SPECIFICATIONS FOR HEAVY DUTY


SELF PROPELLED, 6000TPH ROTARY SNOW BLOWER

SCOPE:
This specification describes a heavy duty, self propelled rotary snow blower on a four wheel steering
chassis. The snow blower shall be a ribbon type with a minimum capacity of 6,000 tons per hour (at 150
feet casting) of 25 pound per cubic foot undisturbed snow to 10,000 feet elevation. All power for the
snow blower head and drive shall be provided by a single engine. Power to the snow blower head shall
be independent of the chassis forward speed.

All parts and components of this unit shall be new and of the size, material, strength and engineered to be
classified as HEAVY-DUTY so as to sustain the maximum load limits and severe operating conditions
imposed upon to result in minimum wear and failure.

These specifications require the doing of all things necessary or proper for, or incidental to the furnishing
of said unit. All items of design and equipment not listed in these specifications, but involved in carrying
out their intent, are required to be furnished by the bidder, the same as if these items were specifically
mentioned and described in these specifications.

In the interest of continued and reliable service, parts, and technical support, the manufacturer(s) of the
equipment proposed shall have exhibited a consecutive history of financial stability and manufacture of
similar equipment over a minimum of the past three years. Documentation shall be provided in the bid
package to verify such continuous business activity, such as location and contact lists, financial
statements, and annual reports. Because of the critical nature of the product and its application, the
burden of proof for this requirement lays with the bidder and/or suppliers. The judgement as to
manufacturers and bidder's experience and stability are solely the responsibility of the agency accepting
bids.
APPLICABLE STANDARDS:
(All standards referenced shall be of the most current revision)

GENERAL REQUIREMENTS:
 Operating Conditions: These units shall be designed to start and operate at altitudes
up to 10,000 feet or more in ambient temperatures of minus 40 degrees Fahrenheit, with full
protection for all systems.

The rotary shall be designed to discharge rocks and similar debris up to 8" in diameter
without damage to the machine.

The rotary shall be designed to remove snow leaving a clean surface without
windrows, chunks, or accumulations of snow on the roadway. This quality will
be expected during all phases of tons/hr. output of operation.

 Rotary snow removal machine shall be capable of gathering and casting without
clogging, snow and slush in accordance with performance requirements set forth in these
specifications. Also, casting distance measured from centerline of the rotary to center of
maximum deposition area with no wind.

DETAILED REQUIREMENTS

COLOR: Complete unit to be painted “School Bus Yellow”, regardless of manufacturer’s


standard paint scheme; no two-tone colors will be accepted. NDOT approved paint
manufacturer and product code for School Bus Yellow is Dupont Imron 75306 at a thickness of
5 mil. Finish shall be of a quality comparable to manufacturer’s standard finish.

CAB: The cab shall be front mounted behind the cutting head, fully insulated with windshield installed
with a five degree reverse rake minimum, 72" minimum two man, and comply with the following:

a. All windows are to be tinted safety glass


b. The drivers seat shall be a high backed bucket with head restraint, cloth
covered, air suspension type with four way adjustment and fore and aft isolator.
c. Safety belts with retractors shall be installed for the driver and passenger
positions. Shoulder harness (three point seat belt system) shall be bid or offered
as an optional item, if available.
d. An extra heavy duty hot water heater capable of producing sufficient heat
for the cab and defrosting the windows. The heat shall be not less than 80
degrees Fahrenheit when the outside ambient temperature is 30 degrees below
zero. Defrosters shall conduct large volumes of heated air over the front and side
windows to keep them clear. The heater and defroster controls shall allow the
heat and air to be adjusted.
e. The instrument panel shall have all of the necessary gauges for operating
grouped in clear view of the operator; to include fuel gauge, oil pressure gauge,
temperature gauge, hour meter, volt or amp meter, rear steer indicator, air
restriction indicator, tachometer, and instruments for monitoring the
hydraulic systems. In addition to the gauges, there shall be high temperature and
low oil pressure warning lights. A hand set throttle, electric locking or approved
equal shall be installed. Engine monitoring gauges shall be mounted overhead to optimize
night vision.
f. There shall be two windshield wipers, Pantagraph type, top mounted, heavy
duty, individual, electric motors with separate controls.
g. Arm rests on each door
h. Ash tray and cigarette lighter, dash mounted preferred
i. Arm rest mounted joy stick controls
j. Dome light with manual switch
k. Dual air horns with shields
l. The cab shall be equipped with right and left hand, outside, stainless steel,
heated mirrors, not less than 6" X 16" (ReTract or approved equal) to fold when
struck.

