aproved by the G.O.I for MGNREGA and rate for other semi skilled
/ skilled labour has been taken as per the Govt. of HP notification
No. Fin-(PR)B(7)-33/2010 dated 16-04-2018.
2 The Schedled tribal area of the state shall be allowed 25%
enhancement on the labour wages.

EARTH WORK
Notes. Measurement of Lead and Lift.
1 These shall be measured from the centre of gravity of the excavated earth to that
of the placed earth. For such measurements, the earthwork proposed to be
worked upon shall be demarcated in sections economically for placement of
excavated earth. The mean lead and lift shall be calculated separately for such
sections. When earth has to be carried over a spoil bank and dumped beyond it,
the mean lift would be the difference in level between the centre of gravity of
the excavated earth and top of the spoil bank omitting the dowel. The rate
provided for additional leads are valid for distances upto 300 meters for
disposals done manually. However, the most economical mode i.e. manual
(including the use of wheel barrows), animal transport or mechanical transport
shall be decided by the Engineer-in-Charge and paid as such according to
relevant schedule of rates for manual, animal or mechanical transport.
2 These rates do not include the cost of pumping out of water which shall
normally be done departmentally. Whenever work is to be got done by contract,
the rate shall be settled before execution on the individual case.
3 The labour rates do not include the expenses on account of compressor.
4 The classification of earth work shall be done by the Engineer-in-Charge and
the intermediate classification like P.J/J.B/P.J.B., etc. shall be paid
proportionately.

1 The labour and through rates include the cost of water. Where water is
supplied free by the Department the rates shall be decreased
accordingly.
2 The labour as well as through rates of concrete include the cost of
curing.
3 The rates given below are for hand-mixed concrete. In case
mechanical mixer is employed the labour as well as through rates shall
be increased by Rs. 25.00 per cubic meter.
4 The rates give below are for non-vibrated concrete. In case vibrator
is used for compacting the concrete, the corresponding through
rates for concrete shall be increased by Rs . 25.00 per cubic meter.
5 The rates give below are for both cast in-situ and precast work, the
precast work include, the cost of hoisting and fixing in position.
6 The labour rates given in the Chapter include the cost of water,
tools and plants, scaffolding and cost of good earth for mud mortar
wherever required.
7 All rates for cement concrete/reinforced cement concrete have been
worked out using crushed stone aggregate.

Notes -:
1 The labour rates as well as through rates include the cost of water, if
supplied free by Department , the rates will be reduced accordingly.
2 The labour rates include the cost of water, tools and plants, scaffolding
(labor and material) and cost of good earth for mud mortar.
3 The rates are applicable for conventional bricks with sizes in stated
F.P.S Units. These rates are not applicable for modular bricks.
4 The rates are applicable for laying of brick in foundations and plinth/
floor level two . The plinth level shall be taken as 1.5 meters above
ground level. The maximum storey-height shall be taken as 3 meters. In
case of structure like retaining walls / breast walls, height of 4 mtrs above
ground level shall be reckoned as floor level two. This height shall be 6
meters above ground level in case piers and abutments. Similar
procedure for demarcation of works done in basement shall be adopted for
increase of rates.

Preamble:
1 The rates have been analysed using Manual means for certain items have also been provided
which can be used for areas inaccessible to machines and also for small jobs.
2 In the rate analyses of earthwork, compacted volume of earth has been considered.
3 In case excavated rock is found suitable for incorporation in works, suitable credit for the available
rock shall be given.
4 For excavation of structures refer to Chapter 11 dealing with items of Foundation.
5 The possibility of using the blasted rock fragments for backfilling behind structures or backfilling of
foundation pits or filling in medians/separators or use in service road shall be examined before
proposing disposal of excavated rock.
6 For inhabited areas, controlled blasting with limited charges of explosives has been provided. This
involves smaller drill holes and additional requirement of electric detonators. Provision has been
made accordingly.
7 Earth excavated from drains can be used in roadway berms. Hence carriage for disposal of same

Preamble:
1 Use of cement concrete pavement for rural roads is likely to be limited to small stretches. These
will, therefore, have to be constructed without use of heavy equipment, like, high capacity
batching/mixing plant and slip form pavers. Accordingly, the rate analysis is based on concrete
mixer of suitable capacity with weigh batcher, fixed side forms and screed, plate and needle
vibrators.
2 The rates of materials taken in the analysis/schedule are on lowest prevailing market rate has
finalized and approved by the committee constituted. The concrete mixer placement is also
assured close to the site of work so that transporting and placement of concrete can be done by
labour alone.
3 Quantities of materials provided in the rate analysis are for the estimate purpose. Exact quantity of
materials will be determined from the job mix formula.
4 The extra Cost of Carriage, including loading, unloading is required to be added based on Tonne -

Preamble:
1 Pipe culverts of sizes 600, 900 mm dia in single row which are generally used on roads, have been
included. Providing and laying of pipe has been included in the rate analysis. Items of auxiliary

provided under the respective sections and paid for separately.
2 Analysis has been given separately for NP2 pipes for ease of adoption.
3 Cost of any river training and protection work like stone pitching, apron, curtain wall etc. may be

5 The thickness of first class bedding has been taken as 150 mm. The height of bedding has been

Preamble:
1 Excavation for structures has been provided by and large by manual means.
2 The earth excavated from foundation has been proposed to be backfilled in the foundation
trenches except for marshy soil where disposal has been provided.
3 The rock surface for foundations is to be prepared which has been analysed accordingly.
4 In case of rock, excavation has been considered upto a depth of 1500 mm for rock of ultimate
crushing strength of 10 Mpa or more, which shall be reckoned as hard rock.
5 Mixing of cement concrete has been considered by using concrete mixer with weigh batching
facility fitted with water measuring device. It is preferable to use concrete mixes fitted with load
cells for weigh batching.
6 In remote areas, for isolated slab culvert/box culvert upto 2 m span, concrete can be hand mixed
in accordance with Clause 806 of MORD Specifications. Therefore, in the analysis, for items of
concrete, the alternative of hand mixing has also been considered.
7 Steel reinforcement for cement concrete work is required to be provided separately. The rate for
the same has been analysed using HYSD and TMT bars.
8 Necessary safety precautions shall be taken for excavation for open foundation for which
guidance may be taken from IS:3764. Cost of shoring and shuttering has been provided on
percentage basis, which may be adjusted according to site condition.
9 For brick masonry work, clay fly ash bricks of approved type can be used in accordance with
Section 600 of MORD Specifications and rate may be adopted accordingly.
10 Rates of all materials used in the analysis/schedule are on lowest prevailing market rates as
finalized and approved by the committee constituted and should include cartage from crusher.

Preamble:
1 The cost of formwork will vary with the height and cross-section of the substructure. Provision has

2 As the higher grade of concrete is costlier, the provision made for formwork on percentage basis
has been suitably adjusted to make it compatible with other grades.
3 Filter media and backfilling behind abutment are required to be provided as per guidelines in
IRC:78- 2000.
4 Bearing shall be set truly level so as to have full and even seating.
5 The bearing should be procured only from those manufacturers who have been pre-qualified by
MORTH.
6 For spans in gradient, the soffit shall be made horizontal specially at the supports and the bearing,
where provided, shall be placed horizontally.
