References: a. PNP Memorandum Circular No. 2009/020A “Guidelines and Procedures on the rationalization of the PNP Mobile Groups” dated July 5, 2010; b. PNP Command Memorandum Circular No. 05/2014 “Intensified Internal Security Operations” dated March 31, 2014; c. After Activity Report re: Operational Review and the Performance Audit of the Public Safety Forces, and Assessment and Cascading of the PNP Campaign Plan Double Barrel Alpha to PROs 6 to 13 and 18; and d. National ISO Validation Committee Meeting dated January 5, 2016. 2. This pertains to the result of the Operational Review and the Performance Audit and Inspection of the Public Safety Forces (PSF) to PROs 6 - 13 and 18 conducted from November 15 to December 15, 2016 by a team from the Directorate for Operations (DO) and the Directorate for integrated Police Operations (DIPOs) of Eastem Mindanao, Westem Mindanao and Visayas. 3. In this regard, following are the Operational Guidelines to be by all Public Safety Forces (PSF) in your respective AOR. a. Efficient Utilization of the PNP Public Safety Forces: 1) PSF shall be utilized to perform their-core missions, primarily to address intemal security threats and should not be deployed to perform other functions, such as: @) Providing protective security of government officials, to various t) Assignment on Detached ‘Sewice (0S) at PROSPPOSICPOs headquarters offices/units and NSUs offices; and ©) Utilization as campsfheadquarters permanent security and guard. 0b 2) No female PSF personnel should be assigned to forward deployed ‘maneuver units of PSF in ali maneuver patrol bases: 4) Public Safety Company of Regional Public Safety Battalion (RPSB) ‘operations; 5) Forward deployment for a more proactive stance to widen the area Of influence of govemment forces with a minimum of 34-man is allowed. Capacitating the PNP Public Safety Forces: 1) PSF commanders and personnel should have the required training and should be retrained appropriately for better performance of their mandated tasks. 2) Avoid appointment of PSF commanders who do not have the required rank and ISO eligibilities; 3) PSF should follow the PSF Organizational Structure of the maneuver groups that is eight-man team, four-teams per maneuver Platoon, three maneuver platoons per Maneuver 4) The forward deployed Maneaver Platoons (MP) patrel bases shail contained the following provisions: a) MP should have a complement of 34 PSF personnel (1 PCO, 1 senior PNCO as Assistant Platoon Leades, and 32 PNCOs) composed of 4 teams and 8 personnel per team (8 man team), b) Located at least 10 meters or more away from the highways/national roads or at the higher ground; and ©) Atleast with one troop carrier vehicle (Back-io-Back vehicle). 5) SWAT and EOD personnel are the only personnel authorized to wear Black Fatigue; 6) All PSF personne! should wear beret headgear, 7) All Public Safely Company (PSC) of RPSB should conduct rehearsal on Civil Disturbance Management Operations; and 3) Enhanced utilization of Barangay Information Networks (BINs) for every maneuver platoons. d. Development and Implementation of an Integrated Response System (IRS): @Rs): 1) Development and implementation of Condition Situation Response System (CSRS) through the conduct of Simulation Exercise (SIMEX) must be on a quarterly basis, shail be conducted by PROs ‘and subordinate units in order to hasten the process of familiarity and mastery of the CSRS; 2) The conduct of SIMEX must be supervised by DIPOs; d 3) Al PSF commanders and personnel must be undeted on the [present situation and condition of their respective AORs; and 4) Devolop and cascade CSRS to the provinial down to municipal Conduct of Comprehensive Information Operation (0): _ activities. a) ‘Al PSF porsonnel assigned in PCR sochon muct be trained in 10; and 'b) All PSF commanders and PCR personnel must know the idea on the concept of Information Operation and Community Intervention for ISO. Any violation of the Heads of Offices and PNP unit commanders on the implementation of this Operational Guidelines shall be dealt accordingly. a 5.
