Report On Tricycle Ban Along National Roads
I. Short Background/Rationale
All Local Government Units are mandated by the Local Government Code of
1991, through the Sanggunian Bayans, to regulate the operations of
tricycles/pedicabs and to grant franchises for their operation within their
territorial jurisdictions.
In line with the power of the Local Government Units to regulate the operation of
tricycles and pedicabs, the Department of Interior and Local Government (DILG)
issued Memorandum Circular No. 2020-036 providing the guidelines on the
strict ban of tricycles and pedicabs along all national highways.
The Tricycle Task Force of this municipality convened on February 18, 2021 to
carry out its mandate to review the existing Tricycle Route Plan and to modify
the same in accordance with the prohibition imposed by the DILG through
Memorandum Circular No. 2020-036.
The Tricycle Task Force of this municipality is still in the process of reviewing its
existing Tricycle Route Plan that will include the scheduling of ocular inspection,
public consultations and hearings with stakeholders. Consequently, the Local
Government Unit of Floridablanca has yet to fully implement the directives of the
DILG.
The Tricycle Task Force of this municipality is still in the process of updating the
existing Tricycle Route Plan of the municipality. A new Tricycle Route Plan will
be crafted based on the updates made on the existing Tricycle Route Plan and
in accordance with the provisions of Memorandum Circular No. 2020-036 of the
DILG.
V. Creation of a Tricycle Task Force
The Local Government Unit of Floridablanca created its Tricycle Task Force
through the issuance of Executive Order No. 08, Series of 2021 or “An Order
Creating a Tricycle Task Force for the Municipality of Floridablanca, Province of
Pampanga”. Attached below are the specific details of the task foce.
