UNV VOLUNTEER DESCRIPTION OF ASSIGNMENT

Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to
support peace and development worldwide. Volunteerism can transform the pace and nature of
development and it benefits both society at large and the individual volunteer. UNV contributes to peace
and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism
into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and
support within the communities. In this context, UN Volunteers take part in various forms of volunteerism
and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in
volunteer activity can effectively and positively enrich their understanding of local and social realities, as
well as create a bridge between themselves and the people in their host community. This will make the
time they spend as UN Volunteers even more rewarding and productive.

7. Brief Project Description:

The Population Development project aims at following up and support local government in issues
regarding Population and Development in the country, including Population and Housing Census,
household surveys and other data collection exercises and research, as well as the development of the
planned national population policy.

9. Organizational Context:

UNFPA, the United Nations Population Fund, promotes the right of every woman, man and child to enjoy a
life of health and equal opportunity. UNFPA supports countries in using population data for policies and
programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every
young person is free of HIV, and every girl and woman is treated with dignity and respect. The Agency

integrity and a healthy work and life balance.

The post of Population and Development Officer is located at the UNFPA Country Office. The UN
Volunteer will support the UNFPA Representative in overall activities related to Population and
Development. He/She will liaise directly with the Country Office team of professionals for quality
assurance, policy application, effective and sound resources. He/she will work with the Country office main
partner in this field (Ministry of Planning and the National Institute of Statistics). The Population
Development project aims at following up and support local government in issues regarding Population
and Development in the country, including Population and Housing Census, household surveys and other
data collection exercises and research, as well as the development of the planned national population
policy.

11. Description of tasks:

Under the direct supervision of UNFPA Representative, the UN Volunteer will undertake the general
tasks in the area of population and development in Angola. Specifically she/he will:

 Assist UNFPA Representative in responding to all issues regarding Population and


Development in Angola, data collection, population and development related research;
 Evaluate the soundness of strategies and programme implementation approaches used in
the areas of Population and Development including RH, gender and advocacy within the
context of the Millennium Development Goals (MDGs), Poverty Reduction Strategy (PRSP),
International Conference on Population and development (ICPD) and all other National
development frameworks;
 Provide technical support and arranges technical backstopping with UNFPA Advisors and/or
other international consultants as required in the areas of Data Collection, Research and
Population Development;
 Support the Country office in the implementation of project activities including
research/assessment, supervision and monitoring, revision of existing projects and
assisting in developing new projects, guidelines and protocols, coordinating the scheduling
and output of consultants, submitting periodic project reports, preparing Tripartite Reports
and participating in Tripartite Review Meetings, revising project plans and budgets, organize
seminars, writing proposals and proceedings of meetings and workshops. Coordinates long
and short-term training as per the planned schedule;
 Interact with key stakeholders, Government Counterparts, establish and maintain a network
of partners involved in population related issues. In collaboration with Key stakeholders,
help identify and review emerging development issues and their linkages to programme
planning, management and research;
 Participate in the planning of capacity building activities at central and regional levels.
Provide technical support to assist national and regional managers in developing regional
Population strategies;
 Support the Country Office in formulating and implementing work plans on Population and
Development, including support systems (e.g., policy planning; management information
system);
 Follow-up the implementation of population and housing census survey and research
related activities;
 Represent the Country Office in technical meetings related to Population and Development
issues;
 Assist in national and regional advocacy efforts in favour of PD/Reproductive Health;
 Review requests for advance of funds; prepare budget revisions and/or supplementary
budget approvals for signature by UNFPA Representative; and
 Undertake other activities as assigned by the immediate supervisor

Furthermore, UN Volunteers are encouraged to:


 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant
UNV and external publications and take active part in UNV activities (for instance in events that mark
IVD);
 Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
 Reflect on the type and quality of voluntary action that they are undertaking, including participation in
ongoing reflection activities;
 Contribute articles/write-ups on field experiences and submit them for UNV publications/websites,
newsletters, press releases, etc.;
 Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
 Promote or advise local groups in the use of online volunteering, or encourage relevant local
individuals and organizations to use the UNV Online Volunteering service whenever technically
possible.

12. Results/Expected Output:

 UNFPA Project on Population Development implemented for 2011;


 A final statement of achievements towards volunteerism for development during the assignment, such
as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

13. Qualifications/Requirements:

 Master’s degree in Demography and/or other related social science field;


 3 to 5 years professional experience preferably in population and development related issues;
 Proficiency in English AND working knowledge of Portuguese or Spanish;
 Computer Proficiency in current office software applications and corporate IT (EXCEL, WORD)stems;

14. Living Conditions:

The living conditions in Angola are limited due to high cost of housing and poor delivery of basic services
at times. The UN Volunteer may consider sharing accommodation and must be willing to adapt to
occasional lack of basic services.

15. Conditions of Service

A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic
needs and utilities, equivalent to US$ 2,712.00 for single person, US$ 2,962.00 for person with one
dependant, and US$ 3,162.00 for person with two or more recognized dependants; settling-in-grant;
life, health, and permanent disability insurance; return airfares; resettlement allowance of US$ 150
per month of satisfactory service.
