NAME : MUHAMMAD ALI HYDAR BIN OTHMAN

MATRIC NO : P-WM0008/20

Referring to MKN directive No.20 clause 25 (a), this disaster is categorized under level 1 district level. This is because this event happens inside a private oil
refining complex. The complex itself was equipped with their own emergency response team (ERT) and manage to minimize the effect of the disaster. In
this situation, Fire Authority will only act as a support and will only take lead if the ERT did not manage to control the situation.

For this event, under clause 26 (a), ‘Pos Kawalan Tempat Kejadian (PKTK)’ will need to be run by District Police Leader.

Government Agency Role

- Act as a first respondent to an event.


- Should be able to control the event due to better understanding of site
Factory Emergency Response Team (ERT) condition
- Report to Fire Authority
- Full support to Fire Authority when disaster become out of control

- To provide necessary support when fire is in control.


Fire Authority (BOMBA) - To do forensic study for the cause of event
- Act as a primary when ERT did not manage to control the disaster

- Traffic control and security during disaster


Police Department (PDRM) - Public management in reducing panic situation
- Arranging the PKTK
