MESSAGE
The Department of Computer Science and IT, University of Jammu under the faculty of Mathematical
Sciences has been continually upgrading itself in terms of academic and research programmes along
with infrastructure including laboratories and library since its inception in the year 1988. Currently, the
Department has been running MCA, M Tech (CS), and PhD programmes.
M Tech (CS) programme was started at the Department in the year 2014 with the objective of providing
high quality technical education with inculcation of research aptitude in the field of Computer Science.
The dedicated, experienced and well-qualified faculty members and well-equipped laboratories have
been providing excellent opportunities to students to learn the cores areas of Computer Science and
work with latest technologies for achieving academic excellence, global competence and innovation.
M Tech (CS) is a research oriented programme with its syllabus updated regularly to keep pace with the
latest techniques, platforms, and technologies. The programme has been revised under the Choice
Based Credit System of UGC guidelines and also as per the suggestions made by experts as per the
Course Curriculum Reforms of RUSA 2.0 during the course curriculum workshop held in 2019. The four
semester programme consists of core, elective and open courses as well as dissertation with greater
emphasis on practical and lab works. The students work on research oriented problems under the
supervision of the faculty during the final semester and are encouraged to publish research work in good
quality journals.
The Department is working for industry academic initiatives and has been organizing workshop,
conferences, talks by eminent academicians and researchers for the benefit of the students. The
Department strives to provide conducive environment for students to develop analytical and practical
skills and apply them to real world problems during their two year stay at the Department.

INFRASTRUCTURE
The Department has excellent infrastructure to carry out
research and other academic work. The major infrastructural
facilities are listed below:

LABORATORY
The Department has five well equipped Labs with latest
hardware, softwares and internet connectivity. The details of the
laboratories are as follows:
VLSI/ Embedded Systems & Unix/Linux lab
The department has established a VLSI & Embedded Systems lab in
collaboration with Powai Labs, which is an incubated entity of IIT Bombay. Fifty
nodes based on Linux operating system connected to a High-end IMAGE VLSI
Server (Intel Xenon Z1505) exclusively for the students to provide them the exposure of
VLSI design & Linux working environment.
Sun Solaris Lab
This lab is based on SUN SOLARIS 10.0 and is established to provide working experience of Sun Solaris platform
to the students.
Thin client Lab
This Lab is based on Thin Client technology. Lab has High-end Servers viz. Intel Xenon four processor six core IBM
server and two Intel Xenon E5310 Wipro Netpower Servers based on Windows 2008 Server OS and 30 Networked
systems with latest configuration.
Windows Lab
This lab is used for academic support and R&D activities on programming languages and algorithms on windows
platform.

LAN FACILITY:
The Department has set up Local Area Network which
connects all the Laboratory equipment through this network
and the facilities like file services, print services and
databases are centralized using Sun Solaris, SCO-Unix,
Linux and Windows Server 2008.

LIBRARY
The library contains a large collection of books, journals,
magazines and various project reports related to the field of
Computer Science and Information Technology. Beside this Library
the library also have a rich and latest collection of e-books
from reputed and prestigious publishers. The Library of the
Department has two sections viz. circulation section and reading section. The books on various computer related
topics are regularly being added.

SEMINAR HALL
The Department has a fully air-conditioned and multimedia equipped seminar hall with the capacity of around 200
participants. This hall is being used by students and faculty of the University for holding conferences, workshops,
seminars, refresher and orientation courses and other academic events.

so far have completed their Ph.D. from the Department. The Department has sufficient infrastructure to carry out

The Department prides itself on good career opportunities for students. Because of the excellent
infrastructure & facilities in the Department and praiseworthy performance of our passed out students in
the industrial organizations, many companies of repute show their interest to visit our Department for
campus recruitment.

The University has a placement/project training cell where in a teacher from the department is also a
member. The placement cell organizes many seminars, expert talks and classes time by time for the
overall personality development of the students. Teacher in charge placement along with other members
of the cell visit various reputed organizations and industries for training and placement of the students.

