IMPORTANT INSTRUCTIONS FOR ON LINE APPLICATION              
Candidates are required to go through the Information Bulletin carefully before 
attempting for online application.
Any application not in compliance with the conditions specified in the Information 
Bulletin is liable to be rejected. 
 
1  Application  for  SMFWBEE‐2021  has  to  be  done  online  only.  There  is  no  printed  application 
form. 
 
2  Ensure that you are filling genuine application form available on line at www.smfwb.in / 
www.smfwb.examflix.in  
3  It is essential to have a mobile number and unique email ID. 
 
All  future  communications  will  be  received  from  and  sent  through  the  registered  mobile 
number  and  email  ID.  Communications  from  candidates  from  any  other  mobile  number  or 
email ID cannot be considered genuine/official and hence are liable to be ignored. Faculty will 
not  be  responsible  for  non‐receipt  of  any  communication  by  the  candidates  if  the  mobile 
number and/or the email ID is found wrong/non‐existing/changed. 
 
4  Candidates  are  advised  to  study  the  Guidelines  of  Online  Application  thoroughly  before 
attempting online application. 
 
5  Once the registration details i.e. name, father’s name, mother’s name and date of birth are 
entered and submitted, they cannot be changed/modified/edited under normal 
circumstances. 
Also  the  information  must  match  exactly  with  the  school  admit  cards,  mark  sheets, 
certificates, photo identity cards, caste/category certificates etc. which you have to produce 
to enter the examination hall, during counseling, during admission & during registration with 
the Faculty.
 
6  Do not attempt to make any duplicate application. 
 
7  Do not share your application number; pass word, security question/answer with anyone. 
 
8  Upload scanned copy of coloured photograph and signature as described in the Information 
Bulletin. 
 
9  If you receive any SMS/email regarding discrepancy in the photograph/signature uploaded 
by you, take corrective action immediately within one day. 
10  a) The amount of application fees to be paid for appearing in the SMFWBEE‐2021 is Rs. 
500 (Rupees five hundred only) The Application Fees can be paid in cashless mode 
by ‘Net Banking’/ ‘Debit Card’/ ‘Credit Card’. 
b) Rs. 100/‐ as Registration Fees for participating in Online Counseling  AND for Choice 
filling,  indicating  choice  of  institute  seat  and  locking  choice,  to  be  paid    by  Net 
Banking’/ ‘Debit Card’/ ‘Credit Card’ ONLY (No Challan Payment shall be accepted at 
this stage).  
 
Payment status is updated online and hence should show ‘Ok’ after the payment is confirmed 
from bank within next 12‐24 hours max. But in some rare cases it may be delayed due to the 
Bank’s network delay/failure or transaction failure at the Electronic Payment Gateway (EPG). 
If the payment status does not show ‘OK’ after 48 hours after making the payment then the 
candidates  are  advised  to  make  payment  again.  Once  payment  is  confirmed,  candidate  will 
then find the option to ”PRINT APPLICATION FORM” with all details.

c) If  the  payment  was  made  by  net  banking/debit  card/credit  card,  and  the  transaction 
failed at EPG, the candidate has to make payment once again.

Do not wait for the last day to make fee payment in order to avoid payment failure 
by Bank or EPG (Electronic Payment Gateway).
 
11  Keep copies of confirmation page, admit card in safe custody. It is not advisable to generate 
any duplicate copy.

Introduction
State Medical Faculty of West Bengal (hereinafter referred to as “The Faculty”) is an
autonomous body constituted by the Government of West Bengal in terms of the provisions of
the statutes of the Faculty in this respect. The Faculty is empowered with the authority to
conduct Examination of various Para Medical Courses as per course curriculum approved by
the State Government as also to award Diploma / Certificate to the successful candidates of
the approved courses. The Faculty holds the status of an “Examining Authority” in respect of
the approved courses.
The courses being offered by the State Medical Faculty of West Bengal are approved
courses of the State Government and the Diplomas / Certificates being awarded by the
Faculty are recognized by various States as well as Central authorities for the purpose of
employment.
For the academic year of 2021, the State Medical Faculty of West Bengal will conduct the
Entrance Examination for admission to Para Medical Courses in different Medical
Colleges/Govt. Institutions, Non-Govt. Affiliated Institutions.

Rules governing the courses

Eligibility for admission :


1. Any person seeking admission to any one of the courses must fulfill the following
conditions:
[a] That he/she has passed the Higher Secondary (10+2) or equivalent Examination
recognized by any Indian University or a duly constituted Board with pass
marks in Physics, Chemistry and Biology individually.
[b] That he/she will attain the age of 17 years as on 1ST December, 2021.
Procedure for submission of Documents
(i) Attested copies of Original Mark Sheet for H.S / equivalent Exam, Admit Card
for proof of age, SC/ST/OBC-A/OBC-B/PH certificate should be submitted by
Online whenever prompted during Online Application / Online Document
Verification
Mode of selection
(i) Selection of candidates will be made in accordance with marks obtained in Online
Entrance Examination.
(ii) The Merit List of candidates will be tentatively available on 09.10.2021 at the above
office of the State Medical Faculty of West Bengal as well as in the website of the
Faculty (www.smfwb.in/ www.smfwb.examflix.in )
(iii) After selection or publication of Merit List or during admission if it is found on scrutiny
that an applicant furnished wrong information in the Application Form, his/her
application for admission will be summarily rejected even though his/her name
appears in the Merit List and also a seat allotted in the respective course.

(iv) Online Counseling will be made for admission in different Medical Colleges / Govt.
Institutions / other Affiliated Institutions in respect of successful candidates from the
Merit List in order of Merit and their choice subject to availability of seats.

