0.3 MANUAL AMENDMENT CONTROL

Quality and Safety Department is responsible for the periodic review, issuance and
Administration of this manual.

Each manual will have a control number and assignment entry. A master list
controlling the manual number, location and revision status will be held by the Head
of Quality and Safety.

The original issue of the manual shall be Issue 00 and will be in a numerical order for
complete issue cycle of the manual, and will be dated from the date it was issue or
re-issue. For changes made in portion or part of the manual, a Revision Number shall
start from 00 and will be in a numerical order and will be dated from the date it was
revised unless otherwise re-issue. In case of re-issue the revision number will start
again from 00 and the date of revision will be mark as “re-issue”.

Revision to the part or portion of the manual is identified by revision bar on the left
side margin of the affected page.

Any request for amendment must be submitted to Quality and Safety by using the
Request Amendment Form and shall be reviewed by the Quality Manager prior of
having final revision and submission to CAAP for acceptance/approval.

Any amendment or revision to the manual will be sent to CAAP in a hard copy format
for approval before the same is implemented and copies will be sent to respective
manual holders.

Any issue, re-issue, or revision to manual shall constitute an approval letter and
signing the List of Effective Pages (LEP) by the authority. Effectively of any issue, re-
issue, or revision shall be made ten (10) days after receiving the approval from CAAP
to give way for proper dissemination of new revision by means of formal briefing or
orientation or by Read and Sign Format.

Any manual supplement shall constitute approval of this manual and only be
approve by concerned department head of AHAI.

For any revision submitted to CAAP found to be unacceptable, manual or portion of


the manual will be returned to Quality & Safety to re-evaluate the impact and take
necessary corrective action prior to resubmitting the revision request to CAAP.

A copy of revised or amended procedure to the manual will be sent to manual holder
for insertion of revised page.

Superseded portion or page of the manual shall be destroyed by the manual holder.

1 Duties and Responsibilities

1.1 Technical Instructor

1.1.1 TECHNICAL TRAINING INSTRUCTOR

a. Job Description: He is responsible for the effective conduct of training courses by


utilizing the most appropriate training methodology in order to ensure all course
objectives are achieved.

b. Qualifications:

1. Must be a graduate of Associate in Aircraft Maintenance Technology,


Avionics Maintenance Technology or Bachelor of Science in Aircraft
Maintenance Technology, Avionics Maintenance Technology
2. Must have a valid CAAP license (AMT or AMS)
3. Must have at least a minimum three (3) year experience in teaching in
technical training.

c. Responsibilities:

1. Develops and conducts training programs to train employees or customers of


aviation school or other aviation maintenance entity.
2. Produce training materials for in-house courses.
3. He is also involved in the design and/or revision of course syllabus, as
necessary.
4. He is responsible in formulating course examinations on assigned subjects or
topics.
5. Keeps up to date with developments in industry training by reading relevant
journals, going to meetings and attending relevant courses.
6. He is also involved in the design and/or revision of course syllabus, as
necessary.
7. Administers written and practical exams and writes performance reports to
evaluate trainees' performance.

2.1 Planning and
Implementation of Training
Program

2.1.1 PLANNING OF TRAINING PROGRAM

a. This section describes the policy and standards on the planning and implementation
of the organization’s established AMO Training Program Manual. This program is
intended for the use of maintenance personnel of the AMO.

b. The organization shall conduct periodic planning of the Technical Training Program
at least twice a year. This is to facilitate the formulation of planned activities and
programs for the next calendar year.

c. The agenda of the planning workshop may include among others the following:

1. Training Calendar for the following year


2. Improvements on the Technical Training program
3. Proposed budget on the Technical Training program
4. Review of the implementation of previous training calendar
5. Revisions and corrections of the Technical Training program
6. Instructor Assessment base on Course Feedback Form
7. Other related concerns

d. Training Calendar for the coming year is being prepared at the last month of the year
based on the requirements identified during the planning workshop. The calendar
may include details such as training courses, participants / trainees for refresher
courses, and the target date of implementation. In some instance, changes on
training calendar may happen due to new courses and training requirement

2.1.2 IMPLEMENTATION OF TECHNICAL TRAINING PROGRAM

a. Training implementation shall be based on the approved training calendar. The


training coordinator shall ensure that all planned training courses are successfully
conducted as per the training calendar. However, sometimes due to practical
reasons, some planned courses may be cancelled when minimum number of
participants is not achieved. A record of the monitoring on training completion or
status shall be established and regularly updated by the training coordinator

b. Hence, all involved personnel in the training implementation i.e Technical Training
Instructors, Technical Training Coordinator and Company Designated Instructors
shall ensure compliance with this policies and procedures.

