have been established throughout the globe to provide enhanced support and
vision for the growing Rescue 3 brand. These Regional Directors are focused on instructor development, quality
assurance and connecting potential clients with country level instructors within the region.
instructors are eligible to be assessed by an Instructor Trainer to be signed off to teach outside students.
Once an organization has demonstrated sound delivery activity and quality, we can negotiate for the
organization to become a Rescue 3 International Preferred Training Provider, which is the highest standard
awarded to high performing providers within the global network. It is annually reviewed and only awarded
exclusively to one provider in each a country or state. The appointment as a PTP usually coincides with an
on-site quality assurance (QA) visit. Typically in the first year you establish in-house Agency level instructors,
in year two you send your top talent to an Independent Instructor assessment (or hire an Instructor Trainer to
come to your location) to become Independent level instructors, and in the third year we work with you to see
if you have performed sufficiently to gain PTP status.
Legal Obligations
Instructors and organizations must:
• Declare any serious or significant accidents or incidents with which they have been involved
• Declare any insurance or claims for damages
• Sign an agreement protecting the intellectual property of Rescue 3 International
• Sign a non-compete agreement, valid for three years (after their last course delivered through Rescue 3)
• Instructors are also subject to criminal background checks.
What We Provide
We provide access to use the world’s most trusted brand in technical rescue training, Rescue 3. You can then
purchase student “packets” which generally include a manual (on USB), training record (skill sheet), course
patch or sticker, and Rescue 3 Certificate.
We provide your instructors up to date trainer packages including power point presentations, videos and
activities (in English). Your instructors and organization can be listed on the www.rescue3.com website.
Instructors can also join the global Facebook groups to promote sharing of ideas across the network.
Instructors (and their organizations) can also purchase directly from the Rescue Source to access great
discounts of water and rope rescue equipment, as well as opportunities to become in country distributors for
Rescue Source, allowing you to be a one-stop-shop for clients and maximize your profits.
As most importantly, we offer advice on how to grow your market and run your programs safely and effectively.
We also can broker instructor exchanges and guest instructors to give your program a distinct international
edge, with international experts being able to teach your courses too.
Water courses
• Suitable Class II river location that has shallow water areas (for river crossings), deep water eddies (for
spinal rolls), sections of river suitable for swimming, throw-bagging and other rescue techniques. Sections
of Class I and III should also be available for introductory and advanced training.
• Raft or RDC (or similar craft) + paddles
• Water manikin (manufactured or improvised)
• Folding pruning/wood saw
• Small metal hacksaw
• Dive mask and snorkel x2
• 50m 11.5mm static rescue rope x4 (NFPA certified)
• Karabiners D or Offset D (screw or twist/triple lock gate, alloy, Min. 36kn) x 30
• Water throwbags (approx. 20m) x >18
• Snag plates or Crossline Reach x2
• Tandem prussiks x10 pairs (total 20)
• Kayak/Type IV PFDs x >18 with quick release harnesses, knives and whistles
• Kayak or climbing helmet x >18
• Tubular webbing – various lengths 2-8m, x>10 (untied/unsewn)
• Round log (or fence post round)
• Petzl ID (Rescue/Red Version) x2
• Handled ascenders x2 (suitable for 11mm rope)

program in your country. As the world leader in, and the largest network of water and rope instructors, we
expect a high standard from any of our providers and instructors.
Moving forward, we would expect aspiring organizations to provide a short concept paper (2-4 pages)
outlining:
• Your organization’s status, history and vision
• What you plan to do with the Rescue 3 program in your country
• Outline your connections with government, rescue agencies and the recreational industry
• Provide an overview of some of the likely instructors, including their qualifications
• Identify what markets you intend to develop or have confirmed interest
• Declare any issues that may affect your interest such as historical accidents and/or fatalities
• What value you will bring to the Rescue 3 global network
• Any conflicts of interest
• Identify any local partner organizations/agencies
• What timeframe you have for developing and offering Rescue 3 in your country
• Contact information including email, Skype address and websites