(v) A candidate allotted a seat after particular Online Counseling will have to deposit
Rs.15000/- by ‘Net Banking’/ ‘Debit Card’/ ‘Credit Card’, (However in case of
payment by ‘Debit Card’ amount payable is Rs. 15,000/- ONLY BY PAYMENT
GATEWAY and the second installment of course fees, that is, Rs. 15,000/- to be
notified. The mode of payment for 2nd installment of course fees shall be intimated
through Website of the Faculty. Further, the second installment of course fees be
deposited after notified dates, late fees of Rs. 1000/- only is payable.

 
Note : Dates are provisional and may be altered, to be notified in Faculty’s Website and
Notice Board, as per discretion of the Authorities of the Faculty.

Reservation of seats
Seats for SC/ST/OBC-A/OBC-B/PH (with Locomotor disorder only)* will be kept
reserved as per Statutory provisions.
The Disability Certificate should be produced from the duly constituted authorized
Medical Board as and when asked for.
Fees payable by the students

For Govt. Institutions


The selected candidate is to pay the total Course fee of Rs. 30,000/- for any of the
Diploma Courses for admission in the State Govt. Medical Colleges/Institutes.
The first installment of Rs. 15,000/- should be deposited at the time of
admission through Online Counseling by ‘Net Banking’/ ‘Debit Card’/
‘Credit Card’ ONLY, (Cheque/DD/Cash/Challan mode of payment shall
not be accepted) and the second installment of course fees, that is, Rs. 15,000/- shall be
intimated through website of the Faculty.
The above course fees includes student’s Registration fees (Rs.600/-) and
Examination fees (Rs.500/-) each for Preliminary & Final examination (For one
time).
The candidates will have to bear the entire expenses for undergoing the courses
and the Faculty will not award any stipend for this purpose. However, stipend of
Rs.2000/- per month is admissible to all the students undergoing Compulsory
post examination training for 6 months for all the Courses soon after passing the
Final Examination.

For Affiliated Institutions


For Fees payable by the students of Affiliated Institutions, the website
www.smfwb.in of the State Medical Faculty of West Bengal may be
visited.

 Registration Fees, Exam Fees & other fees are payable separately by the
students admitted in CNCI, KPT, ESI Hospitals and Non Govt. Institutions at
their respective Institutions after admission, at the rate of Rs. 600/- for
Registration Fees and Examination Fees of Rs. 500/-.

 In case of discontinuity of studies on valid grounds by a student of any


of the Affiliated Institutes, refund of course fee will be made after
deduction of Rs. 3000/- provided an application is made just within a
month from the date of admission, in the same Account from which the
Online payment of fees is made.
 No refund after one month is admissible.

 Refund of Course fees will be processed through the same Bank Account
as the candidates have paid the Course fees.

*Locomotor disability involving upper limb should not be considered. The Locomotor disability involving lower limb is permissible
but it should be within the following guidelines:
a) If it involves only one lower limb it should have a Minimum of 40% and should not exceed 60%
b) If it is involved both the lower limbs the total disability should not exceed 60% with a Minimum of 40%

Examination of the courses


The Examination of the respective courses will be conducted in terms of the
provisions contained in this respect in the respective course
curriculum/Regulations approved by the State Government.

Post Examination Training


6 months for all passed out students of Diploma courses is compulsory and the
same should be completed just after passing the Final Examination. The said
Training should be commenced uniformly as per the notified date by the Faculty.

Eligibility for appearing in any Examination


Internal Assessment :
 A Student has to pass the Internal Assessment from their respective Medical
Colleges / Govt. Institutions / Non-Government Affiliated Institutions in each
subject in each course for Preliminary and Final [Regular & Supplementary]
Examinations.

 The qualifying pass mark in Internal Assessment is 50% each in Theory and
Oral/Practical. However, this mark would not be added to in their respective
examination – that is, Preliminary or Final.

Fees payable by a student for appearing at the Examination with shortage of attendance

Any student with shortage of attendance intending to appear at any examination


will have to pay the following Fees:
[i] Minimum 75% (Seventy-five percent) without any fine.
[ii] For percentage between 60 and 74% (Sixty and seventy-four percent), a fine
of Rs. 2000/- (Rupees Two Thousand) per examination per course be paid.

No candidate will be allowed to make good of his/her shortfall in attendance below


60% without being re-admitted in the course in one of the subsequent sessions.
However, the Faculty reserves the right of admission of any such discontinued
students in the subsequent academic session/s due to non-availability of seat.

Cancellation of admission

The State Medical Faculty shall have the right of cancellation of admission and/or
studentship of any student during the session if he/she is found guilty of any of the
following charges:
a] Suppression of information
b] Supply of false information
c] General misconduct unbecoming of a student
d] Adoption of unfair means at the examination and
e] General indiscipline.

General guideline concerning the courses

[i] The State Medical Faculty of West Bengal, with the prior approval of the State
Government, shall reserve the right to alter / modify / amend any or all the rules
concerning conduction of the above courses in any Institution.
[ii] No Hostel facilities will be available
[iii] Annexure I - Proforma of authorization letter
[iv] The Faculty does not have any recruitment cell.

Change in Course or in Institution after admission is not allowed :

Once a candidate is admitted through counseling to a course in an Institute,


change either in course, or in Institution is not allowed on any grounds at
any subsequent stage.

Transfer of Training is not allowed :

Each student is required to undergo Post-exam compulsory practical training


after passing the final examination in the very same Institution from where
the student appeared at the final examination. Transfer of such practical
training to any other Institute is not allowed on any grounds under any
circumstances.

