CHAPTER I
Review of Local Strategic Direction

LGU Socio-Economic Profile


1.

The Municipality of Sibunag is situated at the southern part of the province facing Negros Island and lies 10°26.5’ and 10°31.5’ north
latitude and between 122°31.5 and 122°36.5” east longitude. It is bounded on the North by the Municipality of San Lorenzo, on the South by the
Municipality of Nueva Valencia, on the East by Negros Island and on the West by the Municipality of Jordan.

The topography of Sibunag has terrain ranging from plain to slightly rolling to very steep hills. The northern portion of the municipality is
very steep hills and the rest is slightly rolling hills. While the eastern part is coastal facing Negros Occidental.

The climate of Sibunag belongs to Type IV climatic condition and is divided into two (2) well pronounced seasons, dry season from
November to April and wet during the rest of the year with the maximum rain period from June to October. The dry season coincide with the
northeast monsoon where the air coming from the Northeast is considerably dried up after crossing the high mountain of Bicol Region, Samar,
Leyte thus leaving little rain for the Province of Guimaras. The Southwest monsoon brings with its moist air that gives off much rain. Mean
annual temperature is 27°, which is the same with the entire Philippines.

The hottest temperature is 28.3°C. The type of soil in the municipality is clay-loam, hydrocoal, faraon clay and sandy loam. The land is
generally agriculture-based suited to various agricultural crops. Approximately 201.60 has. Of the total land of the municipality is devoted to
fishpond.

The dialect spoken are Hiligaynon, Kinaray-a and Tagalog. The dominant religion are Roman Catholic, Aglipay, Iglesia Ni Cristo,
Baptist, Jehovah’s Witnesses, Born Again Christian, Seventh Day Adventist and Latter Day Saints

Based on the 2015 Philippine Statistics Authority (PSA) Survey, the municipality has a total population of 22,158.

With regards to education, Sibunag has 30 Day Care Centers, 1 Supervised Neighborhood Play, 17 Pre-school, 17 Elementary School and 4
Secondary School both public and private.

Sibunag is a 4th Class Municipality as declared by DBM last 2008. On FY 2015, the total LGU income is P61,112,404.66 where 95%
(P58,231,993.00) came from the IRA Share and 5% (P2,880,411.66) are Locally-sourced Revenues.

the goals of development of Sibunag.

1. Sibunag socio-economic development is supported by adequate, stable and safe infrastructure facilities as indicated by the
following conditions:

a. Reduced vulnerability of the local residents to disasters because disaster management measures are imbedded in the design
of structures.
b. All buildings for public use are equipped with provisions for access by the physically handicapped.
c. Public facilities are accessible and user-friendly.
d. Utilities such as potable water supply, landline telephone connections, and electric power supply are adequate.
e. Social infrastructures like schools, health centers, recreational facilities, police and fire stations are strategically located,
accessible and of modern quality.
f. Road networks and surface quality are efficient and well-maintained.

Desired Qualities of Local Leadership and Institutions

Sibunag would like to have leaders and decision makers who are concerned with and are highly competent to work for the
development of the municipality and apply the principles of good governance.

The Local Government of Sibunag`s strategic directions development aspirations and its progress in relation to Peace and Order and Public Safety as of this date, is visible in all
aspects of economic and sustainable development of the municipality. Thereby prioritizing the populace basic social and health services, supporting the institutional aspirations of its
youth, supports peace and order initiatives of the Sibunag Municipal Police Station Infrastructure development (spatial, vertical, linear) are detrimental to criminal elements.
The achievement of the local strategic direction in consonant with the maintenance of Peace and Order and Public Safety is a priority upward direction of the Sibunag Municipal
Police Station. The mandated task of the Sibunag Municipal Police Station in relation to maintenance of Peace and Order and Public Safety are attained thru enhanced Police Visibility,
continuity of patrolling area of responsibility, safeguarding coastal resources, implementation of existing local ordinances (municipal, provincial), Police personnel continuing education,
intelligence monitoring, data gathering and subsequent evaluation of Intel reports, ensuring effective use of Police intelligence,police operations thru improved crime solution, effective
community relation in partnership with all stakeholders, institutionalize standard investigative systems and procedures, modernize crime reporting and analysis and promoting
accountability, improved community safety awareness through community oriented and human rights-based policing ,optimize use of financial and logistical resources, develop competent
, motivated values –oriented and disciplined police personnel, and develop a responsive and highly professional police organization.