2.2 Training Program Review
and Improvement

2.2.1 GENERAL

a. This section describes the standards on the review and improvement of the
organization established Technical Training Program. It shall be reviewed regularly as
part of the continual improvement process. The Technical Training shall implement
training feedback system as a tool or method to assess the effectiveness of the
implemented technical training and development program. The results of the
feedback shall be used as valuable inputs in the planning process.

2.2.2 TRAINING COURSE EVALUATION

a. At the end of each technical training course, participants shall be requested to provide
their honest assessment of the completed training program by accomplishing the
Training Course Evaluation form. The feedback results shall be recorded; positive and
negative comments shall be noted. And these results shall be discussed later on
plenary with the assigned course instructor during planning deliberations.

b. Feedback records shall be filed by the training coordinator and shall be kept
confidential.

2.2.3 POST-TRAINING FEEDBACK

a. After end of each technical training course, trainees or attendees shall be requested
to answer the post training feedback evaluation to determine any concern or
improvement needed. All feedback evaluation shall be kept by the training
coordinator.

2.3 Curriculum Design and
Development

2.3.1 GENERAL

a. This section provides the procedure and defines the responsibility on the curriculum
development and design process of the organization

b. A curriculum or syllabus shall be developed for each technical training course. Said
document shall outline the following details of the course.

1. Title of Training Course


2. Topics / Subjects
3. Number of classroom hours per topic / subject
4. Training Methodology
5. Pre-requisite/s
6. Recurrent training interval, if applicable

c. And as part of the review and improvement process, each curriculum or syllabus
may be re-designed as a result of:

1. Necessary revisions as a result of the review of the technical training program


or courses
2. Comments from training course feedback
3. Recommendations from OEM, regulatory authority, etc.

d. Trainers/instructors in coordination with the Head of Quality & Safety shall be


responsible in the curriculum design and re-design process. Compilation of the
curriculum including its integration in the technical training program shall be done by
the training coordinator.

e. Said curricula and syllabi, being part of the technical training program described in
this manual, shall be submitted to CAAP for acceptance.

2.4 Training Records and
Control

2.4.1 CONTROL OF TRAINING RECORDS

a. This section prescribes the standards and procedure/s pertaining to the control of
Technical Training records. Training Coordinator shall be responsible on the control
of records related to the implementation of the technical training program. Some of
these records include the following.

1. Course syllabus
2. Course exam records
3. Course/training certificates
4. Training calendar/schedule
5. Records of instructors / trainers
6. Training program implementation monitoring record
7. Accomplishment report
8. Training module/s and materials
9. Trainees attendance sheet
10. Monitoring of training validity

b. Control procedure includes the retention of these technical training records, ensuring
their easy-retrieval and traceability, and also their proper disposition.

c. Some records which are confidential in nature (e.g. examination papers, training
records) shall be controlled in a manner that will ensure limited access and prevent
unauthorized retrieval.

d. All technical training records shall be kept on active file and two (2) years on inactive
file. Afterwards, these shall be disposed of either by recycling or shredding.

e. The organization shall submit training records and reports to CAAP as deemed
necessary.

2.5 Training Methodology

2.5.1 GENERAL

a. This section defines the training methodologies used by the organization in


facilitating technical training courses. In order to promote productive learning
experience and enhance the transfer of knowledge or competency, technical training
courses shall be conducted utilizing the following training methodologies.

2.5.2 TRADITIONAL METHOD

a. Some courses are conducted through lectures in order to encourage healthy


discussion between participants and the facilitator. Training hand-outs are provided
to participants as learning aids.