13 The Mode of Examination 
In view of the current pandemic situation, this year the Common Entrance Examination 
will be done in TFH‐Online Mode (Test from Home‐Online Mode) / TFC‐ Test at Centre‐
(Offline  Pen  and  Paper  Mode)  also  as  suitable  for  the  candidate  for  admission  to 
different  Para  Medical  Courses  –  2021  in  various  Medical  Colleges,  Govt.  Institutions, 
and Non Govt. Affiliated Institutions. 
 
Also, the Common Entrance Examination in Offline Mode (OMR based examination) for 
admission  to  different  Para  Medical  Courses  –  2021  will  be  done  in  different  District 
Centre of Examinations as appearing in page 22.However, the duration and timing of test 
shall be same.In case of any COVID‐19 related govt. guidelines, the faculty reserves the 
right to conduct the entrance test in TFH‐Online mode only for all.

the same carefully. (Appendix I – Page 23 and Appendix II –Page 25)

16  Pattern of Question Papers in SMFWBEE‐2021
The total marks in Physics, Chemistry and Biology paper would be 24 and 26, and 50, 
respectively, and the total full marks would be 100. Each Question would be of 2 marks. 
Only one option is Correct. 
In every subject, all questions will be of Multiple Choice Questions (MCQ) type, 
with four options against each of the questions. 
Only one option is Correct. 
17  Mode of answering in the offline examination:
a) Questions  are  to  be  answered  on  specially  designed  optical 
machine readable response (OMR) sheet, which will be evaluated 
by  the  method of  Optical  Mark Recognition by specially designed 
machines  only  and  therefore  it  is  very  important  to  follow  the 
correct method of marking. 
b) There  will  be  four  alternative  answers  for  each  question.  
Candidate will indicate response to the questions by darkening the 
appropriate circle completely with blue/black ball point pen. 
c) Any  other  kind  of  marking  e.g.  filling  the  bubble  incompletely, 
filling  with  pencil,  cross  mark,  tick  mark,  dot  mark,  circular  mark, 
over  writing,  scratching,  erasing,  white  ink,  marking  outside  the 
bubble  etc.  may  lead  to  wrong/partial/ambiguous  reading  of  the 
response.    SMFWBEE‐2021  will  be,  in  no  way,  responsible  for 
such eventuality. 
Response  marking  cannot  be  edited/changed/erased/modified.  
Hence  it  is  advised  that  the  candidate  should  be  sure  about  the 
answer  before  marking  and  should  not  put  any  stray  mark  on 
which he/she does not want to attempt. 
d)   There will be no negative marking.

18  Ranking Methodology and publication of Merit Lists 
Based  on  the  papers  (subjects)  appeared  in  the  SMFWBEE‐2021  followed  by  marks 
scored there‐of, Six separate Merit Rank Lists shall be published as per the following 
details:
A. Merit Rank List‐I: Combined [General+ST+SC+OBC(A)+OBC(B)] 
B. Merit Rank List‐II: Physically Handicapped  
C. Merit Rank List‐III: ST 
D. Merit Rank List‐IV: SC 
E. Merit Rank List‐V: OBC(A) 
F. Merit Rank List‐VI: OBC(B)  
a. Ranking of the said Merit List shall be done in the descending order of 
total marks scored in all the subjects as stated above. However, there 
may be ties and as such tie‐breaking rule shall be applicable for them 
  in determination of the merit rank. 
b. Separate  reserved  category  merit  lists  shall  also  be  published  for 
respective  category  of  students  e.g.  SC  Rank,  ST  Rank,  OBC‐A  Rank, 
OBC‐B Rank, PH Rank. 
 
c. This  said  list  shall  be  prepared  based  on  the  score  of  candidates 
appeared  in  the  combined  paper  of  Physics  and  Chemistry  and  one 
paper in Biology. 
19  Tie–breaking Methodology in determination of Merit Rank:
Tie‐breaking Rule for Merit Rank List‐ I to VI  
a)  Higher marks in Biology. 
20  Final Tie‐breaking for Merit Lists:
After application of the Tie‐breaking Rules as applicable if there be still ties, the same 
will be broken by the date of birth (DOB) of the candidates, with the older candidate 
having preference over the younger one, if there be still ties in date of birth (DOB) then 
the candidate who got higher percentage of marks in Physics, Chemistry and Biology in 
Higher  Secondary  Examination  or  equivalent  Examination,  would  be  considered  as 
higher Rank in the Merit List. This is applicable for both the Combined and individual 
Merit list. 
21  Rules of the examination (SMFWBEE‐2021 ): Rules to be followed during the examination 
is given in APPENDIX‐I 
22  Eligibility and academic qualification criteria for appearing in SMFWBEE‐2021 
a) Citizenship: Applicant must be a citizen of India. 
b) Age Restriction: 
 
(i) The minimum age is 17 (seventeen) years as on 01.12.2021. There is 
  no upper age limit in appearing in the SMFWBEE‐2021.  
 
