CVISN Background
 The CVISN program (conceptualized in 1996) is a key
component of the FMCSA's drive to improve commercial
motor vehicle safety
 The CVISN program is designed to:
 Improve safety and productivity of motor carriers, commercial
vehicles and their drivers
 Improve efficiency and effectiveness of commercial vehicle safety
programs through targeted enforcement
 Improve data sharing within States and between States and
FMCSA
 Reduce regulatory/administrative costs (Federal/State and industry)

to allow information to flow within a State
agency, resulting in difficulties in
responding to external requests for
information sharing.

 Safety Information Exchange – Exchanging IRP/IFTA data with SAFER
(CVIEW Implementation) and ASPEN Implementation
 E-Screening – Automated Weight and Credentials Screening (fixed.
mobile or virtual sites)

 A National Evaluation of CVISN Program was published in 2009 including:


• Formal evaluation of benefits and costs of national CVISN Deployment Program
• Definitive assessment of state, motor carrier, and societal benefits associated with
CVISN

CVISN Benefits – Florida Example
 The Florida Department of Agriculture reviews bill of ladings (BOLs) at its
interdiction stations
 As part of their Expanded CVISN program certain BOLs are scanned and sent
to DOR to determine if taxes need to be collected on the products being
brought into the state. The chart below illustrates the amount of taxes collected
during this process

CVISN Trends and Priorities
 CVISN Trends:
• Integrating mobility, safety and productivity
• Addressing resource and staffing constraints - shifting away
from fixed inspection stations and scale houses to a more
virtual/mobile weigh station scenario

 CVISN Priorities:
• Data Quality - imperative that the data available to officers at the
roadside is accurate and timely in order to make correct enforcement
decisions
• Addressing present need for - Work Zone Safety, Emergency
Notification Systems, Smart Park etc.
• CVIEW - Only with all States deploying and maintaining CVIEWs, can CVISN’s
exponential safety and productivity benefits be fully realized!

- Although WRI vision is technology
agnostic, Commercial Mobile Radio