M.TECH. PROGRAMME IN COMPUTER SCIENCE
STATUES AND GUIDELINES
1. INTRODUCTION
There shall be a Master of Technology Programme in Computer Science, hereinafter referred to as M.
Tech. (Computer Science) in the Department of Computer Science and IT, Faculty of Mathematical
Sciences, University of Jammu, Jammu.
Department here afterwards shall imply Department of Computer Science and IT, University of Jammu,
Jammu unless otherwise stated.
2. ELIGIBLITY CONDITIONS & ADMISSION CRITERIA:-
2.1 The candidates applying for admission to M. Tech. (Computer Science) programme must be either
I) B.E./B.Tech. (Computer Science/IT/Electrical Engineering/ECE) with 60% of the marks or
equivalent CGPA.
ii) MCA/M.Sc. (Computer Science/IT/Electronics/Mathematics/Statistics/Physics) with 60% of the
marks or equivalent CGPA.
All the above mentioned degrees should be from Colleges/ Universities recognized by UGC. Five Percent
relaxation of marks in the qualifying examination shall be given to the candidates belonging to the
categories of Scheduled Caste (SC) and Scheduled Tribe (ST) as mentioned in Statue -5.
2.2 All the candidates seeking admission to M. Tech. (Computer Science) should have a valid GATE score.
The admission shall be strictly based on the score obtained in GATE.
2.3 In the absence of having adequate number of candidates with valid GATE score, the Department shall
admit the candidates as per their academic merit in the qualifying examination as one time exemption as
per the decision taken by the university in view of COVID-19.
2.4 In case two or more candidates falling under Open Merit Category or reserved categories score the same
score in the GATE/written Entrance Test, their inter-se-merit shall be determined on the basis of percentage
of marks in the qualifying examination. In case, if there is tie even at the qualifying examination, the decision
for admission shall be taken by the admission committee duly constituted as per statutes on the basis of
other academic credentials. The decision of the committee shall be final and binding on the candidate.
2.5 A candidate appearing in the final year of the qualifying examination of immediately preceding academic
session and is expecting to fulfill the statutory requirement of at least 60% of the aggregate marks in the
qualifying examination (55% in the case of candidates belonging to Scheduled Caste and Scheduled
category categories) can also apply for admission to programme. Such a candidate shall, however, be
considered for admission to M.Tech. (Computer Science). only if he/she furnishes documentary evidence
in support of his/her having passed the qualifying examination in full with the requisite percentage of
aggregate marks on or before the date as may be approved by the Dean Academic Affairs; failing which
his/her candidature shall automatically stand cancelled and the seat thus becoming available shall be filled
in accordance with the merit.
3. NUMBER OF SEATS
Total number of seats, including the categories, in M. Tech. (Computer Science) will be Twenty (20) and
may be determined every year before the commencement of the admission process by the Head of the
Department with the prior approval of the Dean Academic Affairs. In addition to the above seats, there shall
be Five (5) self-supporting seats. However, the admission criteria and process for such candidates shall
remain same as applicable to the Open Merit seats.
4. DISTRIBUTION OF SEATS
Allotment of seats shall be governed in the following manner:-
v Open Merit seats : 13
v Reserved categories: The distribution of seats in various reserved categories is given in the table
below. Such reservation shall be applicable only to the candidates belonging to the State of Jammu
& Kashmir.

v Self financial seats: 5 (five only)
5. ADMISSION PROCESS
5.1 Admission of all candidates to M. Tech. (Computer Science) shall be made by the Admission Committee
of the Department in accordance with these Statutes. The Admission Committee shall consist of:
i. Dean Academic Affairs
ii. Head of Department
iii. Three teachers of the department nominated by the Dean Academic Affairs in consultation with the
HOD. Majority of the members shall form the quorum for the meetings.
5.2 Every candidate seeking admission to M. Tech. (Computer Science) shall be required to pay such
Application fee (Non-refundable) as may be determined by the Department and approved by the University
from time to time. Remittance of all fees shall be made through Bank Draft drawn in favor of Head of the
Department, Department of Computer Science and IT, University of Jammu, payable at Jammu.
5.3 Application forms prescribed by the Department, complete in all respects, and accompanied with the
attested photo copies of the certificates specified therein must reach the Head of the Department of
Computer Science and IT, University of Jammu, within the dates notified by the Department for the
purpose.
5.4 An applicant, who seeks admission under reserved categories as mentioned in Statute 5, must attach with
Application Form an attested photocopy of the appropriate certificate issued by the competent authority
and an affidavit (Annexure 1) from first class magistrate, failing which his candidature under the reserved
category shall not be considered. The certificate of being beneficiary under the categories reserved for
OB/SC/ST/PWD, shall not be considered if it is not in conformity with the latest order, issued for the
purpose, by the J&K State Government.
5.5 At the time of admission the candidate has to submit the provisional certificate in original or affidavit if the
gap between the last qualifying examination and the date of admission is more than one year.
5.6 Names of candidates selected for admission shall be notified from time to time on the Notice Board of the
Department. The candidates, in their own interest, are advised to keep in touch with the Department and
comply with instructions issued by the Head of the Department from time to time, through Admission
Notices. The selection may be cancelled and no complaint shall be entertained in case of non-compliance
of instruction(s) issued through such Admission Notices.
5.7 Under no circumstances seats lying vacant in the Department after the last prescribed date for completion
of admission shall be filled up by the HOD or Admission Committee. All vacant seats are required to be
referred to the Appellate committee for consideration. Last date to admission for filling any vacant seats
referred to Appellate committee shall be one week after the decision of the Appellate Committee. This will
be applicable to all categories including Open category.
5.8 Admission fee and other charges payable by each student shall be such as approved by the University of
Jammu from time to time.
5.9 Notwithstanding anything contained above, a candidate, who has any grievance regarding application of
Statutes governing admission, shall have the right to file an appeal in the prescribed Performa on payment
of fee prescribed for this purpose latest by the 2nd of September each year or such other date as may be
notified by the University for the purpose. Such an appeal may be considered by the Appellate committee
based on its merit. It shall be obligatory for the appealing candidate to appear in person before the Appellate
committee. The decision of the Appellate Committee shall be final and binding.