Peace and Order and Public Safety Situation

The Overview of the Peace and Order and public Safety Situation in the LGU (SIbunag Municipal Police Station Perspective)

The comparativetrend in Non-Index Crimes in the municipality ofSibunag areincrement, this is reflected thru reporting of the populace of incidents that transpired within their
locality (Barangay).The volume of index and non-index crime incidents is prevalent during the harvest season of agricultural products as well as during barangay fiesta celebration and
other special occasion. As reflected in the above data, Non-Index Crimes includes: Alarm and Scandal; Malicious Mischief; Threat; Estafa; Trespass to Dwellings; Direct Assault;
Attempted Homicide; Reckless Imprudence (resulting: to Homicide, Physical Injury, Damage to Property). Violation ofSpecial laws is included in the Index Crime such as RA 8550 (Illegal
fishing), RA 9287(Illegal Gambling), Illegal Cockfighting, RA 10591, RA 9165, RA 9262 and Rape. The increase in non-index crime is coupled witheconomic, spatial development and
increase in population.
The trend in index crime and the proportion of persons against crime is decreasing, thus reflects the Sibunag Municipal Police Station continuous crime preventionand
controlcampaign, through the active support of the community.

The Total Crime Volume comprises the incidents that transpired in the Barangay, as reported and recorded in the PNP blotter book, as well as incidents that were
reported by other law enforcement agency. The comparative total crime volume (January-October 2015 and January – October 2016) is declining but the increment trend in
Crime Volume asper reported and recorded in the Blotter Book of the Sibunag Municipal Police station well as Other Law enforcement Agency incident reports is a reflection
of an increased in crime reporting and improve crime solution.

Crime Solution and Crime Clearance Efficiency

The Crime solution comparative Index (2015 vs 2016), shows a passing grade from a base line of 50%. It reflected an increase of 13.46 % as of October 2016.The increased
in crime solution and crime clearance are attained through a supportive community that leads to the identification and arrest of the offenders.

Maabay.

wherein fiesta celebration and other special occasions are usually held. The crime trend in mauling is prevalent during the days of the week as reflected in Figure 14.

Using the Critical Time Monitoring Method, the usual common time incidence as reflected in Figure 15 is during night time and early morning of the preceding day, when the
celebrators and visitors are already under the influence of intoxicating liquor.

On the concept of Crime and Disorder, the SibunagMunicipal Police Station is improving its Crime Prevention and Control capability through Checkpoint Operations, enhanced
Police visibility, preventive patrol during fiesta celebration and other activities wherein people converge in a certain area. The presence of law enforcement personnel together with
stakeholders and Force Multipliers (Tanods and Barangay Officials) during aforementioned activities is deterrent to crime incidents. The populace prevalent tradition of liquor intoxication
during fiesta and other social activities sad to say lead to crime (Index and Non-Index) incidents. In order to enhance the Crime Solution and Crime Clearance Efficiency, the Sibunag PNP
personnel are continuously conducting intelligence re the accounting of its Most Wanted Persons and Persons with Warrant of Arrest through the active support of the Community.

The above preceding graphical representations of the yearly accidents,(Figure 1), as reported and recorded at the blotter book except CY 2016 where data are from January
– October only. The trend in road and vehicle safety shows that majority of those involve in the accidents were adults, minor s comprises only eight incidents . In reference to (Figure 2)
the trend in the number of Motor Vehicle Traffic Accidents (MVTA) shows that there is an incremental increase of the number of incidents from CY 2014 to CY 2015, this upward trend is
caused by roads under construction (On the curvature, downhill and uphill) .The decrease in vehicular incidents during CY 2015 and January –October 2016 is brought about by the
good road condition after its construction had been almost done.

Using the Crirical Time Monitoring Method, Motor Vehicle Traffic accident (MVTA) usually occurs during peak hours in the morning and in the wee hours of night time.

On the perspective of Sibunag Muncipal Police Station`s Road and Vehicle Safety, poor quality road surface especially on Barangay Roads resulted to Motor Vehicle traffic
Accident(MVTA) because of uneven road surface, muddy and rough road ,drivers swerve or loss control thus increasing the likelihood of accidents in the area. Some of the road networks
are in curvature, downhill,uphill, thus extra precution is advised and proper road safety is through compliance with traffic rules and regulation.Its been observed by the Sibunag Muncipal
Police Station that mostly of the motorcycles traversing the road networks have expired registration /no registration.Overloading especially on morning and afternoon rush hours.Have
dysfunctional headlights/warning lights and drivers are not wearing helmet as per mandated by law. On the enforcemnet of Ordinance on “Minors in Wheels” and during the conduct of
Checkpoints of the Sibunag PNP, its been observed that there is connivance with the community (informing the minors on wheels and other motorist not ot proceed because a chekpoint
is on-going) and resistance to respect Transport Law and Mandates post great difficulty on the enforcement aspect. Moreover PNP personnel cannot fully implement penalties nor
apprehend Traffic Law violators considering that the PNP sibunag personnel is not deputized by the Land Transportation office (LTO) even though proper coordination have been done
byb the Chief of Police to the chief of office of LTO Guimaras,yet until niow,there is no deputized PNP personnel in the municipality.

The Sibunag PNP`s response to all forms and aspects of emergencies is through the continuous training of its personnel in Water Surface and Air Rescue (WASAR) and
equipped with knowledge in providing First Aid to all supposed Victims. A Quarterly synchronized Earthquake Drill is beingobserved in preparation of any of an unseen occurrence of an
earthquake with a magnitude that could danger lives, damaged to property and other threatening condition that requires urgent action or response.