23  General Academic Qualifications criteria :
For appearing in the SMFWBEE‐2021 both Paper‐I and Paper‐II 
a) Candidate  must  have  passed  the  Qualifying  Examination  i.e.  the  ‘10+2’ 
examination  with  Physics,  Chemistry  &  Biology  with  individual  pass 
marks (both in theory and practical) in regular class mode. 
b) The Board of the said Qualifying Examination must be recognized by the 
Central Government or State Government concerned, as per ‐ APPENDIX‐
II

24  Important information to candidates regarding eligibility 
SMFWBEE‐2021  do  neither  verify  the  information  provided  by  the  candidate  during  on 
line  application  nor  verify  any  certificate  of  date  of  birth,  domicile,  income,  reservation 
category,  academic  qualification  etc.  for  deciding  the  eligibility  of  the  candidate.  Admit 
cards issued only on the basis of the information provided by the candidate. Also there is 
no scope of changing/correcting any information after the last date of online application. 
VERIFICATIONS OF ALL RELEVANT DOCUMENTS : 
Would be online .‐UPLOAD ONLY SCAN COPIES OF ORIGINAL DOCUMENTS 
However,  If  at  any  stage  after  examination  it  is  found  on  scrutiny  that  the  applicant  is 
otherwise  ineligible,  his/her  candidature  shall  be  treated  as  cancelled  even  if  he/she 
secured  a  Merit  Rank  in  the  SMFWBEE‐2021.Hence,  securing  a  Rank  in  the  SMFWBEE‐
2021  does  not constitute  a  right/guarantee  in  favor  of  a  candidate  for  his/her  claim  for 
admission who ultimately fails to comply with the specified norms and standards.

Welfare  Department.  Govt.  of  W.B.,  the  Sub  Divisional  Officer  of  a  Sub‐  Division  in  a 
District is t h e certificate issuing authority. In Kolkata; such certificate is issued by such an 
officer  as  the  State  Government  by  modification  authorizes.  Accordingly,  the  District 
Welfare Officer, Kolkata and Ex‐officio Joint Director, BCW has been notified to act as the 
certificate  issuing  authority  in  respect  of  Kolkata  covering  the  jurisdiction  of  the  Kolkata 
Municipal Corporation.
27  Competent  Authorities  for  the  issuance  of  PH  (Physically  Handicapped)  Certificate  for 
candidates claiming under such reserved category of seats 
 
Reservation will be available to candidates with a minimum of 40% disability with respect 
to Loco‐motor disorder, subject to the condition that the candidate is capable of carrying 
out all activities related to theory and practical work as applicable to Para Medical courses 
without any special concession and exemption.

  PH certificates are to be issued by the any of the following authorities :  
 
Officer‐in‐Charge  or  Medical  Head  of  Primary  Health  Centers,  Block  Primary  Health 
Centers, State General Hospitals, Rural Hospitals, Sub‐Divisional Hospitals or the District 
Hospitals  run  by  the  State  Government  or  any  hospital  run  by  a  statutory  body  or 
authority. 
 
28  Legal jurisdiction: 
 
a) All  matters  pertaining  to  conduction  of  SMFWBEE–2021  shall  fall 
within the jurisdiction of Kolkata only. 
b) The  Faculty  will  not  be  a  party  pertaining  to  any  dispute  arising  in 
the process of admission to any course of study through SMFWBEE– 
2021. 
29  Procedure  for  submission  of  application  Form  ,  payment  of  Examination  Fees  and 
downloading/printing of the Confirmation Page: 
30  Application for the SMFWBEE‐2021 has to be made ONLINE only through the web‐ portal 
http://www.smfwb.in. http://www.smfwb.examflix.in    
 
For making the application the candidate need to have a working mobile number and or 
an email ID. All future communications will be done using them only.

31  Filling up of Application Form

The candidate will first enter the registration details i.e. Name, Father’s Name, Mother’s 
name and Date of birth.
Be careful while entering the registration details. It cannot be changed/edited/modified 
under normal circumstances. Also the information must match exactly with the school 
admit cards,  mark sheets, certificates, photo identity cards, caste/category certificates 
etc. which you have to produce to enter the examination hall, during counseling, during 
admission and during registration with the Faculty.
a) Any attempt by a candidate to make duplicate registration will be stopped by the 
system. 
b) Thereafter,  candidates  are  required  to  fill  up  various  personal  information 
regarding,  Nationality,  Religion,  Address,  Choice  of  examination  zones,  academic 
detail etc. 
 
c) At the end, the candidate has to choose password and security question/answer. 
d) At this stage the candidate can review the entire application and make changes as 
necessary. 
e) The candidate will then be asked to submit the application. 
f) Then an application number will be generated  and  SMS/email will be sent to the 
candidate. 
g) Candidates have to remember password and security question/answer. The system 
is automatic. There is no way to recover the password if it is lost. 
h) It  is  not  possible  for  any  person/agency  to  change/edit/input  any  information 
without knowing the  password.  Hence candidates  must  not share their  password 
with  anybody.  The  Faculty  will  not  be  responsible  for  any  change  resulting  from 
  sharing/ divulging the password. 
i) At this stage candidates may logout or continue to next step.

32  Uploading of images :  
At  this  stage  the  candidate  is  required  to  upload  original  document  scanned  images  of 
his/her recent colour photograph, signature and qualification/caste certificate all in one 
go. 
Essential features of the photograph 
 
a) The Photograph must be recent coloured one. 
b) It should be taken in professional studio. Low quality photograph by Mobile Phone 
or self composed portraits is not acceptable and may likely to be rejected. 
c) Background of the photograph must be of very light colour. 
d) The  face  of  the  candidate  should  occupy  at  least  50%  of  the  entire  space  for 
photograph looking straight to the camera. 
e) Spectacles of dark or tinted glasses are not acceptable. 
f) The  photograph  must  match  with  the  candidates’  appearance  during  the 
examination. 
g) Copy of same photograph need to be produced for entering the examination centre, 
during counseling, admission, registration with the Faculty etc. 
Format, storage size and physical dimension of the images must be as under:

