HIGHLIGHTS OF AMENDMENTS
The information within the table below indicates a summary of the amendments that has been
performed within this manual.
Quality and Safety Department is responsible for the periodic review, issuance and
Administration of this manual.
Each manual will have a control number and assignment entry. A master list
controlling the manual number, location and revision status will be held by the Head
of Quality and Safety.
The original issue of the manual shall be Issue 00 and will be in a numerical order for
complete issue cycle of the manual, and will be dated from the date it was issue or
re-issue. For changes made in portion or part of the manual, a Revision Number shall
start from 00 and will be in a numerical order and will be dated from the date it was
revised unless otherwise re-issue. In case of re-issue the revision number will start
again from 00 and the date of revision will be mark as “re-issue”.
Revision to the part or portion of the manual is identified by revision bar on the left
side margin of the affected page.
Any request for amendment must be submitted to Quality and Safety by using the
Request Amendment Form and shall be reviewed by the Quality Manager prior of
having final revision and submission to CAAP for acceptance/approval.
Any amendment or revision to the manual will be sent to CAAP in a hard copy format
for approval before the same is implemented and copies will be sent to respective
manual holders.
Any issue, re-issue, or revision to manual shall constitute an approval letter and
signing the List of Effective Pages (LEP) by the authority. Effectively of any issue, re-
issue, or revision shall be made ten (10) days after receiving the approval from CAAP
to give way for proper dissemination of new revision by means of formal briefing or
orientation or by Read and Sign Format.
Any manual supplement shall constitute approval of this manual and only be
approve by concerned department head of AHAI.
A copy of revised or amended procedure to the manual will be sent to manual holder
for insertion of revised page.
Superseded portion or page of the manual shall be destroyed by the manual holder.
This manual is arranged by chapter, sub-chapter and section. Each chapter and sub-
chapter are numbered accordingly and a alpha numeric letter for the section.
To locate a subject, look at the table of content and chapter. Sub-chapter designation
and section then determine the page number.

a. This section describes the policy and standards on the planning and implementation
of the organization’s established AMO Training Program Manual. This program is
intended for the use of maintenance personnel of the AMO.
b. The organization shall conduct periodic planning of the Technical Training Program
at least twice a year. This is to facilitate the formulation of planned activities and
programs for the next calendar year.
c. The agenda of the planning workshop may include among others the following:
d. Training Calendar for the coming year is being prepared at the last month of the year
based on the requirements identified during the planning workshop. The calendar
may include details such as training courses, participants / trainees for refresher
courses, and the target date of implementation. In some instance, changes on
training calendar may happen due to new courses and training requirement
b. Hence, all involved personnel in the training implementation i.e Technical Training
Instructors, Technical Training Coordinator and Company Designated Instructors
shall ensure compliance with this policies and procedures.
2.2.1 GENERAL
a. This section describes the standards on the review and improvement of the
organization established Technical Training Program. It shall be reviewed regularly as
part of the continual improvement process. The Technical Training shall implement
training feedback system as a tool or method to assess the effectiveness of the
implemented technical training and development program. The results of the
feedback shall be used as valuable inputs in the planning process.
a. At the end of each technical training course, participants shall be requested to provide
their honest assessment of the completed training program by accomplishing the
Training Course Evaluation form. The feedback results shall be recorded; positive and
negative comments shall be noted. And these results shall be discussed later on
plenary with the assigned course instructor during planning deliberations.
b. Feedback records shall be filed by the training coordinator and shall be kept
confidential.
a. After end of each technical training course, trainees or attendees shall be requested
to answer the post training feedback evaluation to determine any concern or
improvement needed. All feedback evaluation shall be kept by the training
coordinator.
2.3.1 GENERAL
a. This section provides the procedure and defines the responsibility on the curriculum
development and design process of the organization
b. A curriculum or syllabus shall be developed for each technical training course. Said
document shall outline the following details of the course.
c. And as part of the review and improvement process, each curriculum or syllabus
may be re-designed as a result of:
e. Said curricula and syllabi, being part of the technical training program described in
this manual, shall be submitted to CAAP for acceptance.
a. This section prescribes the standards and procedure/s pertaining to the control of
Technical Training records. Training Coordinator shall be responsible on the control
of records related to the implementation of the technical training program. Some of
these records include the following.
1. Course syllabus
2. Course exam records
3. Course/training certificates
4. Training calendar/schedule
5. Records of instructors / trainers
6. Training program implementation monitoring record
7. Accomplishment report
8. Training module/s and materials
9. Trainees attendance sheet
10. Monitoring of training validity
b. Control procedure includes the retention of these technical training records, ensuring
their easy-retrieval and traceability, and also their proper disposition.
c. Some records which are confidential in nature (e.g. examination papers, training
records) shall be controlled in a manner that will ensure limited access and prevent
unauthorized retrieval.
d. All technical training records shall be kept on active file and two (2) years on inactive
file. Afterwards, these shall be disposed of either by recycling or shredding.
e. The organization shall submit training records and reports to CAAP as deemed
necessary.
2.5.1 GENERAL
2.5.3 MULTIMEDIA
a. Most of the type-rating courses are facilitated through the use of computer-based
training (CBT) and videotaped instructions. CBTs and videotaped instructions are
self-guided study materials that a trainee can use even on flexible training schedule
without the hassles of classroom lectures.
a. Almost all of the specialized courses are conducted through hands-on training since
the demonstration of practical skill/s is necessary in assessing the competency level
of the participants. This may involve several workshop activities and practical
applications as part of the learning process.
2.6.1 GENERAL
a. This section delineates the qualification standards for technical training instructors.
Technical Instructors, who will be tasked to facilitate or conduct technical trainings,
shall be contracted or designated by the company based on the following
qualifications:
1. For Type-Rating Courses – must have completed the Type Training Level 3
for the subject aircraft type and whose training remains current.
2. For Other courses – must have satisfactorily completed the subject course.
3. Must have demonstrated presentation skills and ability to impart knowledge.

