What  is  JobStart?  

•  A  full  cycle  employment  facilita/on  services  by  the  


Department  of  Labor  and  Employment  (DOLE),  designed  
to  enhance  the  employability  of  at-­‐risk  youth  to  improve  
their  integraIon  into  producIve  employment.  

•  It  seeks  to  assist  young  Filipinos  in  starIng  their  careers  


and  obtaining  meaningful  paid  employment.  It  mainly  
aims  to  shorten  youth’s  school-­‐to-­‐work  transi/on.    

•  It  targets  Youth  NEET:    


•  Not  currently  working  or  enrolled  in  school  or  training  
•  With  less  than  one  year  or  no  work  experience    
•  Have  at  least  reached  high  school  
•  18  –  24  years  old  
•  Filipino  ciIzen  
 
JobStart  Program  Objec6ves  

Establish  a  modern  full-­‐cycle   Provide  a  demand–oriented  


employment  facilita6on  services  at   interven6ons  that  provide  youth  
the  PESOs  (local  government  units)   with  access  to  career  guidance,  life  
that  provides  demand-­‐oriented   skills  and  technical  training,  on-­‐the-­‐
services  to  youth   job  learning

  Introduce  PESO  services  to  prospecIve  employers  
  Gauge  employer  interest  in  parIcipaIng  in  various  PESO  programs,  including  JobStart  Philippines  Program  
  Understand  employer  prospects  and  trends  
  Understand  the  employment  process  from  recruitment  to  hiring  and  determine  the  company’s  training  capacity  
  IdenIfy  employment  and  business  issues  employers  are  currently  experiencing  
  IdenIfy  vacancies  available  and  obtain  pledges  suitable  to  the  JobStart  program

  RegistraIon:  Once  a  year  (100  beneficiaries  per  year/PESO)  
  Youth  apply  for  the  program  (selecIon  based  on  a  first  come,  first-­‐served  basis  unIl  quota  filled)  

 
JobStart  Program  Components  
LIFE  SKILLS  TRAINING  
A  ten  (10)-­‐day  training  designed  to  develop  the  behavior,  actude,  and  values  of  JobStart  trainees,  including  an  
interview  with  employers  at  the  end  of  the  program.  The  program  includes  one-­‐on-­‐one  career  coaching,  employment  
counselling  and  job  matching,  and  screening  for  placement  into  one  of  three  tracks:  1)  technical  training,  2)  
internship,  or  3)  if  they  are  “job-­‐ready”  they  may  go  straight  into  wage  employment.      
 
TECHNICAL  TRAINING  
Youth  NEET  may  access  short-­‐term  technical  training  in  areas  where  employers  have  potenIal  vacancies.  Up  to  three  
(3)  months  of  technical  training  can  be  provided  by  either  1)  TESDA  accredited  Technical  VocaIonal  InsItuIons  (TVIs)  
(both  public  and  private),  or  2)  with  the  partner  employer  if  they  have  the  capacity  to  provide  training.  Trainees  
receive  a  sIpend  from  the  government  during  this  period.    
 
INTERNSHIP  
  Maximum  6  months  work  experience  with  a  “matched”  employer.  
  Interns  receive  a  sIpend.  
  Partner  employers  receive  pro-­‐rated  administraIve  fee  per  JobStart  Trainee  per  month.
