Article 2. Section 1.
The schools are the nurseries of the citizens of the state. Each teacher is a trustee of the
cultural and educational heritage of the nation and is under obligation to transmit to
learners such heritage as well as to elevate national morality, promote national pride,
cultivate love of country, instill allegiance to the Constitution and respect for all duly
constituted authorities, and promote obedience to the laws of the state.

Preserving our cultural heritage is one thing that teachers must be proud of. The
concept of ‘Wow! Philippines’ and the ‘It’s More Fun In the Philippines’ are example of
cultural heritages that teachers must teach among the students. In an archipelago where
7,641 islands promote culture of their own, there is no way a student may not know
anything. To the pride and glory of the Philippines, these things are brought into the
classroom for the day’s lesson.
On the second note, preserving our educational heritage is another issue to resolve.
The American Dream and the Greener Pasture ideologies have swept in the 70’s until
now. Reporters commented that the best of our country’s professionals went abroad to
seek high-paying jobs on works that they did not graduated to. As a medical doctor who
earns 50,000 in the country may land as a nurse in European country with around Php
100,000 – 200,000. Very obvious that the best teachers, doctors, engineers, and other
young professional went there for a greener pasture.
Teachers are not exemption to the idea of getting outside the country to work
abroad. In fact, how many Licensed Professional Teachers worked in Hong Kong and
Singapore as Overseas Filipino Workers – not as teachers but housekeepers and bar
attendants? How many doctors and engineers become nurses and carpenter in America
and Europe, respectively? The answer is in the statistics.
Teachers who decided to stay in our country reflects the idea of giving back to the
country. Thus, there are five dimensions resolved with this: (1) teachers must elevate
national morality, (2) promote national pride, (3) cultivate love of country, (4) instill
allegiance to the Constitution and respect for all duly constituted authorities, and (5)
promote obedience to the laws of the state.

outside our country as well as there is also a negative impact. The inflows of cash and
dollars in our country helped in the development of the country and basic services are
rendered among the people. There is a need to supply our country with the same quality
of work they have developed in other countries. This may yet to be discussed.
Teachers will continue their work in attaining the goal of the society – create useful
members that will be used by the country in nation-building. As nurses of the citizen, the
nursery (school) are always open to provide the love for the students.