m. The fuel tank(s) shall have a capacity for not less than 10 hours of
continuous operations. If the tank(s) is a bottom draw, a shut off ball valve
is required at each tank. Fuel fill shall be on the left side for all tanks and accept
not less than 10 GPM (400 gal. minimum).
n. Access shall be provided to engine compartment. Steps and walkways shall
be heavy duty, open grate type. The catwalk must be split and hinged for approximately 3
feet in length over the rear tires. This will enable the operator to see which
direction the rear tires are turned. Steps to the passenger side of the vehicle
may be built into the gas tank.
o. The engine compartment and access shall be so that engine components
can be maintained or removed with ease. The engine compartment shall be
enclosed and sealed to prevent infiltration of blowing snow while allowing
air required for cooling to enter.
p. Cab access shall include hand grab rails mounted behind both doors and
steps on both sides of the chassis. The first step shall not be more than 22"
from the ground, if practical. Adequate toe clearance shall be provided for
all steps; open grate type are required. Steps must extend out beyond the door sill.
q. The wheel wells shall protect components from throw-offs from the wheels
and contain broken chains cross links without sustaining substantial
damage.
r. An AM-FM radio/CD Player shall be installed.
FRAME:
a. The frame section modules and tensile strength of the steel shall have a
minimum Resistant to Bending Moment (RBM) of not less than 2,500,000
inch/lb.
b. The frame rail length shall be long enough to provide for a wheelbase of not
more than 140 inches.
TIRES:
a. The front and rear tires shall be 14:00 X 24 steel belted radial tube type, 18
ply singles, mixed service tread. Unisteel G188 or approved equal. All tires
must be the same size.
b. All tires shall be listed on the latest Qualified Products List as required in
U.S. Federal Specification ZZ-T-00381, Section 6.3.
c. A spare tire the same as specified in (a) above, is required mounted on the
wheel described below.
D .Pewag tire chains shall be provided for all four (4) wheels.

WHEELS:
a. The wheels shall be heavy duty disc type, tow hand hold wheel, 10-hole
Budd type mounting with a 10 inch rim (Budd type mounting).
b. There shall be ample clearance between the tires, springs, and other chassis
components to allow the use of heavy duty truck tire chains without
impairment.
c. A spare wheel with tire mounted shall be provided (see C above).

BRAKES:
a. The brakes shall comply with FMVSS requirements for air over hydraulic
brakes. The brakes shall be capable of bringing a fully equipped vehicle to a
complete stop within 30 feet, from a speed of 10 MPH on a dry, hard, level
surface. Brake lining materials shall be asbestos free. There shall be dust shields
on all drums and the dust shields must have inspection ports, if available.
b. The parking brake shall comply with FMVSS 121, Spring Brake.
c. Air reservoir shall be equipped with manual drain cocks easily reachable to
the operator (lanyards to be remotely mounted if necessary). The drain cocks
shall point away from the operator. A valve stem air charging port shall be
provided so that the air brakes can be released by an external source.
Automatic reservoir moisture ejector shall not be installed.
d. An air drier with heater, Bendix #286934 or approved equal, shall be
installed.
e. Air tanks, valves and air drier shall be installed in a warm protected area
such as the engine compartment.
f. Air cans require approved protection, if mounted below the axle center line.
DRIVING AXLES, SUSPENSION AND STEERING:
a. The front and rear driving axles shall be planetary steering type with no-spin
differentials. The manufacturersrated capacity of the axles and
suspensions shall not less than the maximum loads imposed. Both front and rear
differential ratios must be the same.
b. The front steering shall be hydraulic power-assist type. Rear steering shall be full
hydraulic and joy stick controlled.
ENGINE:
a. The engine shall be turbocharged, diesel fueled, four cycle and provide the
power for all functions.
b. The engine will develop not less than 750 gross horsepower and not less
than 2,250 gross lb./ft. of torque.
c. The filters used shall be spin-on type where practical and provide full
protection for the engine and be sized for severe service duty. The filters
shall include the following:
1. Fuel filter with water separator.
2. Oil Filter
3. Air Cleaner, duel element with dust ejector with under hood air
intake.
4. Cooling system filter, anti-corrosion, resistor-coolant type.
d. A cold weather manual operated starting aid shall be provided. Single-shot,
canister type, operated from inside the cab.

