Discussion

Curriculum Development and Its Phases

Curriculum development is a systematic, purposeful, planned, and

progressive process used in creating positive changes in everything that
takes place in the educational system. Specifically, this refers to the
formulation of plans for the teaching-learning process that will result in the
attainment of positive changes in students’ lives. In this case, positive
changes would mean altering, modifying, and improving existing conditions in
schools. Furthermore, curriculum development is a logical, linear process that
involves four phases. These are curriculum planning, curriculum designing,
curriculum implementation, and curriculum evaluation (Bilbao, et al., 2015).

Figure 1. The curriculum development process

1. Curriculum planning. This phase deals with the broad outcomes

that the educational institution intends of achieving. This considers
the school’s vision-mission statement, including its goals. This
phase also stresses the educational philosophy where the school’s
policies and culture are based. From these broad outcomes,
specific intended learning outcomes for learners are identified and
formulated (Bilbao, et al., 2015).
2. Curriculum designing. This is the phase where a curriculum is
conceptualized. Said conceptualization of the curriculum mainly
involves the intended learning outcomes, content, teaching-learning
activities, and assessment methods. These are carefully selected
and organized by considering various factors, which might
influence student learning. Part of curriculum designing also
includes selection of instructional resources to be used in
instructional delivery (Bilbao, et al., 2015).
3. Curriculum implementation. After the curriculum plan and design
are set, the implementation follows. This phase is the actualizing
phase or putting into action what has been planned and designed.
This usually happens inside the classroom but is not limited there.
The teacher facilitates the implementation process while using the
curriculum as a guide in achieving the intended learning outcomes
(Bilbao, et al., 2015).
4. Curriculum evaluation. This phase will tell the degree to which the
intended learning outcomes are achieved. Both formative and
summative assessments are used in evaluating the curriculum. In
doing so, the factors that hindered or supported the
implementation will be determined. Results obtained from this
phase will serve as basis in making decisions on what to do with
the curriculum to make it better (Bilbao, et al., 2015).
It is important that the curriculum development process must be
taken into great consideration by curricularists. This is a guide on how to go
about a process that they are to perform almost daily, if not daily.
Additionally, it is to be noted that the curriculum development process is
dynamic and has to involve different people.
