尊敬的工程業界朋友：

香港要變，WK 與您落實轉變！我憑著多年的工程專業經驗，憑著九年在
立法會拼搏的歷練，努力爭取繼續在立法會為大家服務，「撐工程、傳薪
火、促創科、護環境、推經濟、惠民生」。我期待與大家群策群力，重新
樹立「發展惠民」主調，推動良政善治、工商專業創富、市民共享繁榮、
培養治港人才，重振香港，煥發國際大都會新活力，為新一代向上流動共
拓新機遇。

我已在 10 月 30 日報名參選 2021 年立法會選舉的工程界別，爭取連任。我今次參選共得到超過二百名友好簽署提名，

既有來自選舉委員會五個界別的委員，又有資深及年青工程師，涵蓋不同的專業範疇。我亦感謝簽名支持我參選的朋
友，令支持名單不斷擴大，讓我深感鼓舞！

在 2012 年，我憑著「工程心，社會情」的信念，得到大家的支持進入立法會，忠誠無私，勤懇奉獻，為工程界發聲，
為市民服務，為香港的建設、為經濟民生打拼，在 2016 年亦順利連任。九年來我見證立法會的工作如何被攬炒派破
壞，以至全港的高低起伏和發生的負面變化，更感到身負重任。

自去年港區國安法實施之後，香港社會逐步安定，實現了由亂及治的轉變。立法會告別了攬炒拉布，回復正常運作，
理性論政。財委會在今年通過 2,267 億工務工程撥款之多，有利推出各項民生工程，行政與立法亦恢復良性互動。這
些是有目共睹的積極變化，為香港的未來發展奠定更穩固的基礎，以及展現更廣闊光明的前景。

展望未來，工程業界以至香港整體仍然面臨不少挑戰，既要解決社會的深層次問題，致力建設宜居宜業的新都會，又
要爭取把握國家發展和粵港澳大灣區建設所帶來的機遇，要靠大家同心同德，一齊努力！

 我的工程路─
從舊樓天台走到立法會
我和很多工程業界朋友一樣，
土生土長，一直以香港為家，
為自己的專業道路、為建設社
會，努力打拼。

我出生於基層家庭，童年時與家人居住在九龍
城唐樓的分租房內，同一樓層的五六戶人家共
用一個厨房、一個浴室。起居地方狹小，舊樓
的天台就成了鄰居小朋友們的樂園，大家每天
一起玩耍，一起看着頭頂上的飛機呼嘯而過。
眼看龐然大物可以在天空飛動，也引發了我對
工程學科的興趣。當時香港一般家庭生活艱
苦，但鄰里之間守望相助，充滿人情味，成為
天台花園

我窩心的回憶。香港由小漁村建設成為大都
會，是群策群力的成果，更是工程師的貢獻。
如今香港正需要繼續發揮這種「和衷共濟」的

【助抗疫促復甦 急業界所急】
自新冠肺炎爆發以來，我立即促請特區政府正視工程業
界面臨「工作鏈斷裂、供應鏈斷裂、資金鏈斷裂」的三
大營運風險，盡快改善現行安排及提供營運資金支援，
並得到政府接受意見，幫助業界紓緩風險，包括讓承建
商在新工程啟動時，獲得 2% 特別支付金（不多於三千
萬元），顧問公司有 5%（不多於五百萬元），而工務工
程的合約工期因疫情受影響亦可順延 6 個月等。

就兩輪「防疫抗疫基金」，我成功爭取政府採納紓困建
議，擴大受助工程企業涵蓋面，惠及業界中小企，並幫
助各階層的業界人士，以及致力保留和培育青年專業人
才，包括向工程業界中小企發放的現金資助，不再分一、
兩萬，一律有兩萬元；又將 65 歲或以上，已退休但仍在
業內打拼並有強積金戶口的資深工程師們，納入保就業
計劃；為建造業長散工解決其不受保就業計劃涵蓋的問
題；以及將專門培育年輕工程師的，工程師學會「A 計劃」 路。同時，針對疫情初期口罩短缺，一罩難求的情況，
實習資助名額，由 272 名大增至 1000 名；又資助企業 我募集了十多萬個口罩，由業界協助分發給工程專業人
聘請完成培訓的年青人擔任助理專業職位，走上專業道 員和地盤工友。此外，我發起並主持數十場網絡研討會，

確保餘下的鐵路項目盡快上馬。2020 年 10 月，我倡議 把握「一帶一路」和「粵港澳大灣區」建設的機遇，及

道（Easy channel，簡稱「e 通道」），為港青前往大灣
制，獲住建部積極回應，相關措施現已通過 CEPA 服務
區城市創業或就業提供全方位的支援。
貿易修訂協議，並從 2020 年 6 月起落實，取消了多個
專業服務經營項目或設立公司須由內地方控股或合資的
限制，通過互認或考試取得內地資格的香港建築專業人
士，可註冊執業的範圍擴展至內地全境。隨後廣東省宣
布接受香港發展局的建築顧問和工程顧問名冊，讓香港
工程界企業和專業人士，通過備案方式就可以在大灣區
內直接提供服務。另外，前海和橫琴也先後接納工程界
相關港企和專業人士在當地開拓業務。廣東省住建廳去
年 12 月進一步發佈新措施，涵蓋工程界相關港企和專業
人士在大灣區開業執業的具體安排，香港業界非常重視
和歡迎。在國家公佈加強香港與深圳合作的《前海方案》
後，我亦多番向業界解說和推廣當中的潛在機遇。

2020 年 4 月，我聯同工程業界代表與貿發局高層會晤，
探討在抗疫症和保就業的前提下，本港工程界如何掌握
海內外商機，以及貿發局如何更積極地協助香港的專業
服務，特別是本港具競爭優勢的工程業界「走出去」，