5.10 A person in employment or self-employment or engaged in a business or profession is not eligible for
admission to M. Tech. Such a person may, however, be considered for admission, provided, he/she
produces a certificate from his/her employer that the employer has no objection to his/her employee's
pursuing M. Tech. in the University and the employee shall be deputed full time for undergoing M. Tech. All
such cases shall be examined by the Admission Committee which shall make appropriate
recommendations to the Dean Academic Affairs.
5.11 The Admission Committee with approval of the Dean Academic Affairs shall have the authority to refuse or
cancel admission of a candidate who either:-
i. fails to produce any requisite certificate in original within the time prescribed by the Head of the
Department; or
ii. suppresses/conceals any relevant information, provides information in his application which is
found incorrect or produces a certificate which is not genuine; or
iii. fails to pay the fees and other charges within the time prescribed by the Head of the Department.
5.12 No certificate/document/affidavit or its attested photo copy shall be accepted after the expiry of the date
prescribed for submission of Application Forms for admission with late fee.
6. ENTRANCE TEST
There shall be no Entrance Test and the Department shall admit the non-GATE qualified candidates as per
their academic merit in the qualifying examination as one time exemption as per the decision taken by the
university in view of COVID-19.
7. ADMISSION OF FOREIGN CANDIDATES
In the case of foreign students who have passed the qualifying examination from a University or an institute
recognized by the University of Jammu as equivalent thereto, and wish to take admission in M. Tech. may
be allowed admission on merit, over and above the open merit seats. The number of seats in this category
shall not exceed 10% of the total number of seats available in M. Tech.
8. CREDIT BASED SYSTEM
M. Tech. is a Choice based credit system. A student is allowed to attend classes in a course and earn credit for
it, only if he/she has registered for that course. The credit system is based on a process of continuous
evaluation of a student's performance, progress and flexibility to allow the student to progress at an optimum
pace suited to his/her ability or convenience, subject to fulfilling minimum requirements for continuation.
A student's performance/progress is measured by the number of credits that he/she earns, i.e. completed
satisfactorily. Based on the course credits and grades obtained by the student, grade point average is
calculated. A minimum grade point average is required to be maintained for satisfactory progress and
continuation in the programme. Also a minimum number of earned credits and a minimum grade point
average should be acquired in order to qualify for the degree. The entire program is defined by the total
credit requirement and a pattern of credit distribution over courses of different categories.

IMPORTANT INSTRUCTIONS
v Please fill the form as per the instructions mentioned in the admission notification. Incomplete
application forms will not be considered.

v Final selection to the M.Tech. Course will be based on Valid GATE score. In absence of having an
adequate number of candidates with valid GATE score, the department may decide to select
candidates on basis of score of candidates in Qualifying Examination (as a one time exemption
due to COVID-19 conditions).

v Please attach a character certificate from the Head of the Institution last attended or from a
Gazetted officer.

v Please make sure that you have mentioned your name, address, GATE score, category (if any),
telephone number and other information properly at the prescribed columns in the application
forms.

v Candidates applying under reserved category must attach a certificate to this effect and the
certificate so attached shall be considered only if it is in conformity with the latest order/SRO
issued for the purpose, by the government of Jammu and Kashmir/ University of Jammu.

v Candidate in their own interest should remain in touch with the department regarding the
declaration of result/ Selection list(s) and other admission related information.

v Candidates having any grievance may apply on the appeal form available from the university. The
appeal form with all the formalities duly filled shall have to be submitted in the office of the Head of
the Department within the dates notified for the purpose by the university.

v A candidate opting for self-supporting seat may exercise their option in writing in the application
form. The seats shall be allotted strictly on the basis of merit and as per the statues governing the
M.Tech. Programme.

ANTI-RAGGING COMMITTEE
Ragging in any form in the Department shall be taken as a very serious offence and shall be called for
action as per rules.

The Department notifies Anti-Ragging Committee at the beginning of the session which can be contacted
in case of any problem faced by the students with regards to ragging in the department.

COMMITTEE AGAINST SEXUAL HARASSMENT (CASH)


There is a committee constituted by the university for taking up the cases of Sexual Harassment faced by
the student.

In case of any problem faced by the students with regards to Sexual Harassment the complained can be
made to the committee.