In case the images do not conform to the above requirement, it will not be possible to 
issue  the  admit  card.  In  which  case,  only  the  candidate  will  remain  responsible. 
SMFWBEE does not check the images. However, if any discrepancy comes to its notice a 
SMS will be sent to the candidate’s registered mobile number. The candidate then has 
to log in and upload corrected image.
33  Payment of Examination Fees
After up‐loading of images candidates will be directed automatically to the fee‐payment 
step.
a)   The Examination Fees can be paid in cashless mode by ‘Net Banking’/ ‘Debit Card’/ 
‘Credit Card’  
  b)   There is no other method of paying the application fee besides the above. 
      c)    The amount of Examination Fees 
The  amount  of  fees  to  be  paid  for  appearing  in  the  SMFWBEE‐2021  is  Rs.  500 
(Rupees five hundred only)  
d)     The fee once paid is not refundable under any circumstances. 
34  Confirmation  Page  On  successful  completion  of  all  the  above  steps,  candidate  shall 
automatically  be  directed  to  the  option  for  downloading  and  printing  of  the 
‘Confirmation  Page’  which  itself  signifies  the  completion  of  Online‐Submission  of 
Application for SMFWBEE‐2021 and accordingly implies that the candidate’s application 
is complete and accepted.
35  APPLICATION IS NOT COMPLETE UNTIL THE CONFIRMATION PAGE IS GENERATED. 
Candidate should take a Print‐out of the Confirmation Page and should preserve the 
same carefully till the completion of admission process. The confirmation page cannot 
be regenerated at any later stage. Hence it is the responsibility of the candidate to 
preserve it safely.

36  Correction of application form 
a) It is not possible to correct any registration data i.e. Name, Father’s Name, Mother’s 
name and Date of birth. 
b) If  any  candidate  intends  to  correct  any  other  information  in  his/her  application, 
he/she can do so during the given correction window period, i.e online application 
duration using the helpdesk mode. The Faculty cannot entertain any request for any 
correction under any circumstances beyond the correction window period. 
 
c) Confirmation page, admit card, rank card etc. will be issued with the personal detail 
as given by the candidate. In case of any problem to the candidate during admission 
or  thereafter  due  to  any  mistake  committed  by  him/her,  the  Faculty  is  not  in  a 
position to render any help e.g. issuing any letter of correction. The candidate has 
to  take  corrective  actions  at  his/her  end  with  the  institute,  where  he/she  takes 
admission.
37  Admit Card 
a) Admit‐cum‐intimation  cards  will  be  generated  on  the  notified  date  for  the  eligible 
students  to  download  from  their  login  and  take  a  print  online  from  website.  
Candidate  has  to  read  all  the  instructions  as  well  as  Do’s  and  Don’t  mentioned 
therein. 
        Admit Cards will be generated on the notified date for the student to download and 
take a print online from website.  Candidate, appearing in Offline mode, has to carry 
to the examination centre a printed hard copy of the Admit Card and photo ID proof.
b) Candidates  must  ensure  that  the  admit  card  is  not  mutilated/  distorted/  soiled 
even by accident.  It will be required during DV 
 
c) Duplicate admit cards cannot be generated after the examination. Hence, candidates 
are  advised  to  retain  their  admit  cards  carefully  in  secured  place  in  undamaged 
condition for all future purpose. 
d) SMFWBEE does not verify the information provided by the candidate during on‐line 
application. Admit cards issued only on the basis of the information provided by the 
candidate. All applicants who appear to be prima facie eligible will be issued admit 
cards and shall be provisionally permitted to sit for SMFWBEE‐2021. 
 
e) All  verifications  are  done  after  counseling,  admission,  registration  with  the 
Faculty etc. If at any stage after examination it is found on scrutiny that the applicant is 
otherwise ineligible, his/her candidature shall be treated as cancelled even if he/she had 
appeared in and secured a Merit Rank in SMFWBEE‐2021.  Appearing in the examination 
and  securing  a  Rank  in  the  SMFWBEE‐2021  does  not  constitute  a  right/guarantee  in 
favour of a candidate for his/her claim for admission.
     Allocation of offline examination center 
Allocation  of  examination  centre  will  be  based  on  the  choice  preferences  given  by  the 
candidate during online form fill‐up.  However, discretion of the Faculty in allocation of 
examination  centre  shall  be  final.    No  request  for  change  of  allocated  centre  will  be 
entertained  under  any  circumstances  for  students  appearing  in  Offline  mode.Any 
examination  centre  may  be  dropped  if  adequate  numbers  of  candidates  are  not 
available.

Guidance for taking the TFH Entrance Examination (Online Mode)
1. Candidates  will  be  allowed  to  Login  the  examination  window  15  minutes  before 
commencement of the test. 
 
2. Be  sure  about  the  functioning  of  the  hardware  and  software  on  the  day  of  Mock  Test  in 
order to avoid any inconvenience on the final examination day. Resolve all queries before 
the day of examination on technical helpdesk. READ THE CBT TEST MANUAL CAREFULLY. 
 
3. No  candidate  will  be  allowed  to  sit  for  the  test  other  than  the  one  allotted  to  him/her  & 
mentioned in the admit card. 
 
4. The  following  documents  will  be  needed  to  produce  at  the  start  of  examination  window 
during mock and final day examination. 
 
a. Any photo identity card in original such as Aadhaar card/ Pan card / Passport/ 10th 
standard admit card / School – ID card or Govt. issued photo id card for 30 seconds 
before web camera/mobile camera at the start of exam.. 
 
 
5. Candidates are advised to take their seats at least 30 minutes before the test. 
 
6. No  candidate  shall  enter  the  examination  window  beyond  the  scheduled  time  of 
commencement of the test.  Late comers will not get any extra time. 
 