2.5.3 MULTIMEDIA

a. Other courses are conducted utilizing multimedia approaches such as Microsoft


PowerPoint presentation, slides, multimedia projector, others. This is to enhance the
instruction techniques of the facilitator to be able to capture effectively the attention
and interest of the participants thus improving the learning process.

2.5.4 COMPUTER-BASED TRAINING

a. Most of the type-rating courses are facilitated through the use of computer-based
training (CBT) and videotaped instructions. CBTs and videotaped instructions are
self-guided study materials that a trainee can use even on flexible training schedule
without the hassles of classroom lectures.

b. These serve as alternative to the traditional method, allowing interactive presentation


of course topics with minimum intervention from the trainer.

2.5.5 ACTUAL DEMONSTRATION

a. Almost all of the specialized courses are conducted through hands-on training since
the demonstration of practical skill/s is necessary in assessing the competency level
of the participants. This may involve several workshop activities and practical
applications as part of the learning process.

2.6 Training Qualification

2.6.1 GENERAL

a. This section delineates the qualification standards for technical training instructors.
Technical Instructors, who will be tasked to facilitate or conduct technical trainings,
shall be contracted or designated by the company based on the following
qualifications:

1. For Type-Rating Courses – must have completed the Type Training Level 3
for the subject aircraft type and whose training remains current.
2. For Other courses – must have satisfactorily completed the subject course.
3. Must have demonstrated presentation skills and ability to impart knowledge.

2.6.2 TECHNICAL TRAINING PERSONNEL PROGRAM

2.6 Training Qualification

2.6.3 AUTHORIZATION OF COMPANY-DESIGNATED TRAINERS

a. All company instructors/trainers shall be authorized by the organization based on the


above-cited qualifications.

b. Nominations for company instructors/trainers shall be processed by organization. All


nominees shall be evaluated according to the above-cited qualification standards.

c. All authorized company instructors/trainers shall be provided with Certificate of


Authorization and will be included in the list of authorized company-designated
instructors/trainers prepared by the Training Coordinator.

d. All instructor/facilitator must be approved by CAAP prior to any training to be


conducted.

3 Training Procedure

3.1 Course Pre-qualification
Standards

3.1.1 GENERAL

a. This section prescribes the pre-qualification standards of the trainee.

b. The AMO has established the following pre-qualification standards primarily to


ensure that the trainee has reasonable chance of successfully completing the
course. The following pre-qualification standards are only applicable to Type-Rating
courses, and specialized courses.

3.1.2 PRE-REQUISITES

a. Some technical training courses require the completion of certain pre-requisite


course/s to be able to qualify the trainee or participant to take the course.

b. Pre-requisites courses are usually General Familiarization course that provide the
basic concepts, fundamentals, and general knowledge necessary for a trainee who is
recommended to attend corresponding next level training.

c. No participant shall be allowed to attend a course with pre-requisite unless he/she


has completed the pre-requisite. Exemption to pre-requisite requirement may be
allowed subject to the acceptance of Head of Quality and Safety, such exemptions
includes licensed Aeronautical Engineers recommended for Level 1 and 2 trainings
in consideration of their professional eligibility, and Senior Aircraft Mechanics
recommended for Level 3 training without lower level trainings in view of their proven
experience and expert knowledge.

3.1.3 PRACTICAL KNOWLEDGE / HANDS-ON EXPERIENCE

a. Relevant practical knowledge and/or hands-on experience shall be required on some


technical training courses as part of the pre-qualification standards.

b. Trainees or participants for Initial Type Rating courses must have the required
practical knowledge or hands-on experience of at least 6 months to 1 year on the
aircraft type or similar aircraft type, and/or similar work environment.

c. Such practical or hands-on experience may include stint from other organization, on
a capacity as apprentice or helper-mechanic, at the least.

3.1.4 JOB FUNCTION

a. Technical training courses such as Initial Type-Rating courses require that


participants are holding technical positions in the company i.e. mechanic, technician,
specialist, inspector, engineer, quality control personnel, maintenance head or
supervisor, etc.

