ANOTHER SETTLEMENT SIGNED BY AND BETWEEN THE MANAGEMENT


OF PUNJAB NATIONAL BANK (PNB) AND ALL INDIA PNB EMPLOYEES
FEDERATION (AIPNBEF) IN RELATION TO REVISION OF SERVICE
CONDITIONS OF THE PART TIME EMPLOYEES (PTSs) ON 18/12/2021.

Dear Comrades,

1) We deem it expedient to precisely recall that before 1984, there were no set of authentic
procedure/settlement in relation to the service conditions of Part Time Employees
(PTSs) and the duties of PTSs. Indeed the Cleaning of Bank Premises was generally
undertake through outsourcing agencies/contractualisation and in view of the said
fact these Adhoc/Temporary/PTSs were paid adhoc/meager salaries of few hundred
rupees, per month, without consequential benefits and were used to work through out
the day, although, the provisions of Part Time Employees, were available in the
Award/Bipartite Settlement, but there was no Mandatory clause over Payment of
minimum wages to them.

2) Accordingly during eighties, the issue of settled service conditions, Job Profile and
Wage Structure for Part Time Employees/PTSs was taken up our Federation with the
PNB Management and after lot of persuasion, A Settlement was signed by and
between the Management of PNB and AIPNBEF, on 07.05.1984, defining the Job
Profile, Duty Hours and Wage Structure and its consequential benefits, for PTSs.

a) It was again in 2012, the said settlement was re-visited and updated vide terms of 9th
BPS, which was incorporated/enunciated vide Personnel Administration Division/Head
Office, Circular No. 72 dated 11.02.2012.

b) As the selection/appointment of Part Time Sweepers, was considered District-Wise and


accordingly their seniority was also considered city/town-wise, thence, request
transfers/shifting of PTSs, was not admissible.

3) There were no ample opportunities of Promotion For Part Time Sweepers/Employees


to the Clerical Cadre, vide Settlement of 1991 (21/06/1991), consequently the issue

was raised by the Federation and a revised settlement was signed by and between
the Management of PNB and AIPNBEF on 18.08.2011, to provide equal and equitable
promotional opportunities for the PTSs/Peons/Armed Guards to the Clerical Cadre.

4) The said Settlement was again re-visited on 15.01.2021, by and between the
Management of PNB and AIPNBEF, as is enumerated in HRMD Circular No. 543 dated
15.01.2021.

5) KEEPING IN VIEW THE VARIOUS FACTS AND FACTORS, A FEELING WAS SHARED
BY THE STATE UNITS OF THE FEDERATION AT THE FORUM MEETINGS, LAST IN
THE UDAIPUR CENTRAL COMMITTEE MEETING, HELD ON 3-4TH OCTOBER, 2021.

 that the PTSs are feeling discriminated and deprived consequent upon their
City/town wise seniority in the matter of within Cadre elevations.

 The said fact is further obviating opportunities to PTSs of request transfers.


AND

 Improvement in their Wage Structure

The matter was accordingly raised by the Federation with the


Management and discussed on various occasions formally and informally
(Small Committee/ CIRM Meetings) and We Are Pleased To Intimate That
A Settlement has been signed by and between the Management of PNB
and AIPNBEF on 18.12.2021;
i) Thereby the Zone of consideration for elevation, within the cadre, has been
changed from Town/City-Wise to Circle-Wise.

ii) With the said Settlement and change in Zone of consideration elevation from
town/city to Circle-Wise, has facilitated way for considering intra circle
transfer of PTSs, on request and otherwise.

RMD/Head Office has already issued a Circular Letter No. 24/2021 dated
18.12.2021, in-re.

In the matter of improvement in wage structure, we have given certain proposals to the
Management, without compromising/sacrificing more than 11000+ permanent jobs
of PTSs/Peons in PNB and the issue may settle in the course of time, as Federation is
consistently following it up.

As a result of Federation’s consistent efforts, as communicated through various


Circulars/Circular Letters, we take this opportunity to underscore, although at the cost of

repetition, that bank is in the process of allocating 3800 vacancies of Peons to the
Circles, vide Manpower (2021-22) and another 3700+ vacancies of Peons will also be
available, vide Manpower (2022-23) , thereby, in totality, there will be 1900+ more
vacancies available for conversion of PTSs as Peons, in the year 2022 and in the last
two years (2019-20 and 2020-21) the same number of conversion of PTSs as Peons,
has taken place.

In nutshell, from 2019-20 to 2022-23, 14300+ Peons are being recruited/recruited in our
bank and 25% of these vacancies are being filled up/filled through conversion of
PTSs around 3600 PTSs as Peons, consequent perseverance and consistent follow up
of by our Federation and it may be again an example in itself, in the Banking Industry,
as Federation is consistently fighting against any adhocism/outsourcing of jobs of
PTSs/Peons, in our institution.

Comrades; while extending felicitations to one and all, we take this opportunity to
exhort upon to pore over and discreetly analyze the figures and related facts,
provided, ut-supra, so as to correctly weigh the imaginative contributions of our
Federation, in genuinely taking care of the interests of all sections of its
members/employees and would fervently call upon you to have confidence and belief
in your organization and wait for further fruition of organization’s efforts, ignoring the
opportunists and time server folklore, who have no organizational stake and sans
even any sense of accountability, but practice the culture of perversion, by distorting
facts.