7. Candidates  are  advised  to  ensure  normal  internet  connection  and  data  availability  on  their 
devices during the course of examination. Internet speed of 1 mbps and above is advised. 
 
8. Keep  an  additional  computer  machine  /  laptop/  android  smart  phone  with  camera 
functioning with internet  and data as a back up, if possible. 
  
9. Read instruction given on first screen very carefully.

IMPORTANT INSTRUCTIONS TO CANDIDATES FOR TFH – CBT


(Online Test from Home)
1) All Candidates are advised to take the Mock Exam whose link is provided in your
respective SMS / E-Mail / Login to test the software and system requirements as
already specified during online application and ensure that your device is able to login
and perform as desired. Your mock exam session shall be duly logged. If any
candidate fails to take the same, he/ she cannot later complain of system non-
conformance. Mock exam is to get you accustomed to the software as well as test your
hardware.

2) CBT can be taken from Home PC / Laptop / Android Phone / Tablet following basic
Requirements stated below:

a) Windows Operating System 7, 8 or 10, or updated Android version


b) Candidate can appear for the exams through their Android phone also.

c) The updated version of Google Chrome Browser for Android device .

d) WEBCAM / Front Camera in working condition. This is a COMPULSORY
requirement for Logging in and surveillance.
e) Uninterrupted Internet connection of 1 Mbps or more for 60 mins

disruption.
g) RAM: Minimum 2GB ; UPS / Fully charged battery
3) Upon first login and start of test show your Photo ID proof such as
PAN/Adhaar/Voter ID/ or any other photo ID towards the camera for 30 sec. You are
advised to Login 15 minutes before the start of test
4) DISQUALIFICATION CRITERIA : Candidature shall be declared Disqualified if
any of the following criteria is violated during TFH-CBT
A) Candidates are not allowed to leave their room or table for any purpose during the
entire duration of test. Hence he/ she is advised to prepare themselves before hand.
Any picture which finds you missing from desk shall be a cause for
disqualification.
B) Candidates found talking or taking phone calls or with another mobile in hand
C) Candidates shall be provided virtual calculators online in the exam software.
D) Visibility of any other person in the room or around the candidates during the test
duration.
E) Candidates who try to minimize the browser or open another tab shall be warned
and their test will be automatically logged out and treated as malpractice. Hence
please ensure all pop-ups / notifications/ sms / whatsapp messages are blocked
temporarily.
F) Switching off / hiding the camera / microphone during the course of exam
G) The software records any effort to take Screenshots / Print screens and shall be a
cause for disqualification of candidate.
H) Attempt to Multiple Logins from different devices will lock the exam or lead to
rejection.
5) Do not close the exam window or browser or else your test will be submitted
automatically
6) In case you get logged out abruptly from device, try to re-login or else please call /
e mail helpdesk. Do not try to do any other activity on your PC/laptop/Android phone
during the examination period.
7) Once you complete the test, click and go to last question and then Press the “
SUBMIT BUTTON”.
8) In case you have any issues from Desktop/Laptop/Mobile phone, you may logout and
switch to other device immediately, if desired. But, multiple logins are not allowed
and will get logged out unsaved. Keeping a back-up device is wise and advisable.
9) YOU WILL BE UNDER CONSTANT SURVEILLANCE THROUGHOUT THE
EXAM TIME AND ALL VIOLATIONS ARE MONITORED CONTINUOSLY.

Rules of the Entrance Examination (Offline Mode)
1. Candidates  will  be  allowed  to  enter  the  examination  centre  30  minutes  before 
commencement of the test. 
 
2. Be  sure  about  the  exact  location  of  your  examination  centre  and  means  of  commuting  in 
order to avoid any inconvenience on the day of examination. 
 
3. No candidate will be allowed to sit for the test in any centre other than the one allotted to 
him/her & mentioned in the admit card. 
 
4. Carry the following documents in order to enter the examination centre. 
 
a. A hard copy of admit card of SMFWBEE‐2021  
 
b. A copy of colored photograph uploaded during online application. 
 
c. Any  photo  identity  card  in  original  such  as  Aadhar  card/  Pan  card  /  Passport/  10th 
standard admit card/ School – ID card. 
 
 
5. Candidates are advised to take their seats at least 15 minutes before the test. 
 
6. No  candidate  will  be  allowed  to  enter  the  examination  hall  beyond  the  scheduled  time  of 
commencement of the test under any circumstances. 
 
Candidates are advised to carry only the following items with them into the examination venue:
a) Admit Card / Call letter (a clear printout on A4 size paper) .

7. Candidates  are  not  allowed  to  carry  any  written  or  printed  material,  calculator,  pen,  docu‐
pen,  log  table,  wristwatch,  any  communication  device  like  mobile  phones  etc.  inside  the 
examination  hall.  Any  candidate  found  with  such  items  will  be  reported  against  &  his/her 
candidature will be summarily cancelled. 
 
8. Question  booklets  will  be  distributed  maximum  15  minutes  before  commencement  of  the 
test. Take out the OMR sheet without breaking seals of the question booklet. 
  
9. Put your signature on the top of question booklet. 
 
10. Read instruction given on OMR & on the cover page of question booklet very carefully. 
 
11. Write question booklet number & roll number at the appropriate places on the OMR. If you 
make any mistake while doing so do not over write. Request the invigilator to strike it out & 
rewrite the correct no and put his/her signature. Wrong entry of question booklet number & 
roll number may lead to rejection of the OMR if not corrected & signed by the invigilator. 
 
