posted for the entire period of the fiscal year. If available, the
actual Notice of Award shall also be posted under the List of
Notices of Award.

6. Itemized Monthly Collections and Disbursements. This shall


be posted within ten (10) days following the end of every month by
the barangay treasurer pursuant to Section 513 of the Local
Government Code of 1991 (RA 7160). All preceding monthly
documents shall remain posted under the subsequent monthly
documents for reference.

first obtained from the Barangay where such business or activity is
located or conducted. For such clearance, the Sangguniang
Barangay may impose a reasonable fee. The application for
clearance shall be acted upon within seven (7) working days from
the filing thereof. In the event that the clearance is not issued
within the said period, the city or municipality may issue the said
license or permit.

(d) Other Fees and Charges – The Barangay may levy reasonable
fees and charges:
(1) On commercial breeding of fighting cocks, cockfighting and
cockpits;
(2) On places of recreation which charge admission fees; and
(3) On billboards, signboards, neon signs, and outdoor
advertisements.

4. Barangay Peace and Order Committee (BPOC)


Based on DILG MC No. 2008-101 dated June 17,
2008, the composition of the BPOC includes at least
three (3) members, duly endorsed by an organized
neighborhood association, from existing barangay
based anti-crime groups, neighborhood watch groups
or NGOs well known in the community.

5. Barangay Ecological Solid Waste Management


Committee (BESWMC)
Based on Section 389 (b) (9) of the Local Government
Code of 1991, for efficient, effective and economical
governance, the purpose of which is the general
welfare of the Barangay and its inhabitants, the Punong
Barangay shall enforce laws and regulations relating to
pollution control and protection of the environment.

Rule VI Section 6 of the IRR of RA 9003 provide for the


creation of a BESWMC and its functions and
responsibilities.

DILG Memorandum Circular No. 2018-112 dated July


12, 2018 provides for the organization or reorganization
of the BESWMC.

6. Barangay Council for the Protection of Children


(BCPC)
Section 15 of RA 9344, otherwise known as the
“Juvenile Justice and Welfare Act of 2006” mandates
LGUs to establish ans strengthen the Local Council for
the Protection of Children (LCPC) at all levels. The

said Act likewsie provides specific tasks to be


undertaken by the BCPC in handling Children at Risk
(CAR) and Children in Conflict with the Law (CICL).

DILG Memorandum Circular No. 2008-126 dated


August 21, 2008 provides for the guidelines in
monitoring the functionality of LCPCs at all levels.

7. Barangay Gender and Development (GAD) Focal


Point System
RA 9710, otherwise known as the “Magna Carta of
Women” provides for the creation and/or strengthening
of the GAD Focal Points (GFP) in all departments,
including their attached agencies, offices, bureaus,
state universities and colleges, GOCCs, LGUs and
other government instrumentalities.

JMC No. 2016-01 dated January 12, 2016 among


DILG, DBM, NEDA and PCW was issued, providing for
the guidelines in the preparation of GAD plans and
budget.

5. REGISTRATION Based on DILG MC No. 2013-61 and DILG MC No. 2017-33, Barangay Document KP Form 5