b. After the completion of the program, the personnel are now qualified to undergo ATA
104 training courses of the following:

3.1.2 PRE-REQUISITES
b. Pre-requisites courses are usually General Familiarization course that provide the
basic concepts, fundamentals, and general knowledge necessary for a trainee who is
recommended to attend corresponding next level training.
b. Trainees or participants for Initial Type Rating courses must have the required
practical knowledge or hands-on experience of at least 6 months to 1 year on the
aircraft type or similar aircraft type, and/or similar work environment.
c. Such practical or hands-on experience may include stint from other organization, on
a capacity as apprentice or helper-mechanic, at the least.
b. Likewise, trainees must be holder of license appropriate to their job function in order
to qualify for the training. For instance, aircraft mechanic/technician/inspector must
have appropriate aircraft mechanic/specialist license issued by CAAP or equivalent.
3.2.1 ATTENDANCE
b. Attendance shall be one of the requirements for completing any technical training
course. Attendance sheet form must be filled out every training day by the
participants for company recording purposes.
c. All training courses conducted are considered OFFICIAL DUTY TIME and must be
observed and respected by concerned Managers or department heads so as not to
give conflict assignments to the scheduled participants.
3.2.2 EXAMINATION
b. Aside from written examination, practical examination may also be given on some
technical courses (e.g. engine run-up course) where practical knowledge or hands-
on skills of the trainee shall be evaluated through actual demonstration.
c. Recitation may also be graded (as part of the examination) by the facilitator/trainer
for some other courses i.e. General Technical courses, Indoctrination courses, and
Human Performance courses.
a. The participants must earn overall rating of not less than the established passing rate
(refer to 3.2.4) out of all written and/or practical examinations given on the course.
in multiple choice, practical or essay type according to the discretion of the trainer.
Passing mark will be based on the raw score only obtain by the trainee on the exam.
Training participants who took remedial exam and passed it shall automatically be
given only the passing rate for the course as his/her final grade or score for the
course, and not the score obtain from the remedial exam.
a. The Human Factor on Aircraft Maintenance Course shall have two (2) types: i.e.
Initial course, and Recurrent course. All personnel who have taken the Initial course
shall be required to complete the Recurrent course every two (2) years in order to be
given a review on the concepts involved in human performance limitations.
b. The AMO had established and implement training program that shall provide
maintenance personnel, certifying staff and other technical personnel with the
required knowledge and skills necessary in the performance of their duties or
functions.
c. Aside from the initial and continuation trainings, said training program includes
knowledge trainings related to human (factor) performance such as coordination with
other maintenance personnel.
e. The trainings or courses that form part of the technical training program of the AMO
are described in details in the subsequent sections of this Chapter.