12. Darken appropriate bubbles of question booklet number & Roll number. 
 
13. Write your name in BLOCK LETTERS, name of the centre & put your signature in appropriate 
places  on  the  OMR.  Do  not  put  any  stray  mark  anywhere  else;  it  may  lead  to  rejection  of 
OMR. 
 
14. Put your signature at appropriate place in the attendance sheet. 
 
16. Check  that  your  Roll  number,  photograph,  spelling  of  your  name  in  the  attendance  sheet  
matches with those given in your admit card. If any correction is needed, bring it to the notice 
of the invigilator.

17. Question  booklet  seals  can  be  opened  only  at  the  time  of  commencement  of  test  and  as 
announce by the invigilator. Check all the pages of question booklet. If there is any damage or

the whole set from the same series. 
 
18. Maintain silence during the test. Any  conversation/gesticulation  or creation of  disturbances 
will be deemed as misdemeanor. If any candidate is found adopting any unfair means, his/her 
candidature  will  be  cancelled  and  /  or  he/she  will  be  debarred  either  permanently  or  for  a 
period for the paper as deemed fit by the Centre‐ in‐ Charge. 
 
19. No discussion will be allowed with the invigilator regarding the question. 
 
20. Candidates may do rough work in the space provided in the question booklet. 
 
21. No candidate will leave his/her seat without permission of the invigilator until the test is over. 
 
22. No candidate will leave the hall till the end of the test & all OMRs are collected & tallied by 
the invigilator.

IMPORTANT INSTRUCTIONS AT A GLANCE

1. Information Bulletin containing eligibility conditions, list of participating


institutions with no. of sanctioned seats, code no. of Institutes and reservation
policy can be seen/downloaded from website
2. Before filling the online Application Form the candidates are required to read
the Information Bulletin carefully. For any query, please contact the helpline
telephone numbers/helpdesk email for the applicants
3. The Admission to Courses for the session 2021-23 will be made on the basis of
inter-se merit of percentage of the Qualifying Examination through online
counseling by State Medical Faculty of West Bengal
4. It will be the responsibility of the candidate to ensure eligibility for admission
before applying for the course. If on verification at a later stage, it is found that
a candidate does not fulfill the eligibility conditions, his/her candidature will be
cancelled and the fee deposited by him/her shall be forfeited.
5. On-line Form Fill-up and Counseling fee is Rs. 600/- (Rs. 500/- for Online Form
fill-up plus Rs. 100/- Counseling fee) for all candidates Registration cum
Counseling fee is non-refundable, even if the fee is deposited more than once.
6. On-line registration-cum-Counseling fee shall be deposited by the candidate
through Payment gateway accessible only through online application portal
www.smfwb.examflix.in
Fee can also be deposited in the Bank through Credit/Debit cards and Net
Banking alone with the charges as applicable by the concerned banks. Bank
charges as applicable is, payable by the candidates.
7. All the candidates must verify their personal information during online
registration.
8. Locking and Saving of submitted choices is Compulsory and Advisable.
However, candidates who do not lock the choices, their last saved and filled
choice would be considered final.
9. Registered candidates who do not fill choices or fail to save the same cannot
be considered for admission and seat allotment.
10. Candidates must take print-out of their online Application Form and their final
locked choices.

11. The outcome of different rounds will be displayed on the website as per
admission schedule. No individual allotment letter will be sent to the candidates,
by Post. Except through online mode and SMS.

12. All the candidates who are allotted seats as per their locked choice are required to pay
the Course Fees of Rs.15,000/- through Online Net Banking /Debit/ Credit Card via
Payment Gateway wallet only within the stipulated time schedule declared to Seal
their berth / allotment and will thereafter report to notified verification Centre on
stipulated dates for Document Verification, failing which their seat allotment shall
stand cancelled. After verification, allotment letter should be signed by the
verification authority.
13. Candidates will produce all the relevant certificates in original including registration-
cum-counseling fee receipt for verification along with provisional allotment letter, a
signed print out of their online application form, their locked choices generated from
the website at the time of reporting.
14. He/She shall then proceed to the Allotted Institute for completing the Admission
formalities along with all the documents on 1ST December, 2021.
15. The allotment of seats is liable to be cancelled, if the personal data viz. Category, Sub-
category, percentage of marks in qualifying examination, gender etc. submitted by the
candidates at the time of registration is found to be wrong at the time of document
verification of the original certificates at Allotted Institutes.
16. If a candidate is admitted on the basis of the information submitted by him/ her, which is
found to be incorrect or false at any stage then his/ her admission shall be cancelled and all
fees and other dues paid by him/ her shall be forfeited. The Faculty may take further
action, as deemed fit, against the candidate in accordance with law.
17. In case of ambiguity about any rule, the interpretation of the same by the President /
Secretary, State Medical Faculty of West Bengal shall be final.
18. All legal disputes relating to admission to the Course will be subject to Courts having
jurisdiction at Kolkata only.
19. The number of institutes / colleges / sanctioned seats may increase or decrease based
upon the approval and affiliation from the SMFWB. It is reiterated that sanctioned
Seats may increase or decrease on the approval of the competent authorities based on
inspection report.
20. Candidates are advised to consult the details and updated list of institutes
along with their Course/ Fee structures on the website www.smfwb.examflix.in
before filling their choices.
21. All the updated information/notices/changes/modifications will be displayed on the
website. The candidates are required to visit website regularly to get information.

