I. Introduction
These learning activity sheets will help you formulate claims of fact,
policy and value.

II. Learning Competency


Formulate claims of fact, policy, and value (EN10WC-IIb13.2)

III. Objectives
After going through these learning activity sheets, you are expected
to:
1. identify the types of claims;
2. distinguish claims of fact, value, and policy from the given example;
3. formulate claims of fact, value, and policy for own write-up.

IV. Discussions
FACT, VALUE, AND POLICY CLAIMS
A claim is an arguable statement. It is an opinion that a writer asks
an audience to accept.

Kinds of Claims:
1. Claims of Fact
A claim of fact makes an assertion about something that can be
proved or disproved with factual evidence. However, keep in mind the basic

quality of claims. They have to be debatable and they offer an assertion
about an issue. So, a claim of fact for a logical argument cannot simply
consist of a statistic or proven fact. It needs, instead, to focus on an
assertion which uses facts to back it up, but for which the evidence might
still be debatable.

Examples:
1. Social distancing is important during the coronavirus pandemic.
2. Vaping can lead to increased blood pressure, lung disease, and insulin
resistance.

2. Claims of Value
Make a judgment--they express approval or disapproval, attempting
to prove that some action, belief or condition is right or wrong, good or bad,
beautiful or ugly, worthwhile or undesirable.
Example:

1. The basic keys to success are perseverance and discipline.


2. Privacy is more important than security.

3. Claims of Policy
• A claim of policy argues that certain conditions should exist, or
that something should or should not be done, in order to solve
a problem.
• Argues that something SHOULD/SHOULD not be done,
believed, banned.

Example:

1. Censorship in the Philippines must be strengthened.


2. Parents should not only be aware of how their children are using social
media, but also understand the potential positive and negative impacts
of social media use.

Characteristics of a good claim


✓ A claim should be argumentative and debatable.
✓ A claim should be specific and focused.
✓ A claim should be interesting and engaging.
✓ A claim should be logical.

V. Activities
Activity #1: Analyze each statement and identify which statement
shows claim of fact, value and policy.

the text using the table below.

wheel of democracy. Without a free press, a
democracy cannot exist. In fact, the press is a
great medium that conveys the truth to people.
However, it cannot function fully if the press is
not free.

of freedom is eternal vigilance. Thus, it is the
media’s responsibility to remain vigil for people’s safety. Moreover, the
freedom of people is monitored by the media. The press watches those in
power to ensure they do not misuse it. In order to do this, freedom of the
press is required.

The press has been given the responsibility of checking and


balancing the administration and the government. Whenever there is a
social evil lurking or corruption and oppression happens, the press is the
first one to raise a voice.

Moreover, we trust the press to collect verify and disseminate the


facts and figures which influence people’s decisions. If the press won’t

have the liberty to do all this, the people will be in the dark.
Therefore, we see how if even any one of these liberties is taken
away from the press, the voiceless will lose their voice. Worse yet, if the
press will be denied doing their job, the ones in power will run the country
as per their will. This will result in uninformed citizens who will thus
become powerless.