e. The cooling system for the engine shall provide proper cooling with an
ambient temperature range from minus 65 degrees Fahrenheit to plus 100 degrees
Fahrenheit. All hoses in the cooling system shall be the heavy duty type. The
cooling system shall use a sucker- type fan.
f. A 110 volt AC block heater with thermostat shall be provided, 1200 watt
minimum. A 110 volt AC oil pan heater with thermostat shall be provided,
600 watt minimum. The power connection for the heaters shall be a
weatherproof receptacle (J. Jeb Plug Kit, #PK1212, or approved equal) at the left side
of the engine compartment. (Optional propane block heater may be provided).
POWER TRAIN:
a. The all-wheel chassis drive system shall be a hydrostatic system coupled to the axles
through a power shift transmission with not less than four speeds forward. The components in
the drive systems shall be rated for the maximum loading that they could be
subjected to in the worst case condition. The installation of the hydrostatic
pump and motor shall be approved and certified by the component manufacturers.
The drive system shall allow for infinite speeds from approximately 0.1 mile per hour to 10
miles per hour with full power to the snow blower head; and a top travel
speed of not less than 25 miles per hour.
b. The drive for the snow blower shall be transmitted through a hydraulic clutch
assembly and gear box system. The components in the drive system shall be rated for
double the maximum loading they could be subjected to in the worst case condition. Shear
pins shall be sized to protect the unit and be easily replaceable.
c. All disconnects in the power train shall be remote controlled with
engagement indicators in the cab.
ELECTRICAL SYSTEM:
a. The electrical system shall have high output alternator, brushless, internally
regulated type. The alternator output shall be capable of maintaining the
electrical system with all lights and heater fans at high idle.

(Reference Engine, Paragraph e).

b. The chassis electrical system shall incorporate the following features:

1. 12 volt DC negative ground


2. Batteries shall be heavy duty, (1) Group 31, and furnished in
sufficient number to satisfy the electrical load and voltage
requirements and have easily accessible master disconnect
switch. Master disconnect switch shall be independent of the ignition
key switch.
3. All lighting and reflectors at the rear and sides shall comply
with FMVSS 108 requirements for trucks over 80 inches wide.
4. Two multiple-beam halogen headlights with dash indicator.
5. Two perlux all-weather driving lamps, or approved equal.
6. One (1) circuit for a two way radio shall be provided. These
circuit terminals in the cab shall consist of a ground terminal, a
12-VDC hot power terminal and an ignition switch 12-VDC
power terminal. The wiring used shall be not less than 12
gauge with the power source being one of the 12-volt batteries,
if a 24-VDC is used.
The power draw for these circuits is .005 amp off, .5 amp 98% of
operating time, and 20 amps 2% of operating time. The system shall be
protected by a 30 amp fuse or circuit breaker.
7. A separate, independent hazard switch for signal lights shall be
installed.
8. A heavy duty flasher with a minimum capacity for six turn
signal lamps.
9. The engine compartment shall have two service lights.
10. All electrical circuits shall be protected by easily accessible
circuit breakers, manual reset type, identified with function.

c. Dual strobe light units shielded from the operator’s eyes shall be installed. The
strobe light locations shall be on the top center of the cab, and the rear of the engine house.
HYDRAULIC SYSTEM:
The hydraulic system shall provide hydraulic power for operating, snow blower lift, discharge chute
functions, and power steering functions. Hydraulic installation shall comply with the applicable
requirements of specification 3030-89/7-1. The system shall be designed and sized to provide responsive
controls. The hydraulic system shall comply with the following requirements:

a. The hydraulic pump shall be a direct drive; a belt driven pump is not
acceptable.
b. All cylinder shafts shall be chrome plated.
c. The hydraulic system shall be protected with relief valves and filters.
SNOW BLOWER CONSTRUCTION:
a. The snow blower shall be a two-stage rotary plow. The first state shall be
composed of helically formed ribbon that cuts and feeds the snow to the second
stage impeller. The second stage impeller discharges the snow through a directional
chute. The cutting width shall be not less than 109" to 120" and at least four inches wider
that the outer most structure of the carrier. The cutting depth shall be not less than 72
inches. The snow blower shall be designed to minimize plugging.