A. Online Choice Filling & Locking


a) For Round-I, Round-II and Round -III online choice filling & locking by the candidate can be
done as per key dates mentioned in the admission schedule
b) If the fee is paid by a candidate through internet banking/credit card/debit card, then the
choice filling option will be activated immediately or otherwise the candidate has to wait for
next day to get the option activated.
c) Candidates are advised to go through the Seat Matrix for the updated list of Institutes in
order of preference in which they are interested in seeking admission.
d) Candidates can fill in as much number of choices in order of preference as they wish to.
Candidates are allowed to change or re-order their choices, delete earlier choices and add
new choices any number of times until they lock their final choices.
e) All the candidates must lock their final choices as per key dates mentioned in the
admission schedule.
f) Candidates will not be able to unlock their choices once they are locked.
g) If candidate fail to explicitly lock their choices by the last date, their last saved choices will
be automatically locked and allotment will be done on this basis.
h) Candidate must take a print out of their locked choices. This print out has to be signed
and submitted at the time of reporting for Document Verification.
i) Registered candidates who do not fill choices or fail to save the same cannot be considered
for admission and seat allotment.
B. Indicative seat Availability (Mock Choice Filling for Counseling)
Based on the number of registered candidates who have submitted their choices before the key dates
mentioned in the admission schedule, the system will be able to provide an idea of the seats that candidates
may be offered in Round-I for Govt/ Govt Aided/ Private Institutes The indicative seat availability will be
displayed on the website mentioned in the prospectus along with admission schedule. Candidates are
advised to visit the websites Error! Hyperlink reference not valid.for this purpose regularly. The final
allotment of seat, in the allotment rounds may be different than the indicative seat availability.

C. Online Seat Allotment


First Round
a. Seats will be allotted in the order of merit and preference/ choices as per seats
available for each phase.
b. The S e a t allotment result will be available on the website under each
Candidates Login ID . Candidates may get a print out of the allotment details from the above
websites.

c. Candidates who are allotted seats will have immediately pay the course fees online and
report for Document verification thereafter

Second Round Counseling


a. Seat will be allotted against vacant seats available after the first round of allotment and
reporting.

b. Allotted candidates will not be allowed to alter or resubmit their choices.


c. Eligible candidates for allotment against vacant seats fall into one of the following two groups:
Group-I: Candidates who did not get first round of seat allotment and opted for all the
choices of preference higher than the currently allotted seat (auto upgradation) to be
considered in the subsequent round(s).
Group-II: Existing /Newly Registered candidates who were not allotted any seats in the first
round of seat allotment.
d. Candidates who, at any stage, cancel their provisional admission will not be considered for
the subsequent round(s) of counseling. Also, if candidates fail to satisfy the minimum
educational qualifications prescribed, their allotment of the seat shall automatically stand
cancelled and such candidates will not be considered for the subsequent round(s) of
counseling.
Candidates opting for auto upgradation shall automatically forego his/ her claim on the
seat previously allotted
Similar procedure will be used in the subsequent round(s) of the seat allotment.
F Reporting to notified Verification Centre / online verification Mode

a. The outcome of the different rounds of seat allotment will be displayed on the websites
http://www.smfwb.examflix.in (as per admission schedule). Individual allotment letters will
not be sent to the candidates by the Faculty.
b. All the candidates who get an allotment should take print out of this provisional seat
allotment and will pay fees and report to the notified Online DV Mode and then to the
College/Institute as per specified reporting dates for taking admission, failing which
their seat allotment shall stand cancelled. Also, they will not be considered for further
rounds of seat allotment.

c. Candidates will produce all the relevant certificates in original including registration and
counseling fee receipt for verification along with provisional allotment letter, a signed print out of
their online application form, their locked choices generated from the website at the time of
reporting.

d. Candidates opting for auto upgradation shall automatically forego his/her claim on the
seat previously allotted. However, he/she will have to make the online payment even
after opting for “Auto Upgrade” option. Auto upgrade facility can be availed only once.
Note : Auto upgrade means that you wish to wait for a higher preference choice in next
round, if available upon vacation/refusal by some other candidate. Probability of same is
2-3% only approximately. Similar procedure will be used in the subsequent round(s)
of the seat allotment.
e. The allotment of their seats is liable to be cancelled, if the personal data viz. Category,
Sub- category, percentage of marks in qualifying examination, gender etc. submitted by the
candidates at the time of registration is found to be wrong at time of verification of the
original certificates. But, if the candidate is found to be eligible after the correction in
personal data, the candidate may be considered for subsequent rounds of counseling, if any,
against the vacancies only.
f. If a candidate is admitted on the basis of the information submitted by him/ her, which is found
to be incorrect or false at any stage then his/ her admission shall be cancelled and all fees and
other dues paid by him/ her shall be forfeited. The Faculty/ College/ Institute may take
further action, as deemed fit, against the candidate in accordance with law.
g) The allotment of the seats to candidates who do not report within the stipulated period to
the allotted college will be cancelled and these candidates will not be considered in the seats
allotment in the subsequent rounds.

List of documents required at the time of reporting for Online/Offline


Verification :

The candidates, at the time of reporting must keep the following Original Certificates/
Documents/ Testimonials along with two sets of duly attested photocopies of these with them.
Any candidate, who fails to produce any of the required Certificate/Document /Testimonial at
the time of reporting to the institution, will forfeit his/her claim to admission.

(i) High School Certificate / Madhyamik Examination Admit Card


(ii) 10+2/Intermediate/Senior Secondary School Examination Certificate & Detailed Marks Card.
(iii) Character Certificate
(iv) Medical Certificate
(v) Caste Certificate
(vi) Authorization Certificate (if the candidates failed to appear in the verification centre)
(vii) Two Recent Passport size Photograph (Color)
(viii) Physically Handicapped Certificates from the recognized Medical Board.