3.1 Course Pre-qualification
Standards

b. Likewise, trainees must be holder of license appropriate to their job function in order
to qualify for the training. For instance, aircraft mechanic/technician/inspector must
have appropriate aircraft mechanic/specialist license issued by CAAP or equivalent.

c. However, non-technical personnel may also be allowed to attend technical trainings


as deemed necessary.

3.2 Course Requirements

3.2.1 ATTENDANCE

a. This section delineates the typical course requirements in order to satisfactorily


complete any technical training courses given by AMO.

b. Attendance shall be one of the requirements for completing any technical training
course. Attendance sheet form must be filled out every training day by the
participants for company recording purposes.

c. All training courses conducted are considered OFFICIAL DUTY TIME and must be
observed and respected by concerned Managers or department heads so as not to
give conflict assignments to the scheduled participants.

d. Each participant is expected to arrive at the designated training facilities on or before


the scheduled training sessions and must observe established house rules during
entire duration of the course.

3.2.2 EXAMINATION

a. A written examination which may include multiple-choice questions will be conducted


at every conclusion of each section or phase of training. Examination papers will
cover the complete syllabus or section of the syllabus concerned. For Type Rating
course separate day, course will be conducted for Airframe and Avionic and a
separate exam for Airframe (mechanics w/ A&P license) and Avionics (REI
Specialist) will be given on each trainee.

b. Aside from written examination, practical examination may also be given on some
technical courses (e.g. engine run-up course) where practical knowledge or hands-
on skills of the trainee shall be evaluated through actual demonstration.

c. Recitation may also be graded (as part of the examination) by the facilitator/trainer
for some other courses i.e. General Technical courses, Indoctrination courses, and
Human Performance courses.

3.2.3 PASSING GRADE / REMEDIAL

a. The participants must earn overall rating of not less than the established passing rate
(refer to 3.2.4) out of all written and/or practical examinations given on the course.

b. Unsuccessful examinees of Type-rating and Specialized Training courses may take


the remedial examination, which is only given twice and must pass it; otherwise
should take or attend the course from the beginning. Remedial examination may be
given

in multiple choice, practical or essay type according to the discretion of the trainer.
Passing mark will be based on the raw score only obtain by the trainee on the exam.
Training participants who took remedial exam and passed it shall automatically be
given only the passing rate for the course as his/her final grade or score for the
course, and not the score obtain from the remedial exam.

c. Participants of other courses (i.e. General Technical course, Indoctrination course,


and Human Performance course) who failed to garner the passing mark should take
the remedial exam only once.

3.2.4 GRADING SYSTEM

3.3 Recurrent Training
Requirements

3.3.1 RECURRENT TRAINING FOR TYPE-RATING COURSES

a. This section defines the company’s requirement on recurrent or continuation training


on specific technical training programs and training levels.

b. Recurrent or continuation training shall be required on all training programs under


the Type-Rating Course category, except for General Familiarization courses.
Therefore, successful participants of these courses shall be required to attend and
complete recurrent training every two (2) years.

3.3.2 RECURRENT TRAINING FOR HUMAN FACTOR COURSE

a. The Human Factor on Aircraft Maintenance Course shall have two (2) types: i.e.
Initial course, and Recurrent course. All personnel who have taken the Initial course
shall be required to complete the Recurrent course every two (2) years in order to be
given a review on the concepts involved in human performance limitations.

3.3.3 OTHER COURSES NOT REQUIRING RECURRENT COURSES

a. For other courses or training programs not mentioned above, continuation or


recurrent training is not applicable; therefore it is no longer required.

4.1 General

4.1.1 TRAINING PROGRAM

a. This section provides an overview of the training program established and


implemented by the organization in accordance with the requirements of CAR Part 9.

b. The AMO had established and implement training program that shall provide
maintenance personnel, certifying staff and other technical personnel with the
required knowledge and skills necessary in the performance of their duties or
functions.

c. Aside from the initial and continuation trainings, said training program includes
knowledge trainings related to human (factor) performance such as coordination with
other maintenance personnel.

d. A training plan shall be prepared to facilitate the implementation of the approved


training program at planned interval or schedule.

e. The trainings or courses that form part of the technical training program of the AMO
are described in details in the subsequent sections of this Chapter.