b. The first stage shall consist of a right and left hand ribbon of equal lengths.
The diameter of the first stage shall be not less than 60 inches. The ribbons
shall be made from cold-formed T-1 steel with a Brinell hardness not less than 321
and have a minimum section of  inch by 6 inches. Each flight to have not less than three
supports constructed from the same material. The Design of the first stage shall be so
that the snow is ingested into the second stage independent of forward motion.
The cutter assembly shall be driven by a center mounted gear box with a torque rating of
not less than 24,000 ft. lb. Input rating continuous.
c. The second stage impeller shall have a minimum of 60" in diameter, shall
have a minimum of 5 fan blades and shall be made of T-1 steel with a Brinell
hardness not less than 321 and a thickness of not less than  inch. The impeller
operating RPM shall insure the quality of snow supplied by the ribbons is discharged
and does not obstruct the chute.
d. The discharge chute shall be designed to direct the snow to the left or the
right side. The range of rotation shall be 140 degrees or more with a left- hand
stop at 40 degrees above the horizontal and a right-hand stop at the horizontal.
There shall be a hydraulic controlled capper chute attached to the main snow chute to
enable the operator to divert the snow away from buildings, power lines, etc... The
main chute shall extend 6" beyond the side of the blower.
e. Two heavy duty cutter bars shall be installed, one on each side of the cutter
box, and shall be detachable. The cutter bars shall extend to a total height of not
less than 150 inches above the ground and forward of the ribbon not less than 20
inches.
f. The lower edge of the snow blower head shall be equipped with a
replaceable high carbon steel cutting edge.
g. There shall be two replaceable, mushroom shoes with carbide, skid type, full
length, carbide ware shoes. The shoe heights shall be adjustable without
removing shims or bolts.
h. The snow blower head shall be raised not less than 10 inches above grade
and not less than 3 inches below grade by hydraulic cylinders, with float and down
pressure functions. Travel lock pins shall be easily installed and removed. Drive
angles will not exceed 15 degrees full up or down positions.
MISCELLANEOUS REQUIREMENTS:
a. The rotary rear bumper shall be heavy duty and adequate to be pushed upon by
other heavy equipment. The bumper shall be able to protect the chassis upon
contracting hard snow banks or other solid material.
b. Two heavy-duty tow hooks shall be installed at the rear of the snow blower.
c. Components on the side of the machines shall be protected from objects in
the berm such as rocks, trees, etc.
d. Vendor is required to provide and install inside the cab, one (1) each 5lb.
refillable, fire extinguisher with metal head.
e. All units provided must have installed inside the cab one (1) each
Weatherproof Manual Case, Galion Part # 170-1126558C1.

TRAINING: The successful bidder will be requested to provide a qualified factory authorized
service representative to provide four (4) hours mechanical and four (4) hours operator training
(for each unit) at the end users location for an estimated 5 to 50 employees.
RUSTPROOFING AND CORROSION PROTECTION
The complete vehicle (moldings, fenders, doors, panel wells, underside of cab floor, interior cab floor,
etc.) shall be treated with Class 1 rust proofing protection.
SERVICE, MANUALS AND TRAINING
Successful bidder shall agree to provide service and have a stock of listed repair parts available for
immediate delivery (within 24 hours), and provide three (3) sets of complete, detailed Parts Books,
Operator's Manuals, Mechanic's Service Manuals and Video Training Tapes (if available) with the unit
upon delivery. The Mechanic's Service Manuals shall also include complete electrical, hydraulic and
compressed air schematics.
Successful bidder shall provide a minimum of 24 hours of operator and maintenance training within (5)
working days of date of delivery. Acceptance date of unit will be only after training session, receipt of all
manuals and complete mechanical checks are completed by owner.
NOTE: PAYMENT FOR UNIT WILL NOT BE PROCESSED UNTIL TRAINING HAS BEEN
COMPLETED, ALL MANUALS HAVE BEEN RECEIVED AND A COMPLETE MECHANICAL
CHECKS HAS BEEN ACCOMPLISHED.
GUARANTEE
The bidder shall guarantee his equipment as to the specified capacities and performance, and to be free
from all defects in design, material and workmanship. All labor, transportation cost and defective parts
shall be replaced free of cost. THIS GUARANTEE SHALL CONTINUE FOR TWO (2) YEARS
AFTER COMMENCEMENT OF ACTUAL OPERATION OF THE EQUIPMENT. No exceptions to
the guarantee requirement will be accepted. VENDOR WILL PROVIDE A COPY OF THE
GUARANTEE/WARRANTY WITH THE BID.
PARTS AVAILABILITY
Parts availability may be a determining factor in award of this bid. Bidders will be required to
show nearest location for parts availability.
PRE-DELIVERY SERVICE
The following pre-delivery service will be performed prior to acceptance of this unit:

a. Engine will be filled to proper oil level


b. Transmission will be checked and filled to proper oil level
c. Hydraulic systems oil reservoir will be checked and filled to proper oil
level.
d. Cooling system will be checked and filled to the proper level and will
contain antifreeze to -40 degrees Fahrenheit
e. All tires will be balanced with external lead weights.
f. Front end will be properly adjusted
g. All lights will be checked to make sure they are operational and properly
adjusted

NOTE: ANY PERIODIC SERVICE CHECKS REQUIRED TO KEEP WARRANTIES IN EFFECT


MUST BE PROVIDED BY THE SUCCESSFUL BIDDER AT THE LOCATION OF THE
EQUIPMENT.
